องค์ประกอบสมรรถนะการจัดการภัยพิบัติของผู้บริหารการพยาบาลในโรงพยาบาล สังกัดกระทรวงสาธารณสุข

Abstract

งานวิจัยบรรยายนี้มีวัตถุประสงค์เพื่อศึกษา 1) องค์ประกอบสมรรถนะการจัดการภัยพิบัติของผู้บริหารการพยาบาล และ 2) ตรวจสอบความสอดคล้องของโมเดลองค์ประกอบสมรรถนะการจัดการภัยพิบัติของผู้บริหารการพยาบาล ในโรงพยาบาลสังกัดกระทรวงสาธารณสุขกับข้อมูลเชิงประจักษ์ กลุ่มตัวอย่างเป็นผู้บริหารการพยาบาลในโรงพยาบาลสังกัดกระทรวงสาธารณสุข เขตสุขภาพ 11 จำนวน 280 คน เครื่องมือในการวิจัย คือ แบบสอบถามสมรรถนะการจัดการภัยพิบัติที่ผู้วิจัยพัฒนาจากกรอบแนวคิดของสภาการพยาบาลนานาชาติ เป็นมาตรประมาณค่า 5 ระดับ ตรวจสอบความตรงตามเนื้อหาโดยผู้ทรงคุณวุฒิ 5 คน มีค่าความสอดคล้องระหว่างข้อคำถามกับวัตถุประสงค์ 0.67 สัมประสิทธิ์แอลฟ่าครอนบาคเท่ากับ 0.98 วิเคราะห์ข้อมูลด้วยสถิติ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบเชิงยืนยันอันดับสอง ผลการศึกษาพบว่า 1) องค์ประกอบสมรรถนะการจัดการภัยพิบัติของผู้บริหารการพยาบาล ในโรงพยาบาลสังกัดกระทรวงสาธารณสุข ประกอบด้วย 4 องค์ประกอบ ได้แก่ 1) สมรรถนะด้านการป้องกันและลดความรุนแรง/ผลกระทบ 2) สมรรถนะด้านการเตรียมความพร้อม 3) สมรรถนะด้านการตอบสนองและการรับมือ และ 4) สมรรถนะด้านการฟื้นฟูภายหลังการเกิดภัยพิบัติ และ 2) โมเดลองค์ประกอบสมรรถนะการจัดการภัยพิบัติของผู้บริหารการพยาบาล ในโรงพยาบาลสังกัดกระทรวงสาธารณสุขมีความสอดคล้องกับข้อมูลเชิงประจักษ์ โดยมีค่าไคสแควร์เท่ากับ 0.024 องศาอิสระเท่ากับ 1 ค่าความน่าจะเป็นเท่ากับ 0.877 ดัชนีวัดระดับความกลมกลืน เท่ากับ 1.00 ดัชนีกำลังสองของส่วนเหลือ เท่ากับ 0.00 ดัชนีรากที่สองของความคลาดเคลื่อนในการประมาณค่า เท่ากับ 0.836 วัดความกลมกลืนเปรียบเทียบ เท่ากับ 1.00 และดัชนีความกลมกลืนปกติ เท่ากับ 1.00

This descriptive research aims to study the components of competency about disaster management among nursing administrators in hospitals under the Ministry of Public Health and examines the fitness to data of the resulting “components of disaster nursing competency” model. The sample consisted of 280 nursing administrators in hospitals under the Ministry of Public Health, Regional Health District 11. A 5-ranked questionnaire on disaster management components of nursing competency for administrators, developed by the researcher based on the international nursing council guideline, was used as the research instrument. Content validity was examined by three experts. The Index of Item-Objective Congruence was 0.67. Cronbach's alpha coefficient was 0.98. Data were analyzed by percentage, standard deviation, and second-order confirmatory factor analysis. The results showed as following 1) Components of competency about disaster management of nursing administrators in hospitals were comprised of four factors: (1) Disaster prevention and reduction of the severity competencies; (2) Disaster preparedness competencies; (3) Disaster response competencies; and (4) Disaster recovery and rehabilitation competencies. Moreover,2) The “components” of competency about disaster management’ model fitted the data, which showed that the fitted index had an acceptable weight level. The chi-square value is 0.024; df 1, the probability is 0.877, the goodness of fit index (GFI) is 1.00, the root mean square residual (RMR) is 0.00. The root mean square error of approximation (RMSEA) is 0.836, the comparative fit index (CFI) is 1.00, and the normed fit index (NFI) is 1.00.
