พฤติกรรมทางการเมืองในการจัดทำข้อบัญญัติงบประมาณรายจ่ายประจำปี ขององค์การบริหารส่วนตำบล ในเขตพื้นที่อำเภอเมือง จังหวัดเพชรบูรณ์

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) พฤติกรรมทางการเมืองของฝ่ายบริหาร เกี่ยวกับการ จัดทำข้อบัญญัติงบประมาณรายจ่ายประจำปีขององค์การบริหารส่วนตำบล (2) พฤติกรรมทางการเมืองของฝ่ายสภาฯ เกี่ยวกับการจัดทำข้อบัญญัติงบประมาณรายจ่ายประจำปีขององค์การบริหารส่วนตำบล (3) พฤติกรรมทางการเมืองของฝ่ายปฏิบัติการ เกี่ยวกับการจัดทำข้อบัญญัติงบประมาณรายจ่ายประจำปีขององค์การบริหารส่วนตำบล (4) ขั้นตอนของการจัดทำข้อบัญญัติงบประมาณรายจ่ายประจำปีขององค์การบริหารส่วนตำบล (5) ความสัมพันธ์ระหว่างพฤติกรรมทางการเมืองของฝ่ายบริหาร ฝ่ายสภาฯ และฝ่ายปฏิบัติการกับขั้นตอนของการจัดทำข้อบัญญัติงบประมาณรายจ่ายประจำปีขององค์การบริหารส่วนตำบล ผลการวิจัยสรุปได้ดังนี้ (1) พฤติกรรมทางการเมืองของฝ่ายบริหาร เกี่ยวกับการจัดทำ ข้อบัญญัติฯ มีค่าเฉลี่ยมากที่สุดคือ ในระหว่างการจัดทำข้อบัญญัติฯ ไต้คำนึงถึงโครงการที่บรรจุในแผนฯ3 ปี ผลการสัมภาษณ์ได้คำนึงถึงความสำคัญกับปัญหาและโครงการที่มีในแผนฯ 3 ปี (2) พฤติกรรมทางการเมืองของฝ่ายสภาฯ เกี่ยวกับการจัดทำข้อบัญญัติฯ มีค่าเฉลี่ยมากที่สุด คือ ในระหว่างการจัดทำข้อบัญญัติฯ คำนึงถึงโครงการที่ไต้มาจากประชาคมชาวบ้าน ผลการสัมภาษณ์พบว่าให้ความสำคัญกับปัญหาและความเดือดร้อนของประชาชน (3) พฤติกรรมทางการเมืองของฝ่ายปฏิบัติการเกี่ยวกับการจัดทำข้อบัญญัติฯ มีค่าเฉลี่ยมากที่สุดคือในระหว่างการจัดทำข้อบัญญัติฯได้ปฏิบัติตามระเบียบข้อบังคับเกี่ยวกับการจัดทำข้อบัญญัติฯ (4) พฤติกรรมทางการเมืองของทั้ง 3ฝ่ายเกี่ยวกับการจัดหำข้อบัญญัติฯ มีค่าเฉลี่ยมากที่สุดคือร่างข้อบัญญัติฯได้รับความเห็นชอบจากสภาฯ ตามที่ฝ่ายบริหารเสนอ (5) ผลการศึกษาความสัมพันธ์ระหว่างพฤติกรรมทางการเมืองของฝ่ายบริหาร ฝ่ายสภาฯ และฝ่ายปฏิบัติการกับขั้นตอนการจัดทำข้อบัญญัติฯ พบว่า ทั้ง 3 ฝ่ายต่างมีความสัมพันธ์กับขั้นตอนของการจัดทำข้อบัญญัติฯ อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

The purposes of this research were to study (1) the political behavior of executives in Annual Expenditure Budget-making Regulations of Subdistrict Administrative Organization, (2) the political behavior of legislators faction in Annual Expenditure Budget-making Regulations of Subdistrict Administrative Organization (3) the political behavior of officers in Annual Expenditure Budget-making Regulations of Subdistrict Administrative Organization, (4) procedures for drafting Annual Expenditure Budget-making Regulations of Subdistrict Administrative Organization and (5) the relationship between the political behavior of the executives, legislators, and officers factions and procedures for drafting the Regulations. 1'he findings of this research were that (1) the political behavior of executives with the highest rate was the concern about the problem and the projects in the three-year development plan. (2) The political behavior of legislators with the highest rate was the projects from the community. People’s problems and troubles were highlighted. (3) The political behavior of officers faction with the highest rate was compliance with the procedures for drafting Annual Expenditure Budget-making Regulations. (4) The political behavior of the three groups concerning the drafting of the Regulations with the highest rate was that the draft submitted by the executives was approved by the assembly. (5) Every group was statistically correlated with the procedures at a .05 level of significance.
