การศึกษาสิทธิประโยชน์ทางภาษีศุลกากรที่มีต่อผู้ประกอบธุรกิจการค้าระหว่างประเทศ

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาลำดับความสำคัญของสิทธิประโยชน์ทางภาษีศุลกากร (2) ศึกษาระดับความคิดเห็นของผู้ประกอบธุรกิจการค้าระหว่างประเทศต่อสิทธิ ประโยชน์ทางภาษีศุลกากร และ (3) เปรียบเทียบความคิดเห็นเกี่ยวกับสิทธิประโยชน์ทางภาษี ศุลกากรกับหน้าที่ทางธุรกิจ ประชากรที่ใช้ในการศึกษา คือ ผู้ประกอบธุรกิจการค้าระหว่างประเทศ ที่จดทะเบียนในรูปแบบบริษัทได้ทำการลงทะเบียนเป็นผู้นำเข้า-ส่งออกกับกรมศุลกากรเรียบร้อยแล้วและมีที่ตั้ง อยู่ในเขตบางรัก กรุงเทพมหานคร จำนวน 120 ราย เครื่องมือที่ใช้ คือ แบบสอบถาม และวิเคราะห์ ข้อมูลสถิติโดยใช้ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิ!คราะห์ความแปรปรวนทางเดียว ผลการศึกษาพบว่า (1) สิทธิประโยชน์ทางภาษีศุลกากรที่มีความสำคัญเป็นลำดับแรก คือ ด้านของที่ได้รับการยกเว้นอากร รองลงมาเป็นด้านการคืนอากรตามมาตรา 19 ทวิ ด้านคลังสินค้า ทัณฑ์บน ด้านเขตปลอดภาษีอากร และด้านการชดเชยภาษีอากร ตามลำดับ (2) ผู้ประกอบธุรกิจ การค้าระหว่างประเทศ พบว่า ผู้ประกอบธุรกิจการค้าระหว่างประเทศมีความเห็นว่าประโยชน์ที่ได้รับจากการใช้สิทธิประโยชน์ทางภาษีศุลกากรในภาพรวมทั้งหมดอยู่ในระดับมาก มีค่าเฉลี่ย 3.78 ส่วนเบี่ยงเบนมาตรฐาน 0.86 และ (3) ความคิดเห็นเกี่ยวกับสิทธิประโยชน์ทางภาษีศุลกากรกับ หน้าที่ทางธุรกิจในด้านคลังสินค้าทัณฑ์บน ด้านเขตปลอดภาษีอากร ด้านการชดเชยภาษีอากร และ ด้านของที่ได้รับการยกเว้น ไม่แตกต่างกัน ส่วนในด้านการคืนอากรตามมาตรา 19 ทวิ กับหน้าที่ทางธุรกิจมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

The purpose of this study: (1) Priority of the customs privileges; (2) Study opinions of business on privileges of international trade tariffs; and (3) Compare opinions about customs duties, tax incentives for business. The samples used in this study that the operations of international trade company listed of company register on Ministry of Commerce and registered as an Export-Import Customs successfully, located in area Bang-Rak Bangkok total 120 companies. The instruments for this study were a questionnaire, analyzing statistical data on the percentage, average, the standard deviation and One – Way ANOVA.The results showed that: (1) the international trade customs tax incentives are important first is outward processing. The second is Duty drawback under Section 19 bis, Bonded warehouse, Free Zone and Tax compensation respectively; (2) the international trade is opinion that the benefits of using tax benefits customs in the whole picture at a high level the customs Bonded warehouse, Free zone, Tax compensation And Outward processing are not different In the meantime of Duty drawback under section under 19 bis is different business functions are statistically significant at the 0.05 level.
