Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) การดำเนินการการบริหารยุทธศาสตร์ เพื่อการพัฒนาอย่างยั่งยืนขององค์การบริหารส่วนตำบลในจังหวัดชุมพร (2) ปัจจัยที่มีความสัมพันธ์กับการดำเนินการบริหารยุทธศาสตร์เพื่อการพัฒนาอย่างยั่งยืนขององค์การบริหารส่วนตำบลในจังหวัดชุมพร (3) ความสัมพันธ์ระหว่างปัจจัยภาวะผู้นำการเปลี่ยนแปลงและวัฒนธรรมองค์การกับการบริหารยุทธศาสตร์เพื่อการพัฒนาอย่างยั่งยืนขององค์การบริหารส่วนตำบลในจังหวัดชุมพร การศึกษาวิจัยนี้ใช้รูปแบบการศึกษาวิจัยเชิงสำรวจ ประชากรในการวิจัย คือ พนักงานส่วนตำบลและพนักงานจ้างที่ปฏิบัติงานในองค์การบริหารส่วนตำบลในจังหวัดชุมพร 51 แห่ง ทั้งหมด 1,458 คน โดยใช้กลุ่มตัวอย่าง 314 คน ตามสูตรคำนวณของทาโร ยามาเน่ ใช้วิธีการสุ่มตัวอย่างแบบโควตา มีเครื่องมือที่ใช้ในการเก็บข้อมูล คือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าความถี่ ค่าเฉลี่ย ค่าเบี่ยงเบนและค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน ผลการวิจัยพบว่า (1) การดำเนินการบริหารยุทธศาสตร์ในองค์การบริหารส่วนตำบลในจังหวัดชุมพรโดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านทั้ง 4 ด้านพบว่า ด้านการประเมินยุทธศาสตร์ด้านการกำหนดยุทธศาสตร์ ด้านการดำเนินยุทธศาสตร์ และด้านการวิเคราะห์สถานการณ์ อยู่ในระดับมากตามลำดับ (2) ปัจจัยภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารองค์การบริหารส่วนตำบลในจังหวัดชุมพร ที่มีผลต่อการดำเนินการบริหารยุทธศาสตร์เพื่อการพัฒนาอย่างยั่งยืนขององค์การบริหารส่วนตำบลในจังหวัดชุมพรในภาพรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการมีอิทธิพลเชิงอุดมการณ์ ด้านการกระตุ้นทางปัญญา ด้านการคำนึงถึงความเป็นปัจเจกบุคคล และด้านการสร้างแรงบันดาลใจอยู่ในระดับมากตามลำดับวัฒนธรรมองค์การที่มีผลต่อการดำเนินการบริหารยุทธศาสตร์เพื่อการพัฒนาอย่างยั่งยืนขององค์การบริหารส่วนตำบลในจังหวัดชุมพร โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านวัฒนธรรมมุ่งเน้นบริการ ด้านวัฒนธรรมมุ่งเน้นคุณภาพ วัฒนธรรมมุ่งเน้นเวลา วัฒนธรรมมุ่งเน้นทีมงานอยู่ในระดับมาก(3) ภาวะผู้นำการเปลี่ยนแปลง และวัฒนธรรมองค์การมีความสัมพันธ์เชิงบวกในระดับค่อนข้างสูงกับการบริหารยุทธศาสตร์เพื่อการพัฒนาอย่ายังยืนขององค์การบริหารส่วนตำบลในจังหวัดชุมพร อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01
The objectives of this research were to study (1) the implementation of strategic management for sustainable development of the sub-district administrative organizations in Chumphon Province (2) factors relating strategic management implementation for sustainable development of the sub-district administrative organizations in Chumphon Province (3) relationship between the factors of change agent and organizational culture of strategic management for sustainable development of the sub-district administrative organizations in Chumphon Province. This research was a survey research. Population consisted of government officials who were permanent and temporary officials at sub-district administrative organizations in Chumphon Province totally in 51 offices and 1,458 officials. Samples were 315 officials determined by Taro Yamane.calculation formula. Sampling method was quota sampling. Research instrument was a questionnaire. Statistics used for data analyzing were percentage, frequency, mean, standard deviation and Pearson Product Moment Correlation analysis. The results revealed that; (1) an overall of strategic management implementation of the sub-district administrative organizations in Chumphon Province was at high level. Considering in each part, it was found that strategic assessment, strategy formulation, strategic implementation and situation analysis, all were at high level, respectively (2) an overall image of change agent factor of sub-district administrative organizations in Chumphon Province affecting strategic management for sustainable development was at high level. Considering in each aspect, it was found that ideological influence aspect, intellectual stimulation, individual consideration and inspired creation were at high level respectively. An overall image of the organizational culture affecting the implementation of strategic management for sustainable development of the sub-district administrative organizations in Chumphon Province was at high level. Regarding each aspect, it was found that the service-oriented culture, the quality-oriented culture, the time-oriented culture and teamwork-oriented culture were at high level (3) leadership for change and organizational culture had positive correlation at relatively high level toward the implementation of strategic management of the sub-district administrative organizations in Chumphon Province at statistical significance at 0.01 level.
