Abstract
การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพพื้นฐานทางสังคมและเศรษฐกิจของเกษตรกร 2) การมีส่วนร่วมของเกษตรกรในการดำเนินงานแบบบูรณาการของหน่วยงานในการส่งเสริมและพัฒนาการเกษตร 3) ความคิดเห็นและความต้องการของเกษตรกรเกี่ยวกับการดำเนินงานแบบบูรณาการของหน่วยงานในการส่งเสริมและพัฒนาการเกษตร และ 4) ปัญหาการดำเนินงานและข้อเสนอแนะแนวทางการมีส่วนร่วมแบบบูรณาการของหน่วยงานในการส่งเสริมและพัฒนาการเกษตรประชากรที่ใช้ในการวิจัย คือ เกษตรกรที่มีส่วนร่วมในการเข้าอบรมถ่ายทอดความรู้เทคโนโลยีด้านการเกษตรที่เหมาะสมตามศักยภาพของพื้นที่สูง ตำบลผาช้างน้อย อำเภอปง จังหวัดพะเยา ปี 2564 จำนวน 250 ราย กำหนดขนาดของกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ที่ความคลาดเคลื่อน 0.05 ได้กลุ่มตัวอย่าง จำนวน 154 ราย เก็บข้อมูลโดยใช้แบบสอบถาม และวิเคราะห์ข้อมูลโดยใช้สถิติ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าต่ำสุดค่าสูงสุด ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) เกษตรกร ร้อยละ 62.3 เป็นเพศชายมีอายุเฉลี่ย 48.28 ปี เกษตรกรทั้งหมดประกอบอาชีพการเกษตร ร้อยละ 89 ทำไร่ มีจำนวนพื้นที่ถือครองทางการเกษตรเฉลี่ย 36.48 ไร่ เกือบทั้งหมดมีการถือครองพื้นที่ทางการเกษตรเป็นของตนเอง แต่ไม่มีเอกสารสิทธิ์ และรายได้ภาคการเกษตรเฉลี่ย 85,548.70 บาท/ปี 2) การมีส่วนร่วมของเกษตรกรในการดำเนินงานแบบบูรณาการของหน่วยงานในการส่งเสริมและพัฒนาการเกษตรในเขตพื้นที่สูง ในภาพรวมอยู่ในระดับปานกลาง คือ มีส่วนร่วมในการประชุมวางแผน เสนอแนวทางการดำเนินงาน และการร่วมประชาคม 3) ความคิดเห็นเกี่ยวกับการดำเนินงาน พบว่า อยู่ในระดับมากคือ การดำเนินงานมีการสามารถแก้ไขปัญหาการทำการเกษตรบนพื้นที่สูง และความต้องการในเรื่องดังกล่าวอยู่ในระดับมากที่สุด คือ ความต้องการองค์ความรู้และเทคโนโลยีด้านการเกษตรที่เหมาะสมบนพื้นที่สูง 4) เกษตรกรมีปัญหาด้านการคมนาคม การสื่อสารงบประมาณการดำเนินงาน อยู่ในระดับปานกลาง และลักษณะทางกายภาพ มีระดับปัญหาอยู่ในระดับน้อย โดยมีข้อเสนอแนะในเรื่องของการให้เกษตรกรมีส่วนร่วมในการประชุมจัดทำแผนร่วมกับหน่วยงาน และการติดตามการดำเนินงาน นอกจากนี้ ต้องการให้หน่วยงานต่าง ๆ ได้บูรณาการร่วมกันในการแก้ไขปัญหาการขาดแคลนน้ำทำการเกษตร นเขตพื้นที่สูง
The objectives of this research were to study 1) basic socio-economic situations of farmers, 2) participation by farmers in the operations of integrated organization for agricultural extension and development, 3) opinions and needs of farmers in the operations of integrated organization for agricultural extension and development, and 4) problems of the operations and suggestions for the guideline of participation in the operations of integrated organization for agricultural extension and development. The population in this study were 250 farmers who participated in the training program for knowledge transfer of appropriate agricultural technology based on potential of highland area in Pha Chang Noi Sub-district, Pong District, Phayao Province in the year 2021. The samples were determined by using Taro Yamane’s formula with an error level of 0.05 accounting for 154 samples. The data were collected by a questionnaire and calculated to determine frequency, percentage, standard deviation, minimum and maximum values. The research findings were found that 1) male farmers were accounted for 62.3 percent with an average age of 48.28 years. All of them had farming occupation with 89 percent produced field crops. Most of them had their own farm area without legal document with 36.48 rai. The average annual income was 85,548.70 baht. 2) In overall, the participation of farmers in the operations of integrated organization for agricultural extension and development in the highland area were rated at moderate level by attending the project planning, making operational guideline, and community discussion. 3) The operations were perceived at high level in the aspect of ‘the operations could solve agricultural problems in the highland area’ while their needs were stated at the highest level such as appropriate knowledge and agricultural technology for the highland area. 4) The problems of transportation, communication, and operational budget were stated at moderate level while the problem of physical condition was indicated at low level. They suggested that the farmers should participate in the meeting for planning with the organizations and follow-up operations. Moreover the organizational integration should solve the lack of water supply for agricultural production in the highland area
