Abstract
การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) พัฒนา และ (2) ตรวจสอบระบบสารสนเทศ เพื่อการ
ประกันคุณภาพการศึกษาด้านปัจจัย ตามมาตรฐานการศึกษา ระดับการศึกษาขั้นพื้นฐาน
วิธีการวิจัยประกอบด้วย 3 ขั้นตอน ดังนี้ (1) การศึกษาและวิเคราะห์ระบบงานประกันคุณภาพ
การศึกษาของโรงเรียน กลุ่มผู้ให้ข้อมูล แบ่งออกเป็น 2 กลุ่ม คือกลุ่มที่ 1 ผู้ให้ข้อมูลในการสัมภาษณ์ระบบงานประกันคุณภาพการศึกษาของโรงเรียน จำนวน 11 คนประกอบด้วยผู้บริหาร จำนวน2คน ผู้ช่วยครูใหญ่ฝ่ายนโยบายและแผนงาน จำนวน 1 คน ครูผู้สอน จำนวน 4 คน และผู้รับผิดชอบมาตรฐานด้านปัจจัยของโรงเรียน จำนวน 4 คน และกลุ่มที่ 2 ผู้ให้ข้อมูลในการสนทนากลุ่มผู้เชี่ยวชาญ เพื่อตรวจสอบระบบใหม่ที่ออกแบบ จำนวน 11 คน ประกอบด้วย ผู้บริหารจำนวน 2 คน ผู้ช่วยครูใหญ่ฝ่ายนโยบายและแผนงาน จำนวน 1 คน ผู้รับผิดชอบมาตรฐานคุณภาพการศึกษาด้านปัจจัย จำนวน 4 คน ผู้เชี่ยวชาญด้านการประกันคุณภาพการศึกษาจำนวน 2 คน และผู้เชี่ยวชาญด้านการวัดและประเมินผล จำนวน 2 คน (2) การพัฒนาโปรแกรมระบบสารสนเทศด้านปัจจัย โดยใช้โปรแกรม Microsoft Access 2000 (3) การตรวจสอบคุณภาพของระบบ โดยผู้ใช้ระบบของโรงเรียนดรุณากาญจนบุรี จำนวน 10 คน ประกอบด้วย ผู้บริหาร จำนวน 2 คน ผู้เชี่ยวชาญด้านการ
ประกันคุณภาพการศึกษา จำนวน 2 คน ผู้รับผิดชอบมาตรฐานคุณภาพการศึกษาด้านปัจจัย จำนวน 2 คน และ ครูผู้สอนโรงเรียนดรุณากาญจนบุรี จำนวน 4 คน ทดลองใช้โปรแกรมที่พัฒนาขึ้นแล้วสัมภาษณ์ความคิดเห็นเกี่ยวกับความสามารถของระบบ ทั้งนี้ผู้ให้ข้อมูลทุกกลุ่มได้มาจากการเลือกแบบเจาะจงผลการวิจัย พบว่า (1) ได้โปรแกรมระบบสารสนเทศด้านปัจจัยที่มีคุณภาพ พร้อมคู่มือการใช้โปรแกรม ซึ่งโปรแกรมสามารถจัดเก็บข้อมูลสารสนเทศเพื่อการประกันคุณภาพการศึกษาด้านปัจจัย แบ่งออกเป็น 2 ส่วน ได้แก่ ข้อมูลส่วนตัวบุคลากรและข้อมูลคุณภาพครูตามมาตรฐานที่ 22 และ 24 รวม 20 รายการ (2) ผลการตรวจสอบคุณภาพของระบบสารสนเทศด้านปัจจัย พบว่า ผู้ใช้ระบบส่วนใหญ่เห็นด้วยว่า ระบบสารสนเทศที่พัฒนาขึ้นมีคุณภาพทั้งในด้านการนำเข้าข้อมูล การประมวลผลและผลลัพธ์ เพราะระบบที่พัฒนาขึ้นทำให้ได้ข้อมูลและสารสนเทศที่ตรงตามความต้องการ สะดวก รวดเร็ว ทั้งได้รายงานที่เป็นประโยชน์ต่อการพัฒนาการจัดการศึกษาของโรงเรียนตลอดจนการตัดสินใจของผู้บริหารและผู้มีส่วนเกี่ยวข้อง
The purposes of this research were to: (1) develop and (2) verify quality of the input information system for quality assurance in education according to educational standards at the basic education level.The study was conducted in three stages ะ (1) Studying and analysis of the school educational quality system. เท this stage two groups of data sources were purposively selected. The first group comprised 11 school personnel to provide information on school quality assurance system through interview. The groupconsisted of two school administrators, one school deputy administrator on policy and planning, four classroom teachers, and four teachers responsible for the input standards of the school. The second group comprised 11 school personnel who participated in the focus group discussion to verify the appropriateness and practicability of the drafted information system on input. The group consisted of two school administrators, one school deputy administrator on policy and planning, four teachers responsible for the input standards of the school, two experts on educational quality assurance, and two experts on evaluation. (2) Development of the computer program on input information system using Microsoft Access 2000 Program. (3) Verification of the quality of the developed system by 10 system users from Darunakanchanaburi School comprising two school administrators, two experts on educational quality assurance, two teachers responsible for educational quality standards on input, and four classroom teachers who tried out the developed program and provided their opinions regarding capability of the system The outcomes of the research were as follows ะ (1) A set of a computer information system program and a manual for the quality assurance on input were developed with acceptable capacity. The information to be put in the system composed of data on 2 standards, namely, the 22 ๗ and 24 01 standards, with 20 indicators. (2) The result from the verification of the information system showed that the system developed was user friendly, convenient to update, flexible in applying, timesaving and reliable in processing. The output of the system provided all information needed, reduced cost on documentation and helped managing the information more comfortably and conveniently than the previous existing system
