Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ผลการดำเนินงานของสหกรณ์ออมทรัพย์ในจังหวัดตาก 2) วิเคราะห์ประสิทธิภาพเชิงเทคนิคในการดำเนินงานของสหกรณ์ออมทรัพย์ในจังหวัดตาก 3) วิเคราะห์การเปลี่ยนแปลงเทคโนโลยีและการเปลี่ยนแปลงประสิทธิภาพการดำเนินงานของสหกรณ์ออมทรัพย์ในจังหวัดตาก และ 4) ศึกษาแนวทางการพัฒนาการดำเนินงานของสหกรณ์ออมทรัพย์ในจังหวัดตาก ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ สหกรณ์ออมทรัพย์ในจังหวัดตากจำนวน 8 สหกรณ์ โดยมีเงื่อนไข 2 ประการ คือ (1) สหกรณ์ที่ทำการศึกษาจะต้องมีผลการดำเนินงานไม่ติดลบหรือมีค่าเป็นศูนย์ และ (2) ข้อมูลผลการดำเนินงานของสหกรณ์จะต้องมีความต่อเนื่องกันตามมิติของเวลาจากปีบัญชี 2553 ถึง 2563 เก็บข้อมูลจากประชากรทั้งหมด ข้อมูลทุติยภูมิศึกษาผลการดำเนินงานสหกรณ์จากฐานข้อมูลกรมตรวจบัญชีสหกรณ์ด้วยตารางบันทึกข้อมูลอิเล็กทรอนิกส์ และข้อมูลปฐมภูมิโดยสนทนากลุ่ม กรรมการ ฝ่ายจัดการและสมาชิกสหกรณ์จำนวน 24 คน โดยใช้แบบสนทนากลุ่มที่มีโครงสร้าง วิเคราะห์ข้อมูลด้วยสถิติพรรณนา การวิเคราะห์อัตราการเติบโตแบบเส้นตรง และแบบจำลองโอบล้อมข้อมูลแบบนอนพาราเมตริก ด้วยเทคนิคการวิเคราะห์แบบหลายขั้นตอนโดยมีปัจจัยนำเข้า คือ ทุนเรือนหุ้น ทุนสำรอง หนี้สินทั้งสิ้น ค่าใช้จ่ายทั้งสิ้นของสหกรณ์ และปัจจัยผลผลิต คือ รายได้ทั้งสิ้นของสหกรณ์ และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ผลการดำเนินงานของสหกรณ์ออมทรัพย์ในจังหวัดตากมีค่าเฉลี่ยของสินทรัพย์ หนี้สิน ทุน รายได้ทั้งสิ้น ค่าใช้จ่ายทั้งสิ้น และกำไรที่ระดับ 8,098,181,414.944, 4,576,909,522.972, 3,915,169,986.074, 537,441,354.265, 219,446,324.205 และ 281,981,142.747 บาทต่อปีตามลำดับ อัตราการเติบโตของสินทรัพย์ หนี้สิน รายได้ทั้งสิ้น ค่าใช้จ่ายทั้งสิ้นมีแนวโน้มลดลง ทุนของสหกรณ์มีแนวโน้มเพิ่มขึ้นและกำไรมีแนวโน้มคงที่ 2) การวิเคราะห์ประสิทธิภาพเชิงเทคนิคพบว่า สหกรณ์ออมทรัพย์ 7 แห่ง มีประสิทธิภาพเชิงเทคนิค และสหกรณ์อีก 1 แห่งไม่มีประสิทธิภาพเชิงเทคนิคสะท้อนให้เห็นว่าการใช้ทรัพยากรในการดำเนินงานของสหกรณ์ไม่มีประสิทธิภาพ 3) การเปลี่ยนแปลงเทคโนโลยีและการเปลี่ยนแปลงประสิทธิภาพการดำเนินงานของสหกรณ์พบว่า สหกรณ์ออมทรัพย์ทั้ง 8 แห่งไม่มีการเปลี่ยนแปลงประสิทธิภาพทางเทคโนโลยีตลอดช่วงระยะเวลา 11 ปี ที่ทำการศึกษา และ 4) แนวทางในการพัฒนาการดำเนินงานของสหกรณ์ ได้แก่ (1) การจัดการทรัพยากรที่เป็นปัจจัยหลักในการดำเนินงานอย่างมีประสิทธิภาพประกอบด้วย บุคคล เงินทุน การจัดการ และการให้บริการของสหกรณ์แก่สมาชิก และ (2) การส่งเสริมและสนับสนุนการใช้เทคโนโลยีทางการเงินที่เหมาะสมในการดำเนินงานของสหกรณ์ออมทรัพย์
The objectives of this research were to 1) analyze the operation of saving cooperative in Tak province 2) analyze the technical efficiency in the operation of the saving cooperative in Tak province 3) analyze the change in technology and the change in the efficiency of the operation of the saving cooperative in Tak province 4) study the guidelines to improve the operation of the saving cooperative in Tak province. The population in this research was 8 cooperatives in Tak province with 2 conditions (1) the cooperatives must not have negative or zero value in their performances and (2) the operation data of the cooperatives must be continuum according to the time dimension of 2010 to 2020 accounting year. Data were collected from the entire population through secondary data of the operational performance of the cooperatives from the cooperative auditing department database with electronic data recording table and the primary data from focus group with committees, management team, and cooperative members by using structured focus group. Data were analyzed by using descriptive statistics, linear growth ration analysis, and non parametric data envelopment model with multi stage analysis technique. The input factors were share capital, reserved fund, total liabilities, and total expenses of the cooperatives. Product factors included total revenue of the cooperatives and content analysis. The results of the research found out that 1) the performance results of the saving cooperatives in Tak province had the average values of assets, liabilities, capital, total revenue, total expense, and profit at the level of 8,098,181,414.944, 4,576,909,522.972, 3,915,169,986.074, 537,441,354.265, 219,446,324.205, and 281,981,142.747 Baht/year respectively. Asset growth ration, liabilities, total revenue, total expense tended to decrease, the cooperative capital tended to increase, and the profit tended to remain the stable. 2) The analysis results of technical efficiency showed that 7 saving cooperatives had technical efficiency and 1 cooperative saving had no technical efficiency which reflected that the utilization of resources in the operations of the cooperative was not efficient. 3) Technological change and efficiency change in the operation of the cooperatives revealed that all 8 saving cooperatives had no change in technical efficiency throughout the period of 11 years of the study. 4) Guidelines in the development of the operation of the cooperatives were such as (1) key resource management for efficient operation consisted of personnel, capital, management, and service of the cooperatives to members and (2) the extension and support regarding appropriate financial technology in the operation of saving cooperatives.
