ความคิดเห็นของบุคลากรสาธารณสุขเกี่ยวกับแบบแผนการดำเนินงานศูนย์สุขภาพชุมชนในจังหวัดลำปาง

Abstract

การวิจัยเชิงสำรวจมีวัตถุประสงค์เพื่อศึกษาแบบแผนการดำเนินงานศูนย์สุขภาพชุมชนที่พึงประสงค์ตามความคิดเห็นของบุคลากรสาธารณสุขในจังหวัดลำปาง ทำการศึกษากับกลุ่มตัวอย่างบุคลากรสาธารณสุขที่ปฏิบัติงานในศูนย์สุขภาพชุมชน ในเขตจังหวัดลำปาง จำนวน 200 คน โดยการส่งแบบสอบถามทางไปรษณีย์เพื่อรวบรวมความคิดเห็นของบุคลากรสาธารณสุข เกี่ยวกับองค์ประกอบในการพัฒนางานศูนย์สุขภาพชุมชนนโยบายหลักประกันสุขภาพถ้วนหน้า เกณฑ์มาตรฐานศูนย์สุขภาพชุมชน และแบบแผนการดำเนินงานศูนย์สุขภาพชุมชน แบบสอบถามมีค่าความเที่ยงเท่ากับ 0.96 สถิติที่ใช้ในการพรรณนา ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสหสัมพันธ์เพียรสัน ผลการวิจัยพบว่า (1) บุคลากรสาธารณสุขมีความคิดเห็นเกี่ยวกับองค์ประกอบในการพัฒนางานศูนย์สุขภาพชุมชนอยู่ในระดับที่เห็นด้วยมาก นโยบายหลักประกันสุขภาพถ้วนหน้าอยู่ในระดับที่เห็นด้วยปานกลางค่อนไปทางมาก และเกี่ยวกับเกณฑ์มาตรฐานศูนย์สุขภาพชุมชนอยู่ในระดับที่เห็นด้วยปานกลาง (2) บุคลากรสาธารณสุขมีความคิดเห็นเกี่ยวกับแบบแผนการดำเนินงานศูนย์สุขภาพชุมชนอยู่ในระดับที่เห็นด้วยมาก (3) ความคิดเห็นของบุคลากรสาธารสุขเกี่ยวกับแบบแผนการดำเนินงานศูนย์สุขภาพชุมชนมีความสัมพันธ์กับองค์ประกอบในการพัฒนางานศูนย์สุขภาพชุมชน นโยบายหลักประกันสุขภาพถ้วนหน้า และเกณฑ์มาตรฐานศูนย์สุขภาพชุมชน ไปในทิศทางบวก ในระดับปานกลาง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

The objective of this survey research was to identify the desired operational pattern of primary health care unit in Lampang province of public health personnel. A total of 200 public health personnel (PHP) who were working in primary health care unit (PCU) were simple randomized to include in the study, the questionnaires were mailed to the samples to elicit their opinions about the factors contributing to the development of PCU, the universal coverage policy, the standard criteria of PCU, and the operational pattern of PCU. The reliability test of the questionnaire was 0.96. Data were analysed by percentage, mean, standard deviation, and Pearson’s product-moment correlation coefficient. The findings were (1) the PHP had much favorable opinions about the factors contributing to the development of PCU, had rather much favorable opinions about the Universal Coverage Policy, and had moderate favorable opinions about the standard criteria of PCU; (2) the PHP had much favorable opinions about the operational pattern of PCU; (3) the opinions of the PHP about the operational pattern of PCU correlate positively to a moderate extent พith the factors contributing to the development of PCU, the universal coverage policy, and the standard criteria of PCU, with statistical significance of 0.05
