การพัฒนาแนวปฏิบัติที่ดีในการผลิตข้อมูลสถิติของสำนักงานสถิติจังหวัด

Abstract

การวิจัยนี้เป็นการวิจัยเชิงพัฒนา มีวัตถุประสงค์เพื่อพัฒนาแนวปฏิบัติที่ดีในการผลิด ข้อมูลสถิติของสำนักงานสถิติจังหวัด กระบวนการวิจัย ประกอบด้วย 7 ขั้นตอน ได้แก่ 1) การศึกษาเอกสารและงานวิจัยเกี่ยวกับการผลิตข้อมูลสถิติและการจัดทำแนวปฏิบัติที่ดี 2) การวิเคราะห์เอกสารเกี่ยวกับแนวปฏิบัติในการผลิตข้อมูลสถิติของหน่วยงานสถิติระดับประเทศ 4 หน่วยงาน ได้แก่ สำนักงานสถิติแห่งชาติประเทศไทย สำนักงานสถิติประเทศสหพันธ์สาธารณรัฐเยอรมนี สำนักงานสถิติประเทศสหรัฐอเมริกา และสำนักงานสถิติประเทศแคนาดา 3) การเปรียบเทียบแนวปฏิบัติในการผลิตข้อมูลสถิติของประเทศไทยและต่างประเทศ 4) การจัดทำร่างแนวปฏิบัติที่ดีในการผลิตข้อมูลสถิติของสำนักงานสถิติจังหวัด 5) การประชุมสนทนากลุ่มโดยผู้ทรงคุณวุฒิ ประกอบด้วย ผู้บริหารจากสำนักงานสถิติแห่งชาติและสำนักงานสถิติจังหวัด จำนวน 3 คน และผู้เชี่ยวชาญด้านวิชาการสถิติ จำนวน 4 คน เพื่อวิพากษ์ร่างแนวปฏิบัติที่ดีที่พัฒนาขึ้น 6) การปรับปรุงร่างแนวปฏิบัติที่ดีที่พัฒนาขึ้นตามข้อเสนอแนะ และ 7) การจัดทำ แนวปฏิบัติที่ดีในการผลิตข้อมูลสถิติของสำนักงานสถิติจังหวัด ผลการวิจัยพบว่าแนวปฏิบัติที่ดีที่พัฒนาขึ้น จำแนกเป็น 8 ขั้นตอน 1) การกำหนดความต้องการข้อมูลสถิติ 2) การวางแผนและเตรียมงาน 3) การเก็บรวบรวมข้อมูล 4) การบรรณาธิกรและ ประมวลผลข้อมูล 5) การวิเคราะห์ข้อมูล 6) การประเมินคุณภาพข้อมูล 7) การนำเสนอและเผยแพร่ข้อมูลสถิติ และ 8) การประกันคุณภาพการผลิตข้อมูลสถิติ แต่ละขั้นตอนกำหนดแนวทางการดำเนินงาน และผู้รับผิดชอบ ซึ่งประกอบด้วย นักวิชาการสถิติ และเจ้าพนักงานสถิติ

The study was a research and development. The purpose of this research was to develop best practices in producing statistical data for Thailand’s provincial statistical offices. The research methodology included 1) reviewing research and other documents relevant to statistical data production and best practice concepts, 2) analyzing various practices in producing statistical data from 4 national statistical offices namely, National Statistical Office of Thailand, Federal Statistical Office of Germany, United States Census Bureau, and Statistics Canada, 3) comparing all of these practices, 4) drafting best practices in producing statistical data for the provincial statistical offices, 5) conducting a focus group comprising 3 administrators from National Statistical Office of Thailand and provincial statistical offices, and 4 statistics experts to comment on the draft, 6) improving the draft according to comments from the focus group, and 7) making a complete version of the best practices in producing statistical data for the provincial statistical offices. The best practices which was the result of the study consisted of 8 steps, i.e., 1) identifying data demand, 2) planning and preparation, 3) data collection, 4) editing and data processing, 5) data analysis, 6) data quality evaluation, 7) presentation and dissemination, and 8) quality assurance in statistical data production. Each step covered detailed guidelines and related personnel.
