การศึกษาความรู้ความเข้าใจในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สินของผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความรู้ความเข้าใจในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สินของผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ (2) เปรียบเทียบความรู้ความเข้าใจในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สินของผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ ที่มีปัจจัยส่วนบุคคลแตกต่างกัน และ (3) ศึกษาปัญหาที่เกิดขึ้นเกี่ยวกับการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สินของผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ กลุ่มตัวอย่างที่ใช้ในการศึกษาคือ ผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ จำนวน 278 คน เครื่องมือที่ใช้ในในการศึกษาคือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที และการวิเคราะห์ความแปรปรวนทางเดียว ในกรณีที่พบความแตกต่างในเชิงสถิติ จะทำการทดสอบการเปรียบเทียบพหุคูณด้วยวิธี LSD (Least Significance Difference) ผลการวิจัยพบว่า (1) ผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ มีความรู้ความเข้าใจในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สินในภาพรวม ในระดับปานกลาง (2) ผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ ที่มีเพศ ระดับการศึกษา ตำแหน่งทางการเมืองปัจจุบัน และประสบการณ์ในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สิน แตกต่างกันโดยรวมมีความรู้ความเข้าใจในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สินแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) ผู้ดำรงตำแหน่งทางการเมืองขององค์กรปกครองส่วนท้องถิ่น จังหวัดเชียงใหม่ส่วนใหญ่ (ร้อยละ 88.49) ไม่ได้ระบุปัญหาในการจัดทำบัญชีแสดงรายการทรัพย์สินและหนี้สิน แต่มีเพียงบางราย (ร้อยละ 11.51) ระบุปัญหาคือ จำนวนครั้งในการยื่นบัญชีต่อ 1 วาระมากเกินไป ขาดการประชาสัมพันธ์เกี่ยวกับหลักเกณฑ์และวิธีการยื่นบัญชีแสดงรายการทรัพย์สินและหนี้สิน และความยุ่งยากในการจัดหาเอกสารประกอบการยื่นบัญชีแสดงรายการทรัพย์สินและหนี้สิน

The objectives of the study were to (1) study the level of understanding of assets and liabilities declaration of persons holding political position of local government in Chiang Mai (2) compare the understanding level of assets and liabilities declaration of persons holding political position of local government in Chiang Mai , classified according to personal factors. (3) examine the problems in declaring assets and liabilities of persons holding political position of local government in Chiang Mai The sample of the study consists of 278 persons holding political position of local government in Chiang Mai. The data were collected through questionnaires which were statistically analyzed by frequency, percentage, means, standard deviation, t-test and one-way ANOVA. In addition, LSD (Least Significance Difference) was also applied for data analysis in case some variations are found. The results revealed that (1) the understanding in assets and liabilities declaration of persons holding political position of local government in Chiang Mai was at medium level. (2) The research study also found that there was difference of understanding in assets and liabilities declaration among persons holding political position of local government in Chiang Mai, of different gender, level of education, position and experience on declaration, with statistical significance at .05 level. (3) Most of the respondent (88.49 percent) did not indicate the problems. However, some had indicated which were the frequency of handling assets and liabilities declaration in their term of positions, lacks of publicizing the standards and regulations of assets and liabilities declaration and difficulties for the required documents.
