Abstract
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) วิเคราะห์การบริหารการพัฒนาการจัดการศึกษาขั้นพื้นฐานในด้านโครงสร้าง อำนาจหน้าที่ และวิธีการจัดการศึกษา (2) วิเคราะห์ปัญหาในการบริหารการพัฒนาการจัดการศึกษาขั้นพื้นฐานของจังหวัดเชียงใหม่ (3) เสนอแนวทางในการบริหารการพัฒนาการจัดการศึกษาขั้นพื้นฐานของจังหวัดเชียงใหม่ เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์ กำหนดกลุ่มผู้ให้ข้อมูลสำคัญ จำนวน 12 คน ประกอบด้วยผู้ทรงคุณวุฒิด้านการจัดการศึกษาขั้นพื้นฐานในจังหวัดเชียงใหม่ การเก็บรวบรวมข้อมูลใช้การเก็บรวบรวมข้อมูลจากเอกสารและ การสัมภาษณ์ การวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหาโดยการวิเคราะห์เปรียบเทียบและการวิเคราะห์สรุปข้อมูลที่ได้จากเอกสารและการสัมภาษณ์ ผลการวิจัยพบว่า (1) การบริหารการพัฒนาการจัดการศึกษาขั้นพื้นฐานด้านโครงสร้าง มีการยุบโครงสร้างองค์กรในส่วนภูมิภาค ด้านอำนาจหน้าที่ มีการกระจายอำนาจการบริหารและการจัดการศึกษาให้หน่วยงานระดับล่างมากขึ้น ด้านวิธีการจัดการศึกษา มีการเปลี่ยนแปลงโดยการเรียนการสอนยึดนักเรียนเป็นศูนย์กลาง งบประมาณมาจากการมีส่วนร่วมของบุคคลภายนอกเพิ่มขึ้น และมีหน่วยงานกลางในการบริหารงานบุคคล (2) ปัญหาที่สำคัญ คือ ด้านโครงสร้าง สำนักงานเขตพื้นที่การศึกษามีพื้นที่และสถานศึกษาในความรับผิดชอบมากเกินไป ด้านอำนาจหน้าที่ การกระจายอำนาจยังไม่ตรงตามความต้องการของหน่วยปฏิบัติ ด้านวิธีการจัดการศึกษา ขาดการนำเทคโนโลยีที่ทันสมัยมาใช้ในการสนับสนุนการจัดการศึกษา (3) แนวทางการบริหารการพัฒนาที่สำคัญ คือ ด้านโครงสร้าง ควรปรับโครงสร้างสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาให้รับผิดชอบเพียง 1 จังหวัด ด้านอำนาจหน้าที่ ควรกระจายอำนาจการจัดการศึกษาขั้นพื้นฐานให้องค์กรปกครองส่วนท้องถิ่น ด้านวิธีการจัดการศึกษา ควรลดงานเอกสารและปรับเปลี่ยนระบบสำนักงานเขตพื้นที่การศึกษาเป็นสำนักงานไร้กระดาษ
The purposes aimed to (1) analyze development administration of basic education management in aspects of a structure, authority, and education management procedure, (2) analyze problems of development administration of basic education management of Chiang Mai Province. (3) propose guidelines for development administration of basic education management of Chiang Mai Province. Research instrument was an interviewing. Key informants were 12 senior educators. Data was collected from various kinds of documents and interviewing. Analytical methods were utilized by both comparison of content analysis and summative analysis. The research revealed as follows : (1) development administration of basic education management were in aspect of structure, provincial organizations were collapsed; in the aspect of authority, decentralization of authority to the lower level were applied; and in aspect of education management procedure, changing concept towards student-centered was oriented, budget was more contributed by the external donors or third party, and also there was a central unit for personnel administration. (2) The major problems were in aspect of structure, a number of education institutions under responsibility of the Office of Secondary Education Area were overload; in aspect of authority, decentralization of authority did not meet the needs of the Office; and in aspect of education management procedure, introduction of modern technology to support education was limited. (3) The important guidelines for development administration were in aspect of structure, it should restructure the Office of Secondary Education Area to be responsible only for one province ; in aspect of authority, it should decentralized basic education management authority to local government organizations; and in aspect of education management procedure, it should reduce paperwork and modify to paperless office.
