Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคิดเห็นของประชาชนเกี่ยวกับการดำเนินงานขององค์การบริหารส่วนตำบลหนองทรายขาว อำเภอบ้านหมี่ จังหวัดลพบุรี (2) เปรียบเทียบความคิดเห็นของ ประชาชนเกี่ยวกับการดำเนินงานขององค์การบริหารส่วนตำบลหนองทรายขาว อำเภอบ้านหมี่ จังหวัดลพบุรี จำแนกตามปัจจัยส่วนบุคคล และ (3) เสนอแนะแนวทางสร้างเสริมการดำเนินงานขององค์การบริหารส่วน ตำบลหนองทรายขาว อำเภอบ้านหมี่ จังหวัดลพบุรี ประชากร ได้แก่ ประชาชนที่เป็นตัวแทนหรือหัวหน้าครัวเรือนในเขตพื้นที่องค์การบริหารส่วน ตำบลหนองทรายขาว อำเภอบ้านหมี่ จังหวัดลพบุรีจำนวน 933 คน กลุ่มตัวอย่าง 285 คน คำนวณจากสูตรของทา โร่ ยามาเน่ สุ่มตัวอย่างแบบบังเอิญ โดยใช้แบบสอบถามที่ผู้ศึกษาสร้างขึ้นเป็นเครื่องมือในการศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการศึกษาพบว่า (1) ประชาชนมีความคิดเห็นเกี่ยวกับการดำเนินงานขององค์การบริหารส่วน ตำบลหนองทรายขาว อำเภอบ้านหมี่ จังหวัดลพบุรี ในภาพรวมอยู่ในระดับมากที่สุด ด้านการพัฒนาโครงสร้าง พื้นฐานมีค่าเฉลี่ยสูงสุด รองลงมาตามลำดับคือ การดำเนินงานด้านการจัดระเบียบชุมชน/สังคมและการรักษา ความสงบเรียบร้อย การดำเนินงานด้านการวางแผนการส่งเสริมการลงทุน พาณิชยกรรมและการท่องเที่ยว การดำเนินงานด้านศิลปวัฒนธรรม จารีตประเพณี และภูมิปัญญาท้องถิ่น การดำเนินงานด้านการบริหารจัดการและการอนุรักษ์ทรัพยากรธรรมชาติ และสิ่งแวดล้อม และการดำเนินงานด้านการส่งเสริมคุณภาพชีวิต (2) เมื่อเปรียบเทียบความคิดเห็นของประชาชนเกี่ยวกับการดำเนินงานขององค์การบริหารส่วนตำบลหนองทรายขาวอำเภอ บ้านหมี่ จังหวัดลพบุรีจำแนกตามปัจจัยส่วนบุคคลพบว่าผู้ที่มี เพศ อายุ ระดับการศึกษา อาชีพ และระยะเวลาการ อยู่อาศัยต่างกันมีความเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ข้อเสนอแนะที่สำคัญ ได้แก่ องค์การบริหารส่วนตำบลควรมีการรักษาแหล่งน้ำธรรมชาติ และพัฒนาแหล่งน้ำเพื่อกับเก็บน้ำไว้ใช้ในฤดูแล้ง และมีการบริหารจัดการเรื่องน้ำท่วมให้มากกว่านี้
The purposes of this research were to (1) study people’s opinions on the performance of Nongsaikaow sub-district administrative organization, Ban Mi district, Lop Buri province (2) compare people’s opinions on the performance of Nongsaikaow sub-district administrative organization, BanMi district, Lop Buri province, classified by personal factors (3) recommend appropriate approaches to enhance the performance of Nongsaikaow sub-district administrative organization, Ban Mi district, Lop Buri province. Population consisted of households’ representatives in Nongsaikaow subdistrict area, totally 993, from which 285 samples were obtained through Taro Yamane calculation formula. Accidental sampling method was applied. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, t-test and One – way Analysis of Variance. Research results revealed that (1) people’s opinions on the performance of Nongsaikaow sub-district administrative organization, Ban Mi district, Lop Buri province were in highest level, with highest mean on infra-structure development, followed by community and society ordering and peace keeping, investment and tourism planning, art, cultural, traditional and local knowledge developing, saving natural resources and environment and supporting people’s quality of life, respectively.(2) when compared people’s opinions by personal factors, people with differences in gender, age, education level, occupation, revenue and staying duration in the area, had different opinions with 0.05 level of statistical significance (3) major recommendations were: the organization should put more emphasis on saving natural water sources, while at the same time develop more sources to retain water for dried season, moreover, flood preventing management should be taken care of more seriously
