Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการเป็นองค์การมุ่งเน้นยุทธศาสตร์ของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (2) ปัจจัยการพัฒนาทรัพยากรมนุษย์ของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (3) ปัจจัยวัฒนธรรมองค์การของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (4) ปัจจัยที่มีความสัมพันธ์กับการเป็นองค์การมุ่งเน้นยุทธศาสตร์ของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (5) แนวทางการพัฒนาสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในการเป็นองค์การมุ่งเน้นยุทธศาสตร์ การศึกษาวิจัยนี้เป็นการวิจัยเชิงปริมาณ ประชากรที่ใช้ในการวิจัย คือ บุคลากรของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย ข้าราชการที่ปฏิบัติงานอยู่ในส่วนกลาง และสำนักงานเขตพื้นที่การศึกษา จำนวน 225 เขต รวมประชากรทั้งสิ้น 11,967 คน ใช้กลุ่มตัวอย่างจำนวน 400 ตัวอย่าง โดยใช้สูตรทาโร่ ยามาเน่ สุ่มตัวอย่างแบบชั้นภูมิอย่างเป็นสัดส่วน แบบหลายขั้นตอน และสุ่มแบบอย่างง่าย เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า (1) สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานมีระดับการเป็นองค์การมุ่งเน้นยุทธศาสตร์อยู่ในระดับมาก (2) ปัจจัยการพัฒนาทรัพยากรมนุษย์องค์การของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ภาพรวม ทั้งสามด้านอยู่ในระดับมาก โดยการศึกษามีค่าเฉลี่ยมากที่สุด รองลงมาคือการจัดการความรู้ และการฝึกอบรม ตามลำดับ (3) ปัจจัยวัฒนธรรมองค์การของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ภาพรวมทั้งสามด้านอยู่ในระดับมาก โดยวัฒนธรรมองค์การมุ่งเน้นคุณภาพ มีค่าเฉลี่ยมากที่สุด รองลงมาคือวัฒนธรรมองค์การมุ่งเน้นทีมงาน และวัฒนธรรมองค์การมุ่งเน้นการปรับตัวตามลำดับ (4)ปัจจัยการพัฒนาทรัพยากรมนุษย์องค์การมีความสัมพันธ์เชิงบวกในระดับสูงกับการเป็นองค์การมุ่งเน้นยุทธศาสตร์ของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยการจัดการความรู้มีความสัมพันธ์ระดับสูง การฝึกอบรมและการศึกษามีความสัมพันธ์ระดับค่อนข้างสูง ส่วนปัจจัยวัฒนธรรมองค์การมีความสัมพันธ์เชิงบวกในระดับสูงกับการเป็นองค์การมุ่งเน้นยุทธศาสตร์ของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยวัฒนธรรมองค์การมุ่งเน้นการปรับตัวและวัฒนธรรมองค์การมุ่งเน้นคุณภาพมีความสัมพันธ์ระดับสูง ส่วนวัฒนธรรมองค์การมุ่งเน้นทีมงาน มีความสัมพันธ์ระดับค่อนข้างสูง ทั้งหมดมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ.01 (5)แนวทางการพัฒนาสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในการเป็นองค์การมุ่งเน้นยุทธศาสตร์ มี 3 แนวทาง คือ ควรให้ความสำคัญกับบุคลากรในการให้ความรู้ และสวัสดิการที่เหมาะสม ควรกำหนดยุทธศาสตร์ขององค์การให้มีความชัดเจน และสร้างความเข้าใจและการรับรู้ให้แก่บุคลากรในองค์การ ข้อเสนอแนะคือควรให้ความสำคัญการมุ่งเน้นยุทธศาสตร์ ขององค์การและขับเคลื่อนอย่างเป็นรูปธรรมควรมีแผนเสริมสร้างวัฒนธรรมองค์การเพื่อสร้างความรู้สึกร่วมกับบุคลากรภายในองค์การและมีการวางแผนการพัฒนาทรัพยากรมนุษย์องค์การที่ชัดเจน.
The objectives of this research were : (1) to study the level of being a strategy focused organization of the Office of the Basic Education Commission (OBEC) ; (2) to study the human resource development of the organization factor of the OBEC; (3) to study the organizational culture factor of the OBEC; (4) to study the relationship between the human resource development organization factor and the organizational culture factor in being a strategy focused organization of the OBEC; and (5) to study the guidelines for the developing the OBEC as being a strategy focused organization. This research is a quantitative research. The total population in the study was 11,967 people comprising of the OBEC officers from the central area and the Office of Educational Service Areas. The sample size was calculated by Taro Yamane Formulation and obtained 400 samples with stratified sampling multi-step and simple random. The instrument used in this research was a questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation and Pearson's correlation coefficient. Research results revealed that (1) the level of being a strategy focused organization of the OBEC was at a high level; (2) The human resource development of the organization factor was averaged at a high level overall 3 aspect; the highest mean score was Education followed by knowledge management and training respectively; (3 ) The Organizational culture factor was averaged at a high level overall 3 aspect; the highest mean score was the organizational culture focused on quality followed by organizational culture focused on teamwork and organizational culture focused on adaptability; ( 4 ) The human resource development of the organization factor was positively correlated with being a strategy focused organization. The knowledge management has a high level of relationship. Training and education had a relatively high correlation. The organizational culture factor was positively correlated with being a strategy focused organization. The organizational culture focused on adaptability and organizational culture focused on quality have a high level of relationship. As for organizational culture focused on teamwork had a relatively high correlation, all were statistically correlated at the .01 level; ( 5 ) On the basis of these fidings implication and suggestion for developing of the OBEC as a strategy focused organization can be suggested as follow. First, the organization's personnel should be given priority both in terms of development, knowledge and appropriate welfare. Second, the organization's strategy should be clearly defined. and create understanding and awareness among personnel in the organization. The suggestion is executive should focus on the strategic focus of the organization and driven concretely. There should be a plan to enhance the organizational culture to create a sense of cooperation with the personnel within the organization and have a clear human resource development plan.
