บทบาทของวิทยุชุมชนกับการส่งเสริมประชาธิปไตยในอำเภอเมืองจังหวัดลำพูน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทวิทยุชุมชน ในอำเภอเมือง จังหวัด ลำพูน (2) ศึกษาการส่งเสริมประชาธิปไตยของวิทยุชุมชนในอำเภอเมือง จังหวัดลำพูน (3) ศึกษาปัญหาและอุปสรรคในการดำเนินการตามบทบาทของวิทยุชุมชนกับการส่งเสริมประชาธิปไตยในอำเภอเมือง จังหวัดลำพูน และ (4) ทราบข้อเสนอแนะในการดำเนินการตามบทบาทของวิทยุชุมชนกับการส่งเสริมประชาธิปไตยในอำเภอเมือง จังหวัดลำพูนกลุ่มตัวอย่าง ได้แก่ ประชาชนทั่วไป จำนวน 399 คน ผู้มีส่วนเกี่ยวข้องกับวิทยุชุมชน เช่น ผู้ดำเนินรายการ/ผู้ร่วมดำเนินรายการ ผู้บริหารวิทยุชุมชน และเจ้าหน้าที่ประชาสัมพันธ์ จังหวัดลำพูน จำนวน 51 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และการสัมภาษณ์ สถิตที่ใช้ในการวิเคราะห์ช้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสถิตไคสแควร์ และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า (1) กลุ่มตัวอย่างเห็นว่าบทบาทของวิทยุชุมชนโดยภาพรวมอยู่ใน ระดับมาก โดยบทบาทที่สำคัญคือ บทบาทต่อการมีส่วนร่วมทางการเมืองของประชาชน (2) กลุ่มตัวอย่างเห็นว่าการส่งเสริมประชาธิปไตยของวิทยุชุมชนเโดยภาพรวมอยู่ในระดับมาก โดยมุ่งส่งเสริมให้ประชาชนมีความรับผิดชอบต่อส่วนรวม (3) กลุ่มตัวอย่างส่วนใหญ่เห็นว่าการขาดแคลนบุคลากรที่มีคุณภาพ เห็นปัญหาและอุปสรรคต่อการดำเนินการตามบทบาทวิทยุชุมชนในการส่งเสริมประชาธิปไตย (4) กลุ่มตัวอย่างให้ข้อเสนอแนะผู้ดำเนินรายการไม่ควรโฆษณามากเกินไปและให้รัฐบาลควรรีบออกฎหมายเพื่อกำกับดูแลวิทยุชุมชน เนื่องจากขณะนื้ยังไม่มีองค์กรใดทำหน้าที่ดังกล่าว

The objectives of this research were (1) to study the roles of community radio in Mueang District, Lamphun Province; (2) to study promotion of democracy by community radio in Mueang District, Lamphun Province; (3) to study the problems and obstacles to the promotion of democracy by community radio; and (4) to form recommendations for strengthening the role of community radio in promoting democracy. The sample consisted of 399 citizens and 51 people involved with community radio (program producers, administrators and public relations workers) in Mueang District, Lamphun Province. Data were collected using questionnaires and interviews and were analyzed using percentages, mean, standard deviation, chi square and content analysis. The results showed that (1) overall, the sample perceived that community radio played a large role and its major role was in promoting people’s political participation. (2) The sample perceived that community radio played a strong role in promoting democracy, especially by encouraging people to be responsible for the common good. (3) The majority of the sample perceived that the major obstacle to the promotion of democracy by community radio was a shortage of quality personnel. (4) Some of the sample recommended that community radio stations should not have too many advertisements and that the government should quickly issue a law to govern community radio, because at present there is no official organization in charge of community radio issues
