Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ความเป็นไปได้ทางเทคนิคและการดำเนินการทางการเงินในการสร้างโรงถ่ายเทขยะของห้างหุ้นส่วนจำกัดจินตนารีไซเคิล (2) เปรียบเทียบความคุ้มค่าระหว่างการเช่ากับการสร้างโรงถ่ายเทขยะการศึกษานี้เป็นการวิจัยเชิงประยุกต์ โดยทำการศึกษาวิเคราะห์และคำนวณจากการสัมภาษณ์เชิงลึก โดยใช้เครื่องมือในการเก็บข้อมูล คือ แบบสัมภาษณ์แบบมี โครงสร้างจากเจ้าหน้าที่ของห้างหุ้นส่วนจำกัดจินตนารีไซเคิลที่เกี่ยวข้องทั้งหมด จำนวน 4 คน โดยทำการวิเคราะห์ความเป็นไปได้ทางเทคนิค ใช้หลักเกณฑ์ของสำนักงานการกากของเสียและสารอันตรายกรมควบคุมมลพิษ กระทรวงทรัพยากรและสิ่งแวดล้อม ส่วนการวิเคราะห์ การดำเนินการทางการเงินใช้เครื่องมือทางการเงินเป็นเกณฑ์การตัดสินใจในการลงทุน ได้แก่ ระยะเวลาคืนทุน มูลค่าปัจจุบันสุทธิอัตราผลตอบแทนภายใน โครงการ ดัชนีกำไร อัตราส่วนผลตอบแทนต่อต้นทุน และการเปรียบเทียบความคุ้มค่าระหว่างการเช่ากับการสร้างโรงถ่ายเทขยะซึ่งใช้เครื่องมือทางการเงิน ได้แก่ กำไรสุทธิ ผลการศึกษาพบว่า (1) ความเป็นไปได้ทางเทคนิคของสถานที่ตั้งโรงถ่ายเทขยะ แห่งใหม่ผ่านหลักเกณฑ์ของสำนักงานการกากของเสียและสารอันตราย ได้คะแนนเท่ากับ 96 คะแนน ส่วนการดำเนินการทางการเงิน พบว่า ระยะเวลาคืนทุน เท่ากับ 2.4 ปี มูลค่าปัจจุบันสุทธิ เท่ากับ 8,90 1 , 100.22 บาท อัตราผลตอบแทนภายในโครงการ เท่ากับ 21.01561% ดัชนีกำไร เท่ากับ 1.85363 และอัตราส่วนผลตอบแทนต่อต้นทุน เท่ากับ 1.12543 แสดงว่าโครงการนี้มีความคุ้มค่าเหมาะแก่การลงทุน และ (2) ผลการเปรียบเทียบความคุ้มค่า พบว่า การสร้างโรงถ่ายเทขยะแห่งใหม่ได้กำไร สุทธิ เท่ากับ 47,265,681.74 บาท และการเช่าโรงถ่ายเทขยะปัจจุบันได้กำไรสุทธิเท่ากับ - 122,738, 104.45 บาท แสดงว่าการสร้างโรงถ่ายเทขยะมีความคุ้มค่าเหมาะแก่การลงทุนให้ผลกำไรสุทธิมีค่าเชิงบวก และระยะเวลาคืนทุนสั้น การสร้างโรงถ่ายเทขยะใหม่จึงเป็น โครงการทางเลือกที่น่าสนใจสำหรับห้างหุ้นส่วนจำกัดจินตนารีไซเคิลแห่งนี้
The objectives of this study were to study (1) the technical possibilities and financial operations of the waste transfer station construction of Jintana Recycle Limited Partnership, (2) to compare the worthiness between the rental and the construction of the waste transfer station. This study was an applied research by studying, analyzing and calculating from an in-depth interview. The instruments used for data collection was a structured interview from 4 relevant officials of Jintana Recycle Limited Partnership. The technical possibilities were analyzed by using the rules of the Office of Waste and Hazardous Substances of the Pollution Control Department, Ministry of Resources and Environment (December 2014). The financial operations were analyzed using criteria for making investment decisions which were Payback Period, Net Present Value, Internal Rate of Return, Profitability Index, and B/C ratio. The worthiness between the rental and the construction of the waste transfer station were compared by using Net Profit. The results of the study showed that (1) the technical possibilities of the location of the new waste transfer station has passed the regulations of the Office of Waste and Hazardous Substances with 96 points. The financial operations showed that payback period of 2.4 years. Net Present Value was 8,901,100.22 baht. Internal Rate of Return was 21.01561%. Profitability Index was 1.85363, and B/C ratio was 1.12543. It showed that this project was worthwhile and it was appropriate to invest. (2) The results of the comparison of the worthiness showed that Net Profit of the construction of a new waste transfer station was 47,265,681.74 baht while of Net Profit of the rental of a current waste transfer station was -122,738,104.45 baht. It showed that the construction of a new waste transfer station is worthwhile and that it is appropriate to invest. It gives a positive net profit and the ayback period is short. The construction of a new waste transfer station is an interesting alternative project for Jintana Recycle Limited Partnership.
