Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาของเทศบาลตำบลนาเหรง อำเภอนบพิตำ จังหวัดนครศรีธรรมราช (2) ปัจจัยที่มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาของเทศบาลตำบลนาเหรง อำเภอนบพิตำ จังหวัดนครศรีธรรมราช และ (3) ปัญหาและแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลนาเหรง อำเภอนบพิตำ จังหวัดนครศรีธรรมราช
การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากร คือ ประชาชนที่มีอายุ 18 ปี ขึ้นไป อาศัยอยู่ในเขตเทศบาลตำบลนาเหรง อำเภอนบพิตำ จังหวัดนครศรีธรรมราช จำนวน 7,457 คน คำนวณตามสูตรของทาโร ยามาเน่ ได้จำนวน 378 คน ด้วยวิธีการสุ่มแบบแบ่งชั้นภูมิ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการหาค่าสหสัมพันธ์แบบเพียร์สัน ผลการศึกษาพบว่า (1) ระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลนาเหรง อำเภอนบพิตำ จังหวัดนครศรีธรรมราช อยู่ในระดับมาก (2) ปัจจัยที่สนับสนุนการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาเทศบาลตำบลกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาของเทศบาลตำบลนาเหรง อำเภอนบพิตำ จังหวัดนครศรีธรรมราช มีความสัมพันธ์กันในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ (3) ปัญหาในการส่งเสริมการเข้ามามีส่วนร่วมของประชาชน คือขาดความร่วมมือจากประชาชนในการจัดทำแผนพัฒนา ประชาชนยังไม่ค่อยเข้าใจกฎหมายและการจัดทำแผนพัฒนา และการประชาสัมพันธ์ยังไม่ทั่วถึง ส่วนแนวทางการส่งเสริมการมีส่วนร่วมของประชาชน คือ ควรสนับสนุนให้ประชาชนมีส่วนร่วมในด้านต่างๆ ทุกๆ ด้าน ควรให้ประชาชนมีส่วนร่วมในการค้นหาสาเหตุของปัญหา และควรให้ประชาชนมีส่วนร่วม

The objectives of this study were: (1) to study level of people’s participation in formulating development plan; (2) to study relating factors of people’s participation in formulating development plan; and (3) to analyze problems and how to people’s participation in formulating development plan of Nareng Municipality Sub-District, Nopphitam District in Nakhon Si Thammarat Province. This study was a survey research. Samples consisted of people aged over 18 years and who resided in Nareng Municipality Sub-District. 378 sample were selected by stratified random sampling and questionnaire was used as a tool for data collection. The statistics used for data analysis were frequency, percentage, average, standard deviation, and Pearson’s correlation. The results of the study were that: (1) level of people participation in formulating development plan was at high level; (2) factors relating to people participation in formulating the development plan of Nareng Municipality Sub-District, Nopphitam District in Nakhon Si Thammarat, were highly correlated with statistical significance level of 0.01; (3) the problems of enhancing people participation was that people lacked of cooperation, public relation, and understanding in laws and regulations in making developing the plan. Regarding to development plan, in order to enhance public participation in the development plan of Nareng Municipality Sub-District, people should be publicly informed in every aspect and entirely involved in identifying causes of the problem
