Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาวะทั่วไปเกี่ยวกับการผลิต การนำเข้า และการส่งออกของอุตสาหกรรมผ้าไหมไทย 2) ความสามารถในการแข่งขันของอุตสาหกรรมผ้าไหมไทยกับประเทศคู่แข่งขันในตลาดโลกและในประเทศคู่ค้าที่สำคัญ และ3) ปัจจัยที่มีผลต่อการเปลี่ยนแปลงมูลค่าการส่งออกอุตสาหกรรมผ้าไหมไทย 4) ศักยภาพการแข่งขันของอุตสาหกรรมผ้าไหมไทยในตลาดโลก ผลการศึกษาพบว่า 1) ประเทศไทยมีปริมาณการผลิตผ้าไหมและกำลังการผลิตในภาคอุตสาหกรรมเฉลี่ยปีละ 59,138.61 และ 139,512.2 พันเมตร ตามลำดับ มีการนำเข้าและส่งออกผ้าทอทำด้วยขี้ไหม เฉลี่ยปีละ 7.57 และ 5.66 พันกิโลกรัม ตามลำดับ ผ้าอื่นๆ ที่มีไหมหรือเศษไหมตั้งแต่ร้อยละ 85 ขึ้นไปโดยน้ำหนัก มีการนำเข้าและส่งออกปีละ 39.95 และ 107.60 พันกิโลกรัม ตามลำดับ และผ้าอื่นๆ ที่มีไหมหรือเศษไหมน้อยกว่าร้อยละ 85 โดยน้ำหนัก มีการนำเข้าและส่งออกปีละ 17.84 และ 72.64 พันกิโลกรัม ตามลำดับ 2) ประเทศไทยมีความได้เปรียบโดยเปรียบเทียบในตลาดสหราชอาณาจักรและฝรั่งเศสสำหรับการส่งออกผ้าทอทั้ง 3 ชนิด ในตลาดสหรัฐอเมริกาสำหรับการส่งออกผ้าทอทำด้วยขี้ไหมและผ้าอื่นๆ ที่มีไหมหรือเศษไหมตั้งแต่ร้อยละ 85 ขึ้นไปโดยน้ำหนัก ในตลาดโลกสำหรับส่งออกผ้าทอทำด้วยขี้ไหม ส่วนตลาดฮ่องกงไม่มีความได้เปรียบโดยเปรียบเทียบในผ้าทอทั้ง 3 ชนิด 3) ปัจจัยที่มีผลต่อการเปลี่ยนแปลงมูลค่าการส่งออกผ้าไหมไทยในตลาดโลกเป็นผลจากการกระจายตลาดและผลจากการขยายตัวการส่งออกของโลกโดยเฉลี่ย ตามลำดับ และในตลาดส่งออกสำคัญเป็นผลจากการขยายตัวการส่งออกของโลกโดยเฉลี่ย ความสามารถในการแข่งขัน และส่วนประกอบของสินค้าตามลำดับ 4) อุตสาหกรรมผ้าไหมไทยมีศักยภาพในการแข่งขันในตลาดโลกเนื่องจากมีปัจจัยสนับสนุนในด้านปัจจัยการผลิต อุปสงค์ต่อธุรกิจ อุตสาหกรรมสนับสนุนและเกี่ยวเนื่อง และนโยบายรัฐบาลที่เข้มแข็ง
The purposes of this research were to study: 1) the general conditions of production, import and export of the Thai silk industry; 2) the competitiveness of the Thai silk industry with its competitors in the world markets and major trading countries; 3) factors affecting the export value of the Thai Silk industry; and 4) the competitiveness potential of the Thai silk industry in the world market. For analyzing the competitiveness of the industry between that of Thailand and her competitors, this study used the data during 2003-2012 and calculated through a Revealed Comparative Advantage Index (RCA). The markets included in the study comprised the global market and major trading partners, (i.e. the United States of America, United Kingdom, France and Hong Kong). The Constant Market Share (CMS) model was also employed to examine the factors affecting the change of Thai silk export value. In addition, the diamond model was applied to evaluate the competitiveness potential of the industry. The research findings were that: 1) Thailand had the Thai silk output and production capacity at 59,138.61 and 139,512.2 thousand meters per year respectively. She annually imported and exported woven fabric with noil silk at 7.57 and 5.66 thousand kilograms respectively. For woven fabrics of silk or silk waste containing 85% or more by weight, she imported and exported 39.95 and 107.60 thousand kilograms per year respectively, and for woven fabrics of silk or silk waste containing less than 85% by weight, she imported and exported 17.84 and 72.64 thousand kilograms per year respectively. 2) Thailand had comparative advantages in export the 3 types of woven fabrics in United Kingdom and France, the woven fabrics with noil silk and those with silk or silk waste containing 85% or more by weight in the United States of America, the woven fabrics with noil silk in the global market, and not any product in Hong Kong. 3) Factor affecting the changes of export value in the global markets resulted from market distribution and the expansion of a world export respectively, and those in major export markets, the growth of export derived from the expansion of world export, competitiveness, and the commodity composition respectively. 4) The Thai silk industry had potential to compete in the global market because of the supporting production factors, business demand, affiliate and supporting industries, and the strength of government policy.
