การมีส่วนร่วมของคณะกรรมการตรวจสอบและติดตามการบริหารงานตำรวจสถานีตำรวจภูธรเมืองขอนแก่น ในการป้องกันอาชญากรรมของสถานีตำรวจภูธรเมืองขอนแก่น

Abstract

การศึกษาในครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาลักษณะการมีส่วนร่วมของ กต.ตร.สภ.เมืองขอนแก่น ในการป้องกันอาชญากรรม ของ สถานีตำรวจภูธรเมืองขอนแก่น 2) ศึกษาปัจจัยที่เกี่ยวข้องกับการมีส่วนร่วมของ กต.ตร. สภ.เมืองขอนแก่น ในการป้องกันอาชญากรรมของ สภ.เมืองขอนแก่น ประชากรในการวิจัย คือ คณะกรรมการตรวจสอบและติดตามการบริหารงานตำรวจ ของ สถานีตำรวจภูธรเมืองขอนแก่น จำนวน 16 คน เครื่องมือที่ใช้ในการศึกษาคือแบบสัมภาษณ์ โดยผู้วิจัยได้ออกไปสัมภาษณ์ประชากรเป็นรายบุคคล การวิเคราะห์ข้อมูล ใช้วิธีการวิเคราะห์เนื้อหาผลการศึกษาสรุปได้ดังนี้ 1. ลักษณะการมีส่วนร่วมของ กต.ตร.สภ.เมืองขอนแก่น แบ่งเป็น 3 ลักษณะ คือ 1) การร่วมประชุม/วางแผน กับสถานีตำรวจภูธรเมืองขอนแก่น 2) ร่วมเป็นคณะกรรมการตรวจติดตามและประเมินผลของ สภ.เมืองขอนแก่น ในการตรวจสอบและติดตามผลการปฏิบัติงานของ ข้าราชการตำรวจ 3) ร่วมกิจกรรมที่ก่อให้เกิดประโยชน์ต่อชุมชนหรือสังคม 2. ปัจจัยที่เกี่ยวข้องกับการมีส่วนร่วมของ กต.ตร.สภ.เมืองขอนแก่น มี 7 ประการ คือ 1) การให้ความสำคัญหรือการยอมรับข้อเสนอแนะของคณะกรรมการกต.ตร.สภ.เมืองขอนแก่น ต่อการทำงานของตำรวจเมืองขอนแก่น 2) ความรู้ความเข้าใจในบทบาทหรืออำนาจหน้าที่ 3) การให้เกียรติหรือการยอมรับความคิดเห็นของ คณะกรรมการ กต.ตร.สภ.เมืองขอนแก่น 4) การติดต่อสื่อสารหรือการประสานงานระหว่าง คณะกรรมการ กต.ตร.สภ.เมืองขอนแก่น กับผู้บริหารสถานีตำรวจภูธรเมืองขอนแก่น 5) ความจริงใจของตำรวจเมืองขอนแก่นทุกระดับในการยอมรับฟังความคิดเห็นหรือรับฟังข้อเสนอแนะในการทำงานจากคณะกรรมการ กต.ตร.สภ.เมืองขอนแก่น 6) การมีน้ำใจที่จะช่วยเหลือสังคมของ กต.ตร.สภ.เมืองขอนแก่น และ 7) ปัจจัยสุดท้ายก็คือ การส่งเสริมสนับสนุนจากครอบครัวของ กต.ตร.สภ.เมืองขอนแก่น

The objectives of this study were to (1) study the participated characteristics of the Audit Committee and the Administration of the Police in Crime Prevention Khonkaen Police Station (2) to study the related factors that affected to the participating of the Audit Committee and the Administration of the Police in Crime Prevention Khonkaen Police Station .Population consisted of 16 people under the responsibility of the Audit Committee and the Administration of the Police in Crime Prevention Khonkaen Police Station. The interview was used as a tool to collect the data by using the individual interview. The data was analyzed by content analysis That was found as follow: 1. The participated characteristics of the Audit Committee and the Administration of the Police in Khonkaen Police Station were found in 3 types: 1) participating in the meeting/planning with Khonkaen Police Station 2) participating in the audit ccommittee Khonkaen Police Station to monitoring and tracking the police's performance 3) activities participate that caused to beneficial to the community or society. 2. The related factors that affected to the participating of the Audit Committee and the Administration of the Police in Khonkaen Police Station were found in 7 types: 1) giving the precedence or accepting a suggestions from the Audit Committee and to the Administration of the Police in Khonkaen Police Station that effecting to the police's jobs in Khonkaen Police Station 2) understanding the role or authority 3) honor or accept the opinions from the Audit Committee and to the Administration of the Police in Khonkaen Police Station 4) communication and coordination between the Audit Committee and to the Administration of the Police in Khonkaen Police Station and administrator of Khonkaen Police Station 5) sincerity from the polices in Khonkaen in order to accept the opinions or working suggestions from the Audit Committee and to the Administration of the Police in Khonkaen Police Station 6) kindness and social assistance by the Audit Committee and to the Administration of the Police in Khonkaen Police Station and 7) the last factor was a family supporting of the Audit Committee and to the Administration of the Police in Khonkaen Police Station.
