ประสิทธิภาพในการบริหารการพัฒนาของสำนักงานเขตบึงกุ่ม กรุงเทพมหานคร

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของกลุ่มตัวอย่างต่อประสิทธิภาพในการบริหารการพัฒนา ปัญหา แนวทางการพัฒนา เปรียบเทียบภาพรวม และแนวโน้มของประสิทธิภาพในการบริหารการพัฒนาของสำนักงานเขตบึงกุ่ม กรุงเทพมหานคร ทั้งนี้โดยใช้ 6M อัน ได้แก่ การบริหารบุคลากร (Man) การบริหารงบประมาณ (Money) การบริหารงานทั่วไป (Management) การบริหารวัสดุอุปกรณ์ (Material) การให้บริการประชาชน (Market) และการบริหารคุณธรรม (Morality)เป็นกรอบแนวคิดในการศึกษา การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ใช้แบบสอบถาม ซึ่งผ่านการทดสอบ (pretest)รวมทั้งผ่านการหาความเที่ยงตรงและความเชื่อถือได้ การเก็บรวบรวมข้อมูลภาคสนามเริ่มทั้งแต่วันที่13 ตุลาคม 2549 ถึง วันที่ 5 ธันวาคม 2549 ได้ จำนวน 862 คน คิดเป็นร้อยละ 85.0 ของกลุ่มตัวอย่างทั้งหมด (1,014 คน) สถิติที่นำมาใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนแบบทางเดียว (one way ANOVA) และการเปรียบเทียบเป็นรายคู่ (scheffe) ผลการศึกษา พบว่า กลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับปานกลาง ว่า การบริหารการพัฒนาของสำนักงานเขตบึงกุ่ม มีประสิทธิภาพสูง เห็นด้วยในระดับมาก ว่า การบริหารการพัฒนาในปัจจุบันมีประสิทธิภาพสูงกว่าในอดีตและในอนาคตมีแนวโน้มที่จะมีประสิทธิภาพสูงกว่าในปัจจุบันนอกจากนี้กลุ่มตัวอย่างเห็นด้วยระดับปานกลาง ว่า การบริหารการพัฒนามีประสิทธิภาพสูงกว่า สำนักงานเขตอื่นในพื้นที่ใกล้เคียง สำหรับข้อเสนอแนะที่สำคัญ เช่น เพิ่มการพัฒนาบุคลากรในทุกระดับ ปลูกฝังจิตสำนึกของการให้บริการ เพิ่มการมีส่วนร่วม และการควบคุมการปฏิบัติงาน ล้วนเป็นสิ่งจำเป็น

The objectives of this study were to examine the opinions of samples onthe development administration efficiencies, problems, procedures to development,compare overviews and trends of the development administration efficiencies of theOffice of Bueng Kum District, Bangkok Metropolitan Administration. Theconceptual framework of 6M: Man, Money, Management, Material, Market, andMorality was applied to this study.This study was survey research with questionnaires. The questionnairespassed pretest and the checking of validity and reliability. The field data was collected during Octoberl3 - Decembers, 2006, with the amount of 862, making 85.0 % of total samples (1,014). Statistics applied to analyze data were percentage, arithmetic mean, standard deviation, t-test, one way ANOVA, and scheffe. The research results: the majority of the samples agreed at the medium level that the development administration efficiencies of the Office of Bueng Kum District were high. They agreed at the high level that the development administration efficiencies at present time was higher than the past; and in the future, the efficiencies tend to higher than the present. They agreed, morever, at the medium level that the development administration efficiencies was higher than other nearby districts. For significant suggestions, such as, the increse of the human resource development at all levels, the establishment of service mind, the increase of participation and the control of performance should be needed.
