Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ลักษณะของกรอบข่าวเด็กในข่าวหน้า 1 ของหนังสือพิมพ์ไทย 2) ปัจจัยที่มีผลต่อการวางกรอบข่าวเด็กในข่าวหน้า 1 ของหนังสือพิมพ์ไทย และ 3) ทัศนคติของผู้รับสารที่มีต่อกรอบข่าวเด็กในข่าวหน้า 1 ของหนังสือพิมพ์ไทย การวิจัยนี้เป็นการวิจัยแบบผสานวิธี โดยเริ่มจากการวิจัยเชิงปริมาณด้วยการวิเคราะห์เนื้อหาข่าวเด็ก ในหน้า 1 จากหนังสือพิมพ์ 5 ชื่อฉบับ ได้แก่ ไทยรัฐ เดลินิวส์ มติชน คมชัดลึก และข่าวสด ที่เผยแพร่ระหว่างวันที่ 1 มกราคม 2556 – 31 ธันวาคม 2558 และตามด้วยการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึก เลือกกลุ่มผู้ให้ ข้อมูลหลักแบบเจาะจง บุคลากรข่าวทั้งระดับบริหารและปฏิบัติการ นักวิชาการสื่อสารมวลชน และผู้แทนองค์กร เอกชนเกี่ยวกับเด็ก รวม 15 คน และสนทนากลุ่มผู้ปกครองที่มีบุตรหลานอายุต่ำกว่า 18 ปี 1 ครั้ง จำนวน 6 คน วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้ค่าความถี่และค่าร้อยละ ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพใช้การสร้างข้อสรุป เชิงอุปนัย ผลการวิจัยพบว่า 1) หนังสือพิมพ์ไทยมุ่งวางกรอบการระบุสภาพปัญหาเป็นอันดับแรกรองลงมา คือกรอบการประเมินคุณค่าทางจริยธรรม กรอบการอธิบายสาเหตุ และกรอบการเสนอแนวทางแก้ไขปัญหา ตามลำดับเมื่อวิเคราะห์จริยธรรมในการนำเสนอข่าวเด็ก พบว่ามีประเด็นขัดหลักจริยธรรมในพาดหัวข่าวและความนำได้แก่ การตัดสินพิพากษา การด่าทอประณาม และการเร้าอารมณ์ด้วยถ้อยคำรุนแรง ส่วนภาพข่าวขัด หลักจริยธรรมที่สำคัญ 3 ประการ คือ การลดทอนศักดิ์ศรีความเป็นมนุษย์ การเปิดเผยตัวตน และการสร้างภาพ เหมารวมให้กับเด็ก ผลการศึกษากรอบข่าวเด็กตามแนวคิดสิทธิเด็ก พบว่าหนังสือพิมพ์ให้ความสำคัญกับการวางกรอบสิทธิที่จะได้รับการคุ้มครองมากที่สุด ขณะที่กรอบข่าวสิทธิในการมีส่วนร่วมของเด็กถูกนำเสนอน้อยที่สุด 2) ปัจจัยที่มีผลต่อการวางกรอบข่าวเด็กของหนังสือพิมพ์ไทย แบ่งออกเป็น 2 ส่วน ปัจจัยภายใน ได้แก่ นโยบาย ขององค์กร คุณค่าความเป็นข่าว และความเป็นมืออาชีพของนักข่าว ส่วนปัจจัยภายนอก ได้แก่ การเปลี่ยนแปลง เทคโนโลยี ที่ทำให้ปัจจัยภายนอกอื่นๆ เปลี่ยนตามไม่วาจะเป็นสภาพการแข่งขันในอุตสาหกรรมสื่อ สภาพสังคม และวัฒนธรรม ตลอดจนการกำกับดูแลภายใต้กฎหมายและจรรยาบรรณสื่อ 3) ทัศนคติของผู้รับสารต่อกรอบข่าวเด็กในหน้า 1 หนังสือพิมพ์ พบว่ากรอบข่าวเด็กเชิงบวกทำให้ผู้ปกครองเข้าใจธรรมชาติของเด็กมากขึ้น ขณะที่กรอบข่าวเด็กเชิงลบ ส่งผลให้ผู้ปกครองเกิดความวิตกกังวลกลัวจะเกิดเหตุการณ์ที่ไม่ดีกับลูกหลานในฐานะผู้ถูกกระทำ นักวิชาการสื่อสารมวลชนและผู้แทนองค์กรด้านเด็ก เห็นว่าการขาดจริยธรรมและไม่คำนึงถึงสิทธิเด็กในการรายงานข่าวส่งผลให้เกิดการละเมิดอัตลักษณ์บุคคลของเด็ก การเปิดเผยตัวตนของเด็ก การปลูกฝัง ทัศนคติและค่านิยมเชิงลบ ตลอดจนการแฝงอคติในการแบ่งเชื้อชาติ ชนชั้น และภูมิภาค ผ่านการเลือกนำเสนอ เพียงบางแง่มุมและการผลิตซ้ำ
The objectives of this research were to study 1) framing children in the front-page of Thai newspapers; 2 ) the factors affecting the news framing; and 3 ) the audiences’ receivers’ attitudes towards the news framing of children in front-page of Thai newspapers. This was a mixed methods research. First, for the quantitative method, front-page news coverages of children from top 5 daily newspapers (Thai Rath, Daily News, Matichon, Kom Chat Luek, and Khao Sod) from 1 January 2013 to 31 December 2015 were analyzed. Next, for the qualitative method, 15 key informants were chosen through purposive sampling and given in-depth interviews. The key informants consisted of management and operations level newspaper journalists, mass communication academics and representatives of nongovernment agencies (NGOs) involved with children. Also, a focus group discussion was held with 6 parents or guardians of children aged under 18. Quantitative data were analyzed using frequency and percentage. Qualitative data were analyzed through inductive conclusion. The results showed that 1) Thai newspapers intended to primarily frame problems involving children. Secondarily, they transmitted news dealing with ethical and moral frame, following the cause-explanation frame and problem solution frame consecutively. Analysis of ethical issues in reporting children news showed that some of the headlines and lead paragraphs were unethical because they were judgmental, insulting and evoked emotion using violent terminology. Some of the photographs were unethical in 3 ways: they degraded human dignity, revealed individuals’ private identity, and stereotyped negative image of children. In terms of children’s rights, the newspapers put a priority on portraying news about the right to be protected. They put the least priority on reporting about children’s rights to participate. 2) Both internal and external factors affected the children news framing of Thai newspapers. Internal factors were the media organization policy, evaluation of newsworthiness, and the level of media professionalism of the reporters. External factors consisted of changes in technology that brought about changes in other external factors, such as competition in the media industry, social and cultural conditions, media regulation and journalism ethics. 3 ) As for the audiences’ attitudes toward the children news framing, positive news stories helped them understand the nature of children better, while negative news stories made them scared and worried that their children or wards could become the victim in similar situations. Mass communication experts and NGO workers gave the opinion that newspapers acted unethically without proper regard for children’s rights these led to violate children rights, such as revealing their identities in public, instilling negative attitudes and the wrong values in the public mind, and being biased against certain races, classes, and regions by presenting only certain frame of news stories and through repetition and reproduction
