การสร้างฐานอำนาจและรักษาฐานอำนาจของนักการเมืองท้องถิ่น ตระกูลสุกิจปาณีนิจ กรณีศึกษาจังหวัดประจวบคีรีขันธ์

Abstract

การศึกษาวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษา (1) การสร้างฐานอำนาจของนักการเมืองท้องถิ่นตระกูลสุกิจปาณีนิจ กรณีศึกษา จังหวัดประจวบคีรีขันธ์ และ (2) การรักษาฐานอำนาจของนักการเมืองท้องถิ่นตระกูลสุกิจปาณีนิจ กรณีศึกษา จังหวัดประจวบคีรีขันธ์ การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเลือกกลุ่มตัวอย่างเฉพาะเจาะจง จากจำนวนประชากร 6 กลุ่ม เลือกกลุ่มตัวอย่างอย่างเฉพาะเจาะจง จำนวน 15 คน ได้แก่ นักการเมืองระดับประเทศในพื้นที่ จำนวน 1 คน นักการเมืองระดับท้องถิ่น จํานวน 5 คน ผู้นำท้องที่ จำนวน 3 คน ประธานกรรมการชุมชน จำนวน 3 คน ประชาชน จํานวน 3 คน รวมทั้งสิ้น 15 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) วิธีการสร้างฐานอำนาจของนักการเมืองท้องถิ่นตระกูลสุกิจปาณีนิจ กรณีศึกษา จังหวัดประจวบคีรีขันธ์ มีวิธีการสร้างฐานอำนาจทางการเมืองทั้งหมด 5 วิธี ได้แก่ 1) ด้านเครือญาติ ประกอบด้วย วิธีญาติต่อญาติ 2) ด้านกลุ่มทางการเมือง ประกอบด้วย การเลือกทีมผู้บริหารท้องถิ่นและทีมสมาชิกสภาท้องถิ่นจากทุกพื้นที่ในเขตเลือกตั้ง 3) ด้านเงินทุน ประกอบด้วยตระกูลสุกิจปาณีนิจถือได้ว่าเป็นตระกูลที่มีฐานะทางเศรษฐกิจในพื้นที่ 4) ด้านความรู้ความสามารถประกอบด้วย การดึงงบประมาณเข้ามาพัฒนาในพื้นที่เป็นที่ประจักษ์ และ 5) ด้านการสร้างฐานคะแนนเสียง ประกอบด้วย วิธีการลงพื้นที่ร่วมงานกับชุมชนสม่ำเสมอ (2) วิธีการรักษาฐานอำนาจของนักการเมืองท้องถิ่นตระกูลสุกิจปาณีนิจ มีวิธีการรักษาฐานอำนาจทางการเมือง ทั้งหมด 5 วิธี ได้แก่ 1) การสนับสนุนจากวงศ์ตระกูล บารมี 2) การเมืองผ่านกฎหมาย 3) การเข้าร่วมกิจกรรมกับมวลชนเสมอ ประกอบด้วย การเข้าร่วมงานอนุรักษ์สืบสานวัฒนธรรมประเพณีในท้องถิ่น 4) การใช้นโยบายที่ประสบผลสำเร็จหรือผลงานที่ผ่านมาที่โดดเด่น และ 5) การสร้างความเจริญให้กับท้องถิ่นประกอบด้วย การพัฒนาด้านเศรษฐกิจชุมชน การเกษตร และการท่องเที่ยว

The objectives of this research were (1) to study the building of a power base of local politicians of the Sukitpaneenit family: a case study of Prachuap Khiri Khan Province; and (2) to study the maintaining a power base of local politicians of the Sukitpaneenit family: a case study of Prachuap Khiri Khan Province. The studywas a qualitative research. There were 15 purposive samples (6 groups) which consisted of 1 national politician in local area, 5 local politicians, 3 local leaders, 3 community chairmen and 3 related people. The research instruments were interviews and descriptive data analysis. This research found that (1) there were 5 methods for building the political power base as follows: 1) Kinship system, 2) Political group - selection of local executive teams and local council members from all constituencies, 3) Finance – the Sukitpaneenit family having a good economic status, 4) Knowledge and competence – successful create budget to develop in the area and 5) Building of a political vote base – visiting the area to work with the community regularly. Moreover, there were 5 methods for maintain the political power base as follows: 1) Supporting from the Baramee family, 2) Politics through laws, 3) Participating in activities with the local people consisting of participating in conserving the local culture and traditions as always, 4) Implementing successful policies or outstanding achievements in the past, and 5) Creating prosperity for the locality consisting of development in community economic, agriculture and tourism
