Abstract
การวิจัยเรื่อง “การบริหารจัดการด้านการให้'บริการประชาชนของกองบังคับการตรวจคนเข้าเมือง ท่าอากาศยานแห่งชาติ’’ มีวัตถุประสงค์เพื่อศึกษา (1) การบริหารจัดการด้านการให้บริการประชาชน (2) ปัญหาและ (3) แนวทางการพัฒนาการบริหารจัดการด้านการให้บริการประชาชนของกองบังคับการตรวจคนเข้าเมือง ท่าอากาศยานแห่งชาติ โดยนำการบริหารจัดการตามแนวทางการบริหารกิจการบ้านเมืองที่ดี 6 หลักซึ่งประกอบด้วย (1) หลักนิติธรรม (2) หลักคุณธรรม(3) หลักความโปร่งใส (4) หลักความมีส่วนร่วม (5) หลักความรับผิดชอบ และ (6) หลักความคุ้มค่ามาเป็นกรอบแนวคิดในการศึกษาครั้งนี้การศึกษาครั้งนี้เปืนการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งการหาค่าความเที่ยงตรง และความเชื่อถึอได้ของแบบสอบถามที่ระดับ 0.90 กลุ่มตัวอย่างได้แก่ เจ้าหน้าที่ตำรวจตรวจคนเข้าเมืองระดับบริหารและระดับปฎิบัติการ มีจำนวนรวม 1,035 คนเก็บรวบรวมแบบสอบถามคืนได้ 1,003 คน ติดเป็นร้อยละ 96.91 ของกลุ่มตัวอย่างทั้งหมด สำหรับค่าสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที รวมทั้ง ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชื่ยวชาญ จำนวน 2 ท่าน อีกด้วยผลการศึกษา พบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ที่กองบังคับการตรวจคนเข้าเมือง ท่าอากาศยานแห่งชาติ มีการบริหารจัดการด้านการให้บริการประชาชน ตามแนวทางการบริหารกิจการบ้านเมืองที่ดี ทั้ง 6 หลัก สำหรับปัญหาที่สำคัญ คือ กองบังคับการตรวจคนเข้าเมีองท่าอากาศยานแห่งชาติ วางแผนก่าลังพลไม่เหมาะสม ในส่วนของข้อเสนอแนะที่สำคัญ คือกองบังคับการตรวจคนเข้าเมีอง ท่าอากาศยานแห่งชาติ ควรพัฒนาผู้บริหารให้คำนึงถึงผลประโยชน์ของประชาชนการให้บริการประชาชน และประสิทธิภาพของหน่วยงาน ควรฝึกอบรมเจัาหน้าที่ทุกระดับด้านภาษาต่างประเทศ กฎหมาย และการตรวจสอบหนังสึอเดินทาง รวมทั้งควรเพิ่มกำลังพลให้เพียงพอ
The purposes of this study were to study (1) management administration (2) problemsand (3) development guidelines of people service in anagement administration of the NationalAirport Immigration Division. The conceptual framework of Good Governance consisted of 6principles: Rule of Law, Ethics, Transparency, Participation, Accountability, and Value forMoney, were applied in this study.The study was a survey research by using questionnaires. The questionnaires were beingpretested and checking for validity and reliability of questionnaire at 0.90 level. The samples were (1)executive immigration police officers and (2) immigration police officers of the National AirportImmigration Division. 1,003 out of 1,035 sets of questionnaire were collected back, equal to 96.91% of the total samples. Statistics that used for data analysis were percentage, mean, standard deviation, and t-test. Moreover, indept interviews of specialists were also used in this research.The study results indicated that the samples agreed at middle level of management administration in terms of people service of the National Airport Immigration Division according to the 6 principles of Good Governance Guideline. The most important problem was the inappropriate of personnel planning of the National Airport Immigration Division. The significant suggestions were: the National Airport Immigration Division should develop executives to pay more attention on people benefits, people services, and the Division’s efficiencies; should trainofficers at all levels on foreign anguages, laws, and document checking and should increasesufficient manpower.
