การวิจัยนี้เป็นการวิจัยเชิงพัฒนา โดยมีวัตถุประสงค์เพื่อการพัฒนาระบบสารสนเทศ
เพื่อพัฒนาศักยภาพแรงงานด้านผ้าไหมแพรวา จังหวัดกาฬสินธุ์ การพัฒนาระบบใช้วิธีการตามหลักการของวงจรการพัฒนาระบบสารสนเทศ เริ่มจากการศึกษาความเป็นไปได้ของระบบโดยสัมภาษณ์ผู้ใช้ ซึ่งเป็นบุคลากรของศูนย์พัฒนาฝี มือแรงงานจังหวัดกาฬสินธุ์ ทั้งระดับบริหารและระดับปฏิบัติการ และกลุ่มผู้ใช้ ได้แก่ กลุ่มผู้ผลิตผ้าไหมแพรวา กลุ่มผู้แปรรูปผ้าไหมแพรวา และกลุ่มผู้จำหน่ายผ้าไหมแพรวา รวม 20 คน จากนั้นวิเคราะห์และออกแบบระบบใหม่ ซึ่งประกอบด้วยระบบย่อย 3 ระบบ คือ ระบบนำเข้า ระบบค้นหา และระบบแสดงผล โดยครอบคลุมข้อมูลต่างๆ ได้แก่ การฝึกอบรม แหล่งผลิต แปรรูป และจำหน่ายผ้าไหมแพรวา การพัฒนาระบบดำเนินการภายใต้ระบบปฏิบัติการ คือ Microsoft Windows 7 Ultimate โปรแกรมภาษาคอมพิวเตอร์ คือ พีเอชพีโปรแกรมจัดการฐานข้อมูล คือ MySQL โปรแกรมพัฒนาเว็บเพจ คือ โปรแกรมจูมลา (Joomla) ผลการวิจัยนี้ทำให้ได้ระบบสารสนเทศที่สามารถพัฒนาศักยภาพแรงงานด้านผ้าไหมแพรวา จังหวัดกาฬสินธุ์ ได้อย่างมีประสิทธิภาพ จากการประเมินความพึงพอใจของผู้ใช้ ซึ่งประกอบด้วย ผู้บริหารและบุคลากร และกลุ่มผู้ผลิต ผู้แปรรูป และกลุ่มผู้จำหน่ายผ้าไหมแพรวา จำนวน 25 คน พบว่า ผู้ใช้ส่วนใหญ่มีความพึงพอใจต่อระบบแสดงผล ค้นหา และภาพรวมของระบบอยูในระดับดี
The purpose of this research and development study was to develop an information system for the management workforce competency of Praewa silk in Kalasin Province. The system development life cycle methodology was used. A preliminary study was conducted through interviews with 20 users, who were staff of the center of skill development of Kalasin Province both at administrative and operational levels and the production group, processing group and distribution group. The analysis and design of the new system were carried out accordingly. The information system consisted of 3 subsystems: input subsystem, search subsystem and the output subsystem. The whole system included data about training, source of production, source of development and source of distribution. The software development tools employed were MySQL, PHP and Joomla. The system was developed under the environment of Microsoft Windows 7 Ultimate. The result showed that the newly-developed system efficiently supported the management workforce competency of Praewa silk in Kalasin Province. The evaluation of the information system by 25 users, revealed that most users were satisfied with the search and the output subsystem and the overall system at the high level.
