ผู้นำชุมชนที่พึงประสงค์ของประชาชนกับการพัฒนาท้องถิ่นในระบอบประชาธิปไตย: กรณีศึกษาชุมชนซอย 39 เทศบาลนครรังสิต ตำบลประชาธิปัตย์ อำเภอธัญบุรี จังหวัดปทุมธานี

Abstract

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) คุณลักษณะและบทบาทหน้าที่ของผู้นำ ชุมชนที่พึงประสงค์ของชุมชน (2) ศึกษากระบวนการการได้มาซึ่งผู้นำชุมชนในระบอบประชาธิปไตย (3) ความสัมพันธ์ระหว่างผู้นำชุมชนที่พึงประสงค์ของประชาชนกับการพัฒนาท้องถิ่นในระบอบ ประชาธิปไตย การศึกษาวิจัยนเป็นการวิจัยเชิงคุณภาพ โดยประชากรวิจัยได้แก่ ผู้มีสิทธิเลือกตั้งในชุมชน ซอย 39 เครื่องมือในการวิจัยเป็นแบบสัมภาษณ์กลุ่มตัวอย่างภายในชุมชนซอย 39 จำนวน 10 กลุ่ม กลุ่มละ 2 ท่าน รวม 20 ท่าน โดยแบ่งเป็นกลุ่มตามสาขาอาชีพ ได้แก่ กลุ่มนักวิชาการหรือปราชญ์ชาวบ้าน กลุ่มผู้อาวุโสในชุมชน กลุ่มแม่บ้าน กลุ่มผู้ประกอบวิชาชิพครู กลุ่มผู้ประกอบอาชีพขับรถมอเตอร์ไซค์ รับจ้าง กลุ่มผู้ทำงานบริษัทเอกชน กลุ่มผู้ประกอบการค้ารายย่อย กลุ่มผู้เคยสมัครรับเลือกตั้งเป็นผู้นำ ชุมชน กลุ่มข้าราชการ และกลุ่มสมาชิกสภาเทศบาลนครรังสิต ทำการวิเคราะห์ข้อมูลในเชิงพรรฌา ผลการศึกษาวิจัย พบว่า (1) คุณลักษณะและบทบาทหน้าที่ของผู้นำชุมชนที่พึงประสงค์ของ ประชาชนนั้นจะต้องเป็นคนดี มีความรู้ความสามารถ ฉลาด มีความคิดริเริ่มสร้างสรรค์มีมนุษยสัมพันธ์ดี มี ความเสียสละ รับผิดชอบสูง ซื่อสัตย์สุจริต ยุติธรรม โปร่งใส ตรวจสอบได้ และเป็นแบบอย่างที่ดีแก่ เยาวชนในชุมชนและบุคคลทั่วไป (2) กระบวนการการได้มาของผู้นำชุมชนนั้นต้องมาจากการเลือกตั้งใน ระบอบประชาธิปไตยโดยให้ผู้มีสิทธิเลือกตั้งในชุมชนเลือกผู้มสิทธิเลือกตั้งในชุมชนเข้ามาเป็นผู้นำชุมชน เพราะคนในชุมชนจะรู้ถึงความต้องการและปัญหาต่าง ๆ ในชุมชนได้เป็นอย่างดี (3) ความสัมพันธ์ ระหว่างผู้นำชุมชนกับการพัฒนาท้องถิ่นนั้นผู้นำชุมชนจะต้องมีความสัมพันธ์ที่ดีกับผู้บริหารท้องถิ่น และ คนในชุมชน เพื่อนำไปสู่การพัฒนาชุมชนและท้องถิ่นให้ได้ตามวัตถุประสงค์ และความต้องการของคน ในชุมชนและห้องถิ่นโดยรวม โดยทั้งตัวผู้นำชุมชน ผู้บริหารห้องถิ่นและคนในชุมชน จะต้องมี ความสัมพันธ์ที่ดี มีมนุษยสัมพันธ์ที่ดีต่อกันยี่งมีความสัมพันธ์ที่ดีมากแค่ไหน ก็จะทำให้การพัฒนาชุมชน หรือห้องถิ่น รวมทั้งการแก้ปัญหาต่าง ๆ ในชุมชนหรือห้องถิ่นสำเร็จลุล่วงไปได้อย่างรวดเร็ว

This research aims to study (1) Traits and roles of desirable community leaders. (2) To study the processes of community leaders’ acquisition for democracy (3) The relationships between desirable community leaders and local developments for democracy This research is described in a quality research. Research populations are the electors who live in ChumchonSoi 39. Research instruments are to interview with samples of populations in ChumchonSoi 39 for twenty people and they were divided into ten groups (each group gets 2 members.) To separate each group by occupations such as 1) Groups of scholars or philosophers. 2) Groups of aged people in the community. 3) Groups of housekeepers. 4) Groups of teachers. 5) Groups of motorcycle taxi drivers. 6) Groups of private companies’ employees. 7) Groups of minor traders. 8) Groups of community leaders’ candidates. 9) Groups of government officers. 10) Groups of Municipal Assembly Rangsit’s members. This research was analyzed by describing the information. This research results show that 1) the traits and the roles of community leaders have to be good, cultivated, smart and creative, good human relations, sacrificeable, responsible, upright, neutral, revealed, and good opinion leaders for juveniles and people. 2) The process of community leaders’ acquisitions have to be come from the elections for democracy by letting the electors elect their local community leaders because they will perceive their demands and problems in their communities. 3) The relationship between community leaders and local developments. The community leaders will have good relationships with local administrators and local people for contributing local developments to reach objectives and response to local populations’ demands. The more community leaders, local administrators and local people have good relationships, the more local developments and problem resolutions will be increasingly successfill.
