การบริหารจัดการที่สอดคล้องกับความต้องการของประชาชนของสำนักงานเขตบางซื่อกรุงเทพมหานคร

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาการบริหารจัดการที่สอดคล้องกับความต้องการของประชาชนของสำนักงานเขตบางซื่อ กรุงเทพมหานคร (2) การพัฒนาการบริหารจัดการที่สอดคล้องกับความต้องการของประชาชนของสำนักงานเขตบางซื่อกรุงเทพมหานคร และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหาร จัดการที่สอดคล้องกับความต้องการของประชาชนของสำนักงานเขตบางซื่อประสบผลสำเร็จ โดยนำ 11M มาเป็นกรอบแนวคิดในการศึกษาการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถาม ซื่งผ่านการทดสอบรวมทั้งหาความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.93 กสุ่มตัวอย่าง ได้แก่ประชาชนในเขตพื่นที่ของสำนักงานเขตบางซื่อ จำนวน 1.104 คนการเก็บรวบรวมข้อมูลสนามเริ่มตั้งแต่วันที่ 1 กันยายน 2552 ถึง วันที่ 30 กันยายน 2552 เก็บรวบรวมแบบสอบถามคนมาได้ 1,000 คน คิดเป็นร้อยละ 90.58 ของกสุ่มตัวอย่างทั้งหมด สำหรับสถิติที่ใช้ในการวิเคราะห์ถือ ค่าร้อยละค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วยผลการศึกษาพบว่า กสุ่มตัวอย่างเห็นว่า (1) ปัญหาที่สำคัญ ถือ การจัดเก็บขยะของสำนักงานเขตบางซื่อไม่เพืยงพอกับความต้องการของประชาชน (2) การพัฒนาที่สำคัญ ถือ ควรประชาสัมพันธ์ข่าวสารเกี่ยวกับการจัดเก็บขยะให้ประชาชนได้รับทราบเป็นประจำอย่างต่อเนื่องและ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการที่สอดคล้องกับความด้องการของประชาชนของสำนักงานเขตบางซื่อประสบผลสำเร็จ คือ การฝึกอบรมบุคลากรในเรื่องการให้บริการที่สอดคล้องกับความต้องการของประชาชน

The main objectives of this research were (1) to study the problems of management administration serving the people’s needs of the Office of Bang Sue District, the Bangkok Metropolitan Administration. (2) to study the development of management administration serving the people’s needs of the Office of Bang Sue District and (3) to study the factors taking important parts of the success of development of the management administration serving the people’s needs of the Office of Bang Sue District. The conceptual framework of the 1 IM was applied to this study. This study was a survey research using questionnaires. The questionnaires were pre-test and checking for validity and reliability at 0.93. The 1,104 samples were people in the area of the Bang Sue District. The field data was collected during September 1.2009 to September 30, 2009 with the return of the sampling in the amount of 1,000 samples, making 90.58% of total samples. Statistics that used for data analysis were percentage, mean, standard deviation, t-test and F-test. Also, in-dept interview of experts was applied. The findings found that the samples agreed that (1) the important problem was the number of garbage collections of the Office of Bang Sue each day was insufficient to serve the people’s needs, (2) the important development was the Office of Bang Sue District should regularly inform the information on garbage collections to people and (3) the important factor taking important parts of the success of development of the management administration serving the people’s needs of the office of Bang Sue District was the staff training in services to serve people’s needs.
