Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ประมาณการต้นทุนสังคมที่เพิ่มขึ้นจากความแออัดของการจราจร และ 2) วิเคราะห์ความสัมพันธ์ระหว่างต้นทุนสังคมความแออัดจราจรกับความเร็วรถยนต์ในช่วงเวลาเร่งด่วน ผลการศึกษาพบว่า 1) ต้นทุนสังคมของความแออัดจราจรมีมูลค่าต้นทุนสังคมเฉลี่ยประมาณ 67,778บาทต่อคันต่อปีเมื่อผลกระทบจากก๊าซเรือนกระจกมีอัตราคิดลดร้อยละ 5 นอกจากนี้ จากข้อมูลปริมาณรถยนต์ที่วิ่งบนถนนในกรุงเทพมหานครโดยเฉลี่ยในแต่ละวันที่มีประมาณ 1.4 ล้านคันในปี พ.ศ. 2558 ถ้าใช้ค่าเฉลี่ยจำนวนรถยนต์ดังกล่าวเป็นตัวแทนรถยนต์ที่วิ่งบนถนน จะส่งผลทำให้เกิดต้นทุนทางสังคมของความแออัดจราจรถึงปีละประมาณ 95,000 ล้านบาท และ 2) จากการวิเคราะห์ความสัมพันธ์ระหว่างความเร็วรถยนต์และต้นทุนสังคม พบว่าเมื่อความเร็วรถยนต์ลดลงจะส่งผลให้ต้นทุนสังคมความแออัดจราจรเพิ่มสูงขึ้น โดยเมื่อความเร็วรถยนต์ลดลง 1 กิโลเมตรต่อชั่วโมงจะก่อให้เกิดต้นทุนสังคมประมาณ 690 บาทต่อคันต่อปี ข้อมูลต้นทุนสังคมของความแออัดจราจรจากการศึกษานี้นอกจากจะแสดงให้เห็นต้นทุนสังคมที่เกิดขึ้นแล้วยังสามารถใช้เป็นข้อมูลผลประโยชน์ในการศึกษาความคุ้มค่าของโครงการเพื่อบรรเทาปัญหาความแออัดการจราจรได้อีกด้วย นอกจากนี้ข้อมูลดังกล่าวยังสามารถใช้เพื่อสร้างความตระหนักรู้ถึงปัญหาความแออัดด้านจราจร ซึ่งอาจทำให้มีการยอมรับนโยบายการแก้ปัญหาจราจรในด้านการจัดการอุปสงค์มากขึ้น เช่น การเก็บค่าธรรมเนียมรถติด เป็นต้น
The objectives of this study are: 1) to estimate the social cost of traffic congestion in Bangkok, and 2) to analyze a relationship between vehicle speeds and the social cost of traffic congestion. For the data collection, primary data were obtained from face-to-face interviews with 215 vehicle drivers selected by purposive sampling method. The sample selection criteria included the respondents who were 26-65 years old and commuted to work or study in rush hour at least three days per week. The methodology of this study is divided into two main parts: First, an estimation of the social cost of traffic congestion measured by the values of the difference between the congestion cost during rush hour and non-rush hour, the social cost consists of two main components: private costs (i.e., fuel cost, maintenance cost, toll, and opportunity cost of time due to longer traveling time) and external cost (i.e., cost of the negative impact of CO2 emission). Second, a relationship between the social cost and the car speed estimated by the Tobit model. The result of this study revealed that 1) the average social cost was 67,778 Baht per vehicle per year at discount rate at 5 percent of GHG-damage-cost discount rate. According to the record of the average number of daily vehicles on roads in Bangkok in 2015, which was about 1.4 million vehicles, if we assumed this information as a proxy of the number of vehicles on the road, the total social cost could be approximately 95,000 million Baht annually. In addition, this study found that 2) the analysis of the relationship between the social cost and vehicle speeds implied that lower speed incurred higher social cost. This result showed that when the vehicle speed was delayed one kilometer per hour, it could cost about 690 Baht per vehicle per year. In conclusion, the huge social cost from this study emphasizes the importance of the traffic congestion problem in Bangkok. Further, the values of the social cost from this study can be applied in economic cost-benefit analysis of the traffic congestion mitigation projects as a benefit value of the project. The information on social costs of traffic congestion can also be used to increase public awareness and acceptation of the implementation of future policies for road demand-side management such as road charges.
