การวิเคราะห์ต้นทุนและผลตอบแทนทางการเงินโครงการจัดการน้ำสูญเสียของการประปาส่วนภูมิภาคเขต 9

Abstract

การศึกษาครั้งนี้มีจุดประสงค์เพื่อ (1) ศึกษาข้อมูลพื้นฐาน สถานการณ์ปัจจุบันของการ จัดการน้ำสูญเสียของการประปาส่วนภูมิภาคเขต 9 และ (2) เพื่อวิเคราะห์ต้นทุนและผลตอบแทนทางการเงินโครงการจัดการน้ำสูญเสียของการประปาส่วนภูมิภาคเขต 9 ข้อมูลการศึกษานี้รวบรวมจากข้อมูลปฐมภูมิ คือข้อมูลจากการสัมภาษณ์เชิงลึกกับ เจ้าหน้าที่ และข้อมูลทุติยภูมิ คือเอกสารของการประปาส่วนภูมิภาคเขต 9 และงานวิจัยที่เกี่ยวข้องในอดีต เพื่อนำมาวิเคราะห์ต้นทุนและผลตอบแทนทางการเงินเปรียบเทียบระหว่างกรณีไม่มีโครงการจัดการน้ำสูญเสียและกรณีมีโครงการจัดการน้ำสูญเสียในพื้นที่การประปาส่วนภูมิภาคเขต 9 และทดสอบความอ่อนไหวของผลการศึกษา ด้วยอัตราคิดลด ร้อยละ 2 ร้อยละ 6 ร้อยละ 8 และร้อยละ 10 และอัตราการสูญเสียน้ำประปาที่ลดลงจากการบริหารจัดการต่อปี ร้อยละ 5 ร้อยละ 10 และร้อยละ 15 ผลการวิจัยพบว่า (1) สถานการณ์น้ำสูญเสียปัจจุบันของการประปาส่วนภูมิภาคเขต 9 ปี2562 มีปริมาณสูงถึง ร้อยละ 30 ซึ่งส่งผลเสียต่อการดำเนินงานขององค์กร ทั้งในแง่ต้นทุนรายจ่าย และการเพิ่มรายได้ หากสามารถลดปริมาณน้ำสูญเสียจะส่งผลให้ต้นทุนรายจ่ายการผลิตน้ำประปาลดลง และยังส่งผลทำให้ความสามารถในการผลิตน้ำประปาสูงขึ้น (2) โครงการจัดการน้ำสูญเสีย จะมีมูลค่าปัจจุบันของผลตอบแทนสุทธิเป็นบวกก็ต่อเมื่อโครงการดังกล่าวสามารถลดอัตราการ สูญเสียน้ำประปาลงได้ไม่ต่ำกว่าร้อยละ 15 และอัตราคิดลด (หรือในที่นี้สะท้อนอัตราค่าเสียโอกาสของทุน) ต้องน้อยกว่าร้อยละ 10 ถึงจะทำให้โครงการดังกล่าวมีความคุ้มค่าต่อการลงทุนทางการเงิน โดยมูลค่าปัจจุบันของผลตอบแทนสุทธิเมื่ออัตราการสูญเสียน้ำประปาลดลงร้อยละ 15 มีค่าอยู่ ในช่วงเท่ากับ 6,080,098 - 222,066,451 บาท ณ ราคาคงที่ปี 2562 ดังนั้นเพื่อให้โครงการจัดการน้ำสูญเสียมีความคุ้มค่าในการลงทุน การประปาส่วนภูมิภาคเขต 9 ควรให้ความสำคัญในการลดอัตราการสูญเสียน้ำประปา พร้อมๆ กับการหาแหล่งเงินกู้อัตราดอกเบี้ยต่ำ

The purposes of this study are (1) to determine the current situation of water loss in the Provincial Waterworks Authority 9 and (2) to conduct the Financial Cost-Benefit Analysis of investments in reducing water-loss in the Provincial Waterworks Authority 9. The primary data conducted in this study were collected from key informants, who were public officers, by in-depth interviews and the secondary data were collected from - documents and previous related researches. The Financial Cost-Benefit Analysis was conducted to compare the results between the costs of investments on reducing water-loss and the costs of water loss without the investments of the Provincial Waterworks Authority 9 over 10-year periods. The sensitivity analysis was performed with discount rates at 2%, 6%, 8% and 10% and with reduced rates of water loss management per year at 5%, 10% and 15%. The results of this study revealed that (1) the water loss in the Provincial Waterworks Authority 9 was quite high about 30% in 2019 which had negative effects on both the cost and revenue of the organization. If the water loss could be reduced, the production cost of the tap water would be reduced and water-loss reduction could also increase the capacity of water production. (2) Net present values (NPVs) of the investments to reduce water loss project would be positive or this project would be profitable when the rates of water loss were less than 15 % and a discount rate (as a proxy of the opportunity cost of capital) must be less than 10%. With the rate of water loss at 15%, NPVs of the investments varied between 6,080,098 - 222,066,451 baht at 2019 constant price. Therefore, to make this project worth for investments, the Provincial Waterworks Authority 9 should have more concerning on reducing rates of water loss and searched for the loaning institutions which provide low-interest rates for investments as well.
