Abstract
การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษา (1) การเข้าสู่อำนาจทางการเมืองในตำแหน่ง นายกองค์การบริหารส่วนจังหวัดปทุมธานี ของนายชาญ พวงเพ็ชร์ (2) ปัญหาและอุปสรรคในการ เข้าสู่อำนาจทางการเมืองในตำแหน่งนายกองค์การบริหารส่วนจังหวัดปทุมธานี ของนายชาญ พวงเพ็ชร์ (3) ข้อเสนอแนะเกี่ยวกับการเข้าสู่อำนาจทางการเมืองในตำแหน่งนายกองค์การบริหารส่วนจังหวัดปทุมธานี
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ คัดเลือกกลุ่มตัวอย่างแบบแบบเจาะจง ได้แก่ นายชาญ พวงเพ็ชร์ กลุ่มเครือญาติของ นายชาญ พวงเพ็ชร์ กลุ่มนักการเมืองผู้ใกล้ชิด และกลุ่มผู้ช่วยเหลือในการหาเสียง (ภาคประชาชน) รวมจำนวน 15 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ แบบมีโครงสร้าง และทำการวิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงพรรณนา
ผลการวิจัยสรุปได้ดังนี้ (1) การเข้าสู่อำนาจทางการเมือง นายชาญ พวงเพ็ชร์ เกิดจากปัจจัยภายใน คือ การได้รับผลกระทบทางการเมืองจากการใช้อำนาจที่ไม่เป็นธรรมในการจัดสรรผลประโยชน์ และบริหารงานในระหว่างดำรงตำแหน่งเป็นสมาชิกองค์การบริหารส่วนจังหวัดปทุมธานี ส่วนปัจจัยภายนอก คือ มีการเปลี่ยนแปลงกฎหมายการเลือกตั้งให้นายกองค์การบริหารส่วนจังหวัดมาจากการเลือกตั้งโดยตรงจากประชาชน (2) ปัญหาและอุปสรรคที่สำคัญในการเข้าสู่อำนาจทางการเมือง ของนายชาญ พวงเพ็ชร์ จากปัจจัยภายในคือ เงินทุน เพราะเป็นทรัพยากรทางวัตถุที่สำคัญในการสร้างฐานอำนาจทางการเมือง ส่วนปัจจัยภายนอก คืออิทธิพลทางการเมืองจากคู่แข่งและเงื่อนไขของกฎหมายบางด้าน (3) ต้องสร้างฐานการเมืองในเชิงระบบอุปถัมภ์กับประชาชนมาอย่างต่อเนื่องและยาวนาน มีคุณธรรม จริยธรรมในตนเอง และมีคุณสมบัติของความมีภาวะผู้นำที่ดี เมื่อได้เข้ารับเลือกตั้งในตำแหน่ง นายกองค์การบริหารส่วนจังหวัดปทุมธานีแล้ว จะต้องดำเนินงานตามนโยบายที่รณรงค์หาเสียงไว้
The objectives of this research were to study: (1) Chan Puangpetch’s rise to political power in the position of president of the Pathum Thani Provincial Administrative Organization; (2) the problems and obstacles Chan Puangpetch faced in his rise to political power; and (3) recommendations on how to get elected to the position of president of the Pathum Thani Provincial Administrative Organization. This was a qualitative research. The 15 key informants, chosen through purposive sampling, consisted of Chan Puangpetch, his relatives, his political associates, and his canvassers. Data were collected using a structured interview form and analyzed through descriptive analysis. The results showed that (1) Both internal and external factors led to Chan Puangpetch’s rise to political power. The main internal factor was political impact from the unfair use of power in allocating benefits and administering work while holding the position of member of the Pathum Thani Provincial Administrative Organization Council. The major external factor was the change in the election law to make the position of provincial administrative organization president an elected position by direct public election. (2) As for Chan Puangpetch’s problems in his rise to political power, the main internal problem was financing, because money is an important material resource in building a political power base. The external problems were the political influence of his adversaries and some conditions set by the law. (3) Recommendations for success are to consistently build up a political base among the citizens through the system of mutual obligations for a long time, to be ethical and have personal integrity, and to have leadership qualities. After you are elected you have to follow up on the policies you announced during the election campaign
