Abstract
การวิจัยครังนี้มีวัตถุประสงค์ (1) วัตถุประสงค์หลักที่ 1 เพื่อเปรียบเทียบศักยภาพในการตรวจสอบถ่วงดุลของสภาเทศบาลตำบล สภาเทศบาลเมือง และสภาเทศบาลนคร และวัตถุประสงค์รองเพื่อศึกษาระดับศักยภาพในการตรวจสอบถ่วงดุลของสภาเทศบาล (2) วัตถุประสงค์หลักที่ 2 เพื่อเปรียบเทียบศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่น ที่สังกัดกลุ่มเดียวกันกับฝ่ายบริหาร คนละกลุ่มกับฝ่ายบริหาร และไม่สังกัดกลุ่ม และวัตถุประสงค์รองเพื่อศึกษาระดับศักยภาพในการตรวจสอบถ่วงดุลของการสังกัดกลุ่มการเมืองท้องถิ่น (3) วัตถุประสงค์หลักที่ 3 เพื่อศึกษาปัจจัยที่มีผลต่อศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่น และ (4) วัตถุประสงค์หลักที่ 4 เพื่อศึกษาปัญหาอุปสรรด และแนวทางพัฒนาศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่นรูปแบบการวิจัยเป็นการวิจัยเชิงสำรวจ ประเภทการวิจัยแบบตัดขวาง ประชากรในการวิจัยครั้งนี้ ได้แก่ สภาท้องถิ่นรูปแบบ สภาเทศบาล จำนวน 48 แห่ง ในจังหวัดนครราชสีมา โดยกลุ่มตัวอย่างได้จากการแบ่งชั้นภูมิตามพื้นที่เขตอำเภอหรือกิ่งอำเภอ ประกอบด้วยสภาเทศบาลนคร 1 แห่ง สภาเทศบาลเมือง 2 แห่ง และสภาเทศบาลตำบล 28 แห่ง ขนาดตัวอย่าง 194 คน ประกอบด้วย สมาชิกสภาเทศบาลนคร 10 คน สมาชิกสภาเทศบาลเมือง 16 คน และสมาชิกสภาเทศบาลตำบล 168 คน และสัมภาษณ์ผู้มีประสบการณ์หรือเชี่ยวชาญเกี่ยวกับสภาเทศบาล หรือชุมชนและสังคมของท้องถิ่นรวม 20 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามแบบมาตรประเมินค่า ค่าความเชื่อถือได้ .701 และการสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูลจากแบบสอบถาม ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย การทดสอบค่าที การวิเคราะห์ความแปรปรวนแบบจำแนกทางเดียว และการวิเคราะห์ถดถอยเชิงพหุแบนขั้นตอน ส่วนในการสัภาษณ์ใช้การวิเคราะห์เนื้อหา ตัวแปรอิสระที่ศึกษา ได้แก่ กฎระเบียบ ทรัพยากร แรงจูงใจ เทคโนโลยี การควบคุมภายใน การบริหารกิจการบ้านเมืองที่ดีและการตรวจสอบภาคประชาชน ตัวแปรตาม ได้แก่ ศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่น ประกอบด้วยมิติย่อย 2 มิติ ได้แก่
ภาระรับผิดชอบต่อกระบวนการ และภาระรับผิดชอบต่อผลงาน ผลการวิจัยพบว่า (1) ผลการทดสอบสมมุติฐานหลัก ศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่น ไม่ขึ้นกับระดับของสภาท้องถิ่น และผลการทดสอบสมมุติฐานรอง ศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่นน้อยกว่าระดับมาก (2) ผลการทดสอบสมมุติฐานหลัก การสังเกตุกลุ่มการเมืองท้องถิ่นมีผลต่อศักยภาพในการตรวจสอบถ่วงดุลของสภาท้องถิ่น ที่ระดับนัยสำคัญ .05 และผลการทดสอบสมมุติฐานรอง ศักยภาพในการตรวจสอบถ่วงดุลของการสังเกตุกลุ่มการเมืองท้องถิ่น น้อยกว่าระดับมาก (3) ผลการทดสอบสมมุติฐานพบว่าการตรวจสอบภาคประชารน กฎระเบียบ และเทคโนโลยี สามารถอธิบายความฝันแปรของศักยภาพในการตรวจสอบถ่วงดุลของสมาชิกสภาท้องถิ่น ที่ระดับนัยสำคัญ .05 (4) ผลการทดสอบสมมุติฐาน พบว่าการตรวจสอบภาคประชาชน และกฎระเบียบ สามารถอธิบายความผันแปรของมิติภาระรับผิดชอบต่อกระบวนการ ที่ระดับนัยสำคัญ .05 และ (ร) ผลการทดสอบสมมุติฐาน พบว่าการตรวจสอบภาคประชาชน และเทคโนโลยี สามารถอธิบายความผันแปรของมิติภาระรับผิดชอบต่อผลงาน ที่ระดับนัยสำคัญ .05 ข้อเสนอแนะในการพัฒนาศักยภาพในการตรวจสอบถ่วงดุล ได้แก่ (1) รูปแบบวิธีการในการพัฒนาศักยภาพในการตรวจสอบถ่วงดุล ไม่ต้องคำนึงถึงระดับของสภาท้องถิ่น รูปแบบวิธีการ สามารถกำหนดได้ในแบบเดียวกัน (2) พัฒนาสมาชิกสภาท้องถิ่นให้มีการสังกัดกลุ่ม เพื่อให้เกิดการแลกเปลี่ยนเรียนรู้ ถ่ายทอดวิทยาการต่างๆ ที่เป็นประโยชน์ให้กันอย่างต่อเนื่อง (3) ส่งเสริมและพัฒนาภาคประชาชน เกี่ยวกับความรู้ความเข้าใจในเรื่องการตรวจสอบถ่วงดุล (4) พัฒนากฎระเบียบ หลักเกณฑ์วิธีการ ให้มีความครบถ้วน ถูกต้องเหมาะสมตามสมัย ตามบทบัญญัติของรัฐธรรมนูญ และ (5) พัฒนาความรู้ความสามารถ หรือเทคโนโลยี ให้สมาชิกสภาท้องถิ่นมีความพร้อมสามารถทำหน้าที่ตามขอบเขตหรือหลักเกณฑ์วิธีการที่กำหนด
The purposes of this study were (1) Firstly, the main objective to compare the potential of local council in local administrative accountably between Tambol, Muang, and Nakhon Municipal council; and the minor objective to examine the potential of local council เก local administrative accountability; (2) Secondly, the main objective to compare the potential of local council in local administrative accountability between administrative grouping, another grouping, and none grouping; and the minor objective to examine the potential of local council's grouping in local administrative accountability; (3) Thirdly, to analyze anc compare factors affecting the potential of local council in local administrative accountability; and (4) Fourthly, to examine the problems and causes, and suggest to develop the potential of local council in local administrative accountability. The research model v/as a survey research, cross sectional study. The population of this research were 48 municipal councils in Nakhonratchaslma Province. The samples size consisted of: 1 Nakhon municipality council. 2 Muang municipality councils, and 28 Tambol municipality councils. The total of 194 research samples comprised of: 10 Nakhon municipal councilors. 16 Muang municipal councilors, and 168 Tambol municipal councilors; and interview 20 specialists in local council and civil society. The research instrument was questionnaire with .701 level of reliability and structured interview. Statistics used for research oata analysis were frequency, percentage, mean, t-test, one way analysis of variance, and stepwise multiple regression analysis. Content analysis was used to analyze the interviews. The independent variables of this study consisted of: Regulation. Resource, Motivation, Technology, Internal Control. Good Governance, and Civil Society Audits. The dependent variable was the potential of local council in local administrative accountably, which comprised of 2 components, namely Accountability for Process, and Accountability for Results. The research findings were as follows: (1) results from hypothesis testing indicated that level of local council not significantly affect tne potential of local council in local administrative accountability at .05 level; and levels of potential of local council in any local administrative accountability were lower than high level; (2) results from hypotheses testing Indicated that local council’s grouping significantly affect the potential of local council in local administrative accountability at .05 level; and levels of potential of local council’s grouping in any local administrative accountability were lower than high level; (3) Civil Society Audits, Regulation and Technology explained the potential at .05 level of significant; (4) Civil Society Audits and Regulation explained the Accountability for Process จแ .05 level of significant; and (5) Civil Society Audits and Technology explained the Accountability for Results at .05 level of significant. Based on the findings, it was recommended as follows: (1) pattern in potential development had no relations to levels; (2) continuous development should be carried on; (3) public sector should be educated so to have more understanding on administrative accountability; (4) rales and regulation involved should be adjusted; and (5) councilor knov/edge and ability should be developed if higher potentiality were expected.
