Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ความเป็นไปได้ทางด้านการตลาดและด้านเทคนิคของการผลิตกระแสไฟฟ้าจากน้ำเสียของโรงงานแป้งมันสำปะหลัง 2) ความเหมาะสมทางด้านการเงินของโครงการลงทุนผลิตกระแสไฟฟ้าจากก๊าซชีวภาพที่ได้จากน้ำเสีย ของโรงงานแป้งมันสำปะหลังในจังหวัดกาฬสินธุ์ข้อมูลที่ใช้ในการศึกษาเป็นข้อมูลทุติยภูมิรวบรวมจากรายงานแผนการจัดหาพลังงานไฟฟ้าจากพลังงานหมุนเวียนของกระทรวงพลังงาน ข้อมูลการรับซื้อและราคารับซื้อไฟฟ้าจาก
ผู้ผลิตไฟฟ้าขนาดเล็กมากของการไฟฟ้าส่วนภูมิภาค และข้อมูลปฐมภูมิเกี่ยวกับการผลิตแป้งมันสำปะหลังและการผลิตกระแสไฟฟ้า ที่ได้จากการสัมภาษณ์ผู้ประกอบการโรงงานผลิตแป้งมันสำปะหลังและบริษัทผลิตกระแสไฟฟ้าในพื้นที่จังหวัดกาฬสินธุ์ เพื่อใช้วิเคราะห์เชิงพรรณนาความเป็นไปได้ทางด้านเทคนิคและด้านการตลาด และวิเคราะห์ความเหมาะสมทางการเงินของโครงการผลิตกระแสไฟฟ้าจากน้ำเสียของโรงงานแป้งมัน ด้วยการวิเคราะห์คำนวณหาระยะเวลาคืนทุนมูลค่าปัจจุบันสุทธิ และผลตอบแทนภายในโครงการผลการศึกษาพบว่า 1) มีความเป็นไปได้ด้านการตลาดและด้านเทคนิค เนื่องจากประเทศไทยมีความต้องการพลังงานไฟฟ้าที่ผลิตจากพลังงานหมุนเวียนสูง รัฐบาลให้การสนับสนุนทั้งด้านวิชาการและเงินเพิ่มพิเศษราคารับซื้อกระแสไฟฟ้าที่ผลิตจากก๊าซชีวภาพ 2) การวิเคราะห์ผลตอบแทนทางการเงิน โครงการใช้เงินลงทุน 90 ล้านบาท ที่อัตราดอกเบี้ยเงินกู้ร้อยละ 7.38 บาท จะมีระยะเวลาคืนทุนที่ 5 ปี 6 เดือน มูลค่าปัจจุบันสุทธิ (NPV) 33.682 ล้านบาท มีอัตราผลตอบแทนภายใน (IRR) 15.875 สูงกว่าอัตราคิดลดที่เหมาะสม (อัตราคิดลด 8.64) และมีอัตราผลตอบแทนต่อต้นทุน (BCR) 1.168 มากกว่า 1 จึงมีความเหมาะสมในการลงทุนทำโครงการ โดยที่ถ้าอัตราดอกเบี้ยเงินกู้สูงขึ้นถึงร้อยละ 8.00 และปริมาณการผลิตแป้งมันลดลงร้อยละ 10 โครงการก็ยังไม่ขาดทุน
This study aimed to study: 1) marketing and technical feasibilities of the electricity generating from the wastewater of cassava starch factories; 2) financial feasibility of investment projects to generate electricity from biogas produced from wastewater of cassava starch factories in Kalasin province. The study used secondary data collected from the Electricity Generating from Renewable Energy Supply Plan Report of the Ministry of Energy. Data of purchasing and electricity price offered to small power producers by The Provincial Electricity Authority and primary data concerning production of cassava starch production and electricity generating were derived from the interviews with entrepreneurs of cassava starch factory and the electricity generating firms in Kalasin province. These data were used for descriptive analysis regarding technical and marketing feasibilities, and for financial analysis of the project to calculate the payback period, net present value, internal rate of return, and benefit cost ratio.The results of the study were as follows. 1) There were marketing and technical possibilities since Thailand had high demand for the electrical energy generated from renewable energy. The government also supported both academic and extra money to purchasing price of electricity produced from gas biological. 2) The financial analysis of 90 millions of baht project investment project at the loan interest rate 7.38 % will have a payback period at 5 years and 6 months, a net present value at 33.682 millions of baht, a internal rate of return at 15.875 %, and a benefit cost ratio at 1.168 %. The investment project was appropriate because the internal rate of return was higher than the discount rate, at 8.64, and the benefit cost ratio was more than 1. Even though the loan interest rate was higher at 8.00 % and the quantity of starch production decreased by 10%, the project was not still lost.
