การพัฒนาทักษะด้านดิจิทัลของบุคลากรกลุ่มศาลจังหวัดในสังกัดสำนักศาลยุติธรรมประจาภาค 5

Abstract

การค้นคว้าแบบอิสระเรื่อง การพัฒนาทักษะด้านดิจิทัลของบุคลากรกลุ่มศาลจังหวัดในสังกัดสำนักศาลยุติธรรมประจำภาค 5 มีวัตถุประสงค์ในการศึกษาเพื่อ (1) ประเมินทักษะด้านดิจิทัลของบุคลากรกลุ่มศาลจังหวัดในสังกัดสำนักศาลยุติธรรมประจำภาค 5 (2) เปรียบเทียบทักษะด้านดิจิทัลของบุคลากรกลุ่มศาลจังหวัดในสังกัดสำนักศาลยุติธรรมประจำภาค 5 จำแนกปัจจัยส่วนบุคคลที่แตกต่างกัน (3) ศึกษาแนวทางการพัฒนาทักษะด้านดิจิทัลของบุคลากรกลุ่มศาลจังหวัดในสังกัดสำนักศาลยุติธรรมประจำภาค 5 ผลการศึกษาพบว่า (1) ระดับทักษะด้านดิจิทัลของบุคลากรอยู่ในระดับมาก (2) ปัจจัยที่มีผลต่อการพัฒนาทักษะด้านดิจิทัลของบุคลากร ได้แก่ ความรู้ความสามารถของแต่ละบุคคล ความเชี่ยวชาญและการยอมรับด้านเทคโนโลยี ความพร้อมของเครื่องมืออุปกรณ์นโยบายของหน่วยงาน และทัศนคติของบุคลากรผู้ปฏิบัติงาน โดยปัจจัยส่วนบุคคลจำแนกตามเพศระดับการศึกษา รายได้ต่อเดือน และกลุ่ม/ส่วนงานที่ปฏิบัติ มีผลต่อการพัฒนาทักษะด้านดิจิทัลของบุคลากรไม่แตกต่างกัน จำแนกตามอายุ และอายุราชการ มีผลต่อการพัฒนาทักษะด้านดิจิทัลของบุคลากรแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) แนวทางในการพัฒนาทักษะดิจิทัล ได้แก่ การปรับเปลี่ยนทัศนคติของบุคลากร การจัดหาอุปกรณ์และการจัดสรรเวลาในการอบรมเพื่อให้บุคลากรสามารถพัฒนาตนเองให้มีความรู้ ความเข้าใจ และพัฒนาทักษะด้านดิจิทัลเพิ่มสูงขึ้น

The objectives of this independent study were (1) to assess the digital skills of personnel in the provincial court group under the Office of the Court of Justice Region 5 (2) to compare digital skills of provincial court personnel under the Office of the Court of Justice Region 5 classified by different personal factors. (3) to study the guidelines for developing digital skills among provincial court personnel under the Office of the Court of Justice Region 5. This independent study is mixed method research. The population used in the study consisted of 8 provincial court personnel under the Office of the Court of Justice Region 5, totaling 351 people, and specified samples by using Taro Yamane's formula into 187 people, and 3 supervisors. The research instruments were questionnaires and structured in-depth interviews. The results of this research showed that (1) the level of digital skills of personnel is high. (2) factors affecting the development of digital skills of personnel are knowledge and abilities of individuals, technology expertise and recognition availability of equipment agency policy. When classified by gender, educational level, monthly income and the operational segment, the attitudes of personnel on the development of digital skills of personnel was not different. However, when classified by age and service life, its affects on the development of digital skills of personnel differently with statistically significant at the 0.05 level (3) guidelines for developing digital skills include changing the attitude of personnel. Providing equipment and allocating time for training to enable personnel to develop themselves to become more knowledgeable, understanding and develop digital skills.
