Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของผู้นำท้องถิ่นในการเสริมสร้างการมีส่วนร่วมทางการเมืองของประชาชนในพื้นที่องค์การบริหารส่วนตำบลเหมาะ อำเภอกะปง จังหวัดพังงา (2) ปัญหาและอุปสรรคของผู้นำท้องถิ่นในการเสริมสร้างการมีส่วนร่วมทางการเมืองของประชาชนในพื้นที่องค์การบริหารส่วนตำบลเหมาะ อำเภอกะปง จังหวัดพังงา (3) แนวทางในการพัฒนาบทบาทของผู้นำท้องถิ่นในการเสริมสร้างการมีส่วนร่วมทางการเมืองของประชาชนในพื้นที่องค์การบริหารส่วนตำบลเหมาะ อำเภอกะปง จังหวัดพังงา การศึกษานี้เป็นการวิจัยเชิงคุณภาพ โดยมีกลุ่มตัวอย่าง ได้แก่ กลุ่มผู้บริหารท้องถื่น กลุ่มผู้นำท้องที่ กลุ่มผู้นำอาชีพ กลุ่มข้าราชการส่วนท้องถื่น กลุ่มข้าราชการส่วนภูมิภาค และกลุ่มประชาชน ใช้การคัดเลือกแบบเจาะจง จำนวน 16 คน เครื่องมือในการวิจัยใช้แบบสัมภาษณ์ และวิเคราะห์ข้อมูลเชิงพรรณนา ผลการศึกษาพบว่า (1) ผู้นำท้องถิ่นในองค์การบริหารส่วนตำบลเหมาะ อำเภอกะปง จังหวัดพังงา มีบทบาทในการเสริมสร้างการมีส่วนร่วมทางการเมืองของประชาชนผ่านกระบวนการประชาคมเพื่อจัดทำแผนพัฒนาท้องถิ่นสี่ปี โดยมีการให้ข้อมูลข่าวสารแก่ประชาชน มีการเปิดโอกาสให้ประชาชนได้ร่วมแสดงความคิดเห็นและร่วมตัดสินใจในการจัดลำดับความสำคัญของปัญหาหรือโครงการต่างๆ ในเวทีประชาคม และมีการสร้างเครือข่ายในการจัดทำแผนพัฒนาท้องถิ่นในระดับอำเภอ (2) ปัญหาและอุปสรรคของผู้นำท้องถิ่นในองค์การบริหารส่วนตำบลเหมาะ อำเภอกะปง จังหวัดพังงา คือ ผู้นำท้องถิ่นไม่มีความรู้ความเข้าใจอย่างถ่องแท้เกี่ยวกับกระบวนการจัดทำแผนพัฒนาท้องถิ่นสี่ปี ช่องทางการแสดงความคิดเห็นมีน้อย และผู้นำท้องถิ่นยังขาดการติดต่อสานสัมพันธ์กับเครือข่ายในการจัดทำแผนพัฒนาท้องถื่นอย่างต่อเนื่อง (3) การเสนอแนวทางในการพัฒนาบทบาทของผู้นำท้องถิ่นในองค์การบริหารส่วนตำบลเหมาะ อำเภอกะปง จังหวัดพังงา มีดังนี้ การจัดฝึกอบรมให้ความรู้เรื่องการจัดทำแผนพัฒนาท้องถิ่นสี่ปีให้แก่ผู้นำท้องถื่นและประชาชนในพื้นที่ เพิ่มช่องทางการรับฟังความคิดเห็น รวมถึงการสร้างปฏิสัมพันธ์กับเครือข่ายในการจัดทำแผนพัฒนาท้องถิ่นให้บ่อยครั้งขึ้น
The objectives of this research are (1) to study the roles of a local leader to encourage a political participation of the people in Moh Subdistrict Administrative Organization, Kapong District, Phangnga Province and (2) to investigate the obstacles of the local leader to encourage a political participation of the people in Moh Subdistrict Administrative Organization, Kapong District, Phangnga Province and (3) to propose the suitable guideline to improve the roles of the local leader to encourage a political participation of the people in Moh Subdistrict Administrative Organization, Kapong District, Phangnga Province. The qualitative approach was used to apply in this research. Data collection was gathered from literature review and in-depth interview. Samplings were a local executive group, a local leader group, a career leader group, a local government officer group, a provincial government officer group and people selected by purposive sampling (16 interviewees in total). Then, the data were analyzed using a content analysis method and a descriptive analysis method. This research found that (1) the roles in the encouragement of political participation of the local leader in Moh Subdistrict Administrative Organization were a preparing of the four-year local development plan by the community process, a providing of the information to people, a conducting of the public participation on the important problem and a creating of a network to prepare the local development plan. (2) The obstacles of the local leader in Moh Subdistrict Administrative Organization were an incomplete understanding of the local leader about the four-year local development plan, a failure of the public participation and a poor interaction between the local leader and the network about the local development plan. (3) The suitable guideline to improve the roles of the local leader in Moh Subdistrict Administrative Organization are a providing of the knowledge about the four-year local development plan to the local leader and the related people, an improving of the public participation and a creating of the interaction between the local leader and the network about the local development plan.
