Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพทั่วไปของสมาชิกสหกรณ์ 2) ระดับความสําคัญ ของปัจจัยที่มีผลต่อหนี้เงินกู้ระยะสั้นค้างชําระของสมาชิกสหกรณ์ 3) ปัจจัยที่มีผลต่อหนี้เงินกู้ระยะสั้นค้างชําระ ของสมาชิกสหกรณ์ 4) ปัญหาและข้อเสนอแนะในการชําระหนี้เงินกู้ระยะสั้นค้างชําระของสมาชิกสหกรณ์ การเกษตรในเขตปฏิรูปที่ดินป่าน้ำขาว จํากัด ประชากรที่ใช้ในการศึกษาครั้งนี้คือ สมาชิกสหกรณ์การเกษตรในเขตปฏิรูปที่ดินป่าน้ําขาว จํากัด ที่มีหนี้เงินกู้ระยะสั้นค้างชําระกับสหกรณ์ โดยศึกษาจากกลุ่มตัวอย่าง จํานวน 108 คน เครื่องมือที่ใช้ในการศึกษา ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ความถี่ ร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ สถิติทดสอบไคสแควร์ ผลการศึกษา พบว่า 1) สมาชิกส่วนใหญ่เป็นเพศชาย อายุ 41 ปีขึ้นไป การศึกษาระดับประถมศึกษา สถานภาพสมรส สมาชิกในครอบครัวที่ประกอบอาชีพได้ 2-3 คน อาชีพทําสวนยางพารา และรับจ้างทั่วไป มี กรรมสิทธิ์ในที่ดิน พื้นที่ทําการเกษตร 11-30 ไร่รายได้จากภาคการเกษตรต่อปี 60,001-120,000 บาท รายจ่ายจาก ภาคการเกษตรต่อปี 30,000-60,000 บาท หนี้เงินกู้ระยะสั้นค้างชําระกับสหกรณ์ 20,001-40,000 บาท หนี้ค้างชําระ อื่นทั้งหมดนอกจากสหกรณ์สูงกว่า 150,000 บาท โดยเป็นหนี้สินกับธนาคารเพื่อการเกษตรและสหกรณ์ การเกษตร มูลค่าสินทรัพย์ที่มีอยู่ในปัจจุบันสูงกว่า 500,000 บาท 2) ระดับความสําคัญของปัจจัยที่มีผลต่อหนี้ เงินกู้ระยะสั้นค้างชําระของสมาชิกสหกรณ์ พบว่า ปัจจัยด้านการผลิต ปัจจัยด้านการตลาด ปัจจัยด้านการ ปฏิบัติงานของสหกรณ์ และปัจจัยด้านนโยบายของรัฐ โดยรวมอยู่ในระดับปานกลาง ส่วนปัจจัยด้านภัยธรรมชาติ โดยรวมอยู่ในระดับน้อย 3) ปัจจัยที่มีผลต่อหนี้เงินกู้ระยะสั้นค้างชําระของสมาชิกสหกรณ์พบว่า กรรมสิทธิ์ใน ที่ดิน หนี้สินอื่นทั้งหมดนอกจากสหกรณ์ หนี้สินกับสถาบันการเงิน (กองทุนหมู่บ้าน และกองทุนการปฏิรูปที่ดิน เพื่อเกษตรกรรม) ขาดแคลนเทคโนโลยีหรือนวัตกรรมใหม่ๆ ผลผลิตต่อไร่อยู่ในเกณฑ์ต่ำ ขาดแคลนแรงงาน อัตราค่าจ้างแรงงานสูงเกิดการระบาดของโรคและแมลงศัตรูพืช และเกิดภาวะฝนแล้ง ฝนทิ้งช่วง ทําให้ไม่ได้รับ ผลผลิต หรือผลผลิตเสียหายมีผลต่อหนี้เงินกู้ระยะสั้นค้างชําระอย่างมีนัยสําคัญทางสถิติที่ระดับ 0.05 และ 4) ปัญหาและข้อเสนอแนะในการแก้ไขปัญหาหนี้เงินกู้ระยะสั้นค้างชําระของสมาชิกสหกรณ์ คือ นําเงินกู้ไปใช้ให้ ตรงตามวัตถุประสงค์ที่กู้การจัดทําบัญชีครัวเรือนและต้นทุนอาชีพ และขยายเวลาการชําระหนี้
The objectives of this research were to study 1) the general conditions of members of the Panamkao Land Reform Area Agricultural Cooperative in Ranong Province; 2) the relative importance of the factors affecting their short-term debt arrears; 3) the significance of those factors; and 4) problems and recommendations for the payment of those debts. The sample population consisted of 108 members of the Panamkao Land Reform Area Agricultural Cooperative, Limited, who were late on their short-term debt payments to the cooperative. Data were collected using a questionnaire. Data were analyzed using frequency, percentage, mean, standard deviation, and chi square. The results showed that 1) Most of the members were male, aged 41 or over, educated to primary school level, married, with 2-3 family members of employment age. Their careers were mainly rubber cultivation and working as ordinary laborers. Most of them owned 11-30 rai of agricultural land, gained income of 60,001-120,000 baht a year from agriculture, and had expenses of 30,000-60,000 baht a year for agriculture. On average they had overdue short-term debts of 20,001- 40,000 baht from the cooperative and debts of over 150,000 baht due to other institutions. Most had taken out loans from the Bank for Agriculture and Agricultural Cooperatives. Most had assets valued at over 500,000 baht. 2) The ranking of factors that affected the members’ short-term debt arrears to the cooperative showed that the factors of production, marketing, the cooperative’s work operations and government policies were rated as of medium importance while the factor of natural disasters was rated as of lesser importance. 3) The following factors were related to the members’ short-term debt arrears to a statistically significant degree (p>0.05): land ownership rights, total other debts, debts to financial institutions (Village Fund and Agricultural Land Reform Fund), lack of technology or innovations, low yield, labor shortages, high labor costs, plant disease and insect pest infestations, and drought. 4) Suggestions for the payment of the short-term debts were to use the money for its intended purpose, to keep strict household and farm financial accounts, and to get extensions on the loan payment period.
