การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ประการคือ 1) เพื่อศึกษาคุณลักษณะที่พึงประสงค์ของผู้
บริหารโรงเรียนเทศบาล ในทัศนะของผู้บริหารเทศบาล ผู้ปกครอง และครูโรงเรียน เทศบาล
ในเขตการศึกษา 2 2) เพื่อเปรียบเทียบคุณลักษณะที่พึงประสงค์ของผู้บริหารโรงเรียนเทศบาล
ในทัศนะของผู้บริหารเทศบาล ผู้ปกครอง และครูโรงเรียนเทศบาล ในภาพรวมของเขต การศึกษา
จำแนกรายจังหวัดและระหว่างจังหวัด 3) เพื่อกำหนดคุณลักษณะที่พึงประสงค์ของ ผู้บริหารโรง
เรียนเทศบาล โดยบูรณาการจากความเห็นของผู้บริหารเทศบาล ผู้ปกครองและครูโรงเรียนเทศ
บาล ในเขตการศึกษา 2 กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วยผู้บริหารเทศบาล ผู้ปก
ครอง และครูโรงเรียนเทศบาล ในเขตการศึกษา 2 จำนวน 520 คน เครื่องมือที่ใช้เป็นแบบสอบ
ถามแบ่งเป็น 2 ตอน การวิเคราะห์ข้อมูลใช้ค่าสถิติ ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน ทดสอบค่าเอฟ
และทดสอบพหุคูณของเชฟเฟ่
ผลการวิจัยพบว่า
1. ผู้บริหารเทศบาล ผู้ปกครอง และครูโรงเรียนเทศบาล ในเขตการศึกษา 2
มีความคิดเห็นเกี่ยวกับคุณลักษณะที่พึงประสงค์ของผู้บริหารโรงเรียน อยู่ในระดับมาก
ทุกคุณลักษณะ
2. ผู้บริหารเทศบาล ผู้ปกครอง และครูโรงเรียนเทศบาล ในภาพรวมของเขต การ
ศึกษา และระหว่างจังหวัด มีความคิดเห็นเกี่ยวกับคุณลักษณะที่พึงประสงค์ของผู้บริหาร โรง
เรียนเทศบาลแตกต่างกันทุกด้านอย่างมีนัยสำคัญที่ระดับ .01 สำหรับในจังหวัดนราธิวาส กลุ่ม
บุคคลทั้ง 3 กลุ่ม มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เช่นกัน ส่วน
จังหวัดยะลา จังหวัดปัตตานี และจังหวัดสตูล มีความคิดเห็นไม่แตกต่างกัน
3. การกำหนดคุณลักษณะที่พึงประสงค์ของผู้บริหารโรงเรียนเทศบาล โดยบูรณาการ
จากความคิดเห็นของผู้บริหารเทศบาล ผู้ปกครอง และครูโรงเรียนเทศบาลในเขตการศึกษา 2
ได้ดังนี้ ด้านสมรรถนะ มีความสุขุมรอบคอบ มีความกระตือรือร้นและตื่นตัวในการทำงาน
ด้านความสำเร็จ จบการศึกษาอย่างน้อยปริญญาตรี มีความรู้ความสามารถในการจัดการศึกษา
ด้านความรับผิดชอบ มีความมั่นคงในสิ่งที่ถูกต้อง มีความกระตือรือร้นที่จะทำงานให้สำเร็จตาม
เป้าหมาย ด้านการมีส่วนร่วม ให้ความร่วมมือกับผู้ใต้บังคับบัญชา มีส่วนร่วมในการปฏิบัติงาน
กับเพื่อนร่วมงาน ด้านสถานภาพ เป็นที่ชื่นชอบของบุคคลในสังคม เป็นแบบอย่างที่ดีในความ
มัธยัสถ์ และด้านสถานการณ์ มีสภาพจิตใจมั่นคงควบคุมอารมณ์ในสถานการณ์ต่าง ๆ ได้ดี
สามารถทำงานให้บรรลุเป้าหมายในสถานการณ์ต่าง ๆ ได้
The purpose of this study was threefold, notably, (1) to study the expected characteristics of municipal school administrators, according to the opinions of municipal administrators, parents, and municipal teachers in the educational region 2; (2) to compare the expected characteristics of municipal school administrators, according to the opinions of municipal administrators, parents, and municipal teachers, by all, by province, and among provinces; and (3) to assign the expected characteristics of municipal school administrators integrated by the opinions of municipal administrators, parents, and municipal teachers in the educational region 2. Meanwhile, the municipal administrators, parents and municipal teachers consisted of 520 samples, in the educational region 2, were randomised. The samples answered the twofold questionnaires to measure as an instrument in this study. Then the statistics of percentage, arithmetic mean, standard deviation, F-test and scheffe test were engaged in the analysis. The result of this study indicated that : 1. The expected characteristics of municipal school administrators were, according to municipal administrators, parents, and municipal teachers, at high level, as well as each characteristic. 2. When compared the expected characteristics of municipal school administrators, the opinions of municipal administrators, parents, and municipal teachers in all the provinces, and among provinces were significantly different at the level of .01. In particular, those three groups in Narathivas province had the opinions different significantly at the level of.01. Conversely, those opinions in Yala, Pattani, and Satun were not different. persistence in the rightious, 3. The assignment of expected characteristics of municipal school administrators, integrated from the opinions of municipal administrators, parents, and municipal teachers, in the educational region 2 required the municipal school administrators to hold the following characteristics; in potentiality : profound, ambitious and alert to work; achievement : bachelor degree at least, knowledgable and capable in educational management; responsibility : ambitious to goal oriented; participation : cooperate with the subordinate and involve the colleague; social status : popular and well known, good model in thrifty, and condition : judged mind to control emotion in circumstances, able to achieve the goal in circumstances.
