Abstract
การวิจัยมีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยด้านลักษณะส่วนบุคคล และภาระงาน ความคิดเห็นของผู้รับผิดชอบงานมาตรฐานสุขศึกษา เกี่ยวกับ (2) ความรู้ความสามารถด้านมาตรฐานงานสุขศึกษา (3) ปัจจัยการบริหารทรัพยากรสาธารณสุข (4) ปัจจัยจูงใจและปัจจัยค้ำจุนในการปฏิบัติงาน และ (5) ปัจจัยที่มีความสัมพันธ์กับผลการดำเนินงานตามเกณฑ์มาตรฐานสุขศึกษาของศูนย์สุขภาพชุมชน ในเขตตรวจราชการสาธารณสุขที่ 3 การดำเนินงานใช้รูปแบบการวิจัยเชิงสำรวจในประชากรผู้รับผิดชอบงานมาตรฐานสุขศึกษาทุกคนจำนวน 145 คน ใน 4 จังหวัด คือ กำแพงเพชร นครสวรรค์ พิจิตร และอุทัยธานี เครื่องมือที่ใช้เป็นแบบสอบถามที มีค่าความเที่ยงอยู่ในระดับดี คือ ในช่วง 0.85 - 0.93 การเก็บรวบรวมข้อมูลดำเนินการโดยการส่งแบบสอบถามทางไปรษณีย์ และอัตราการตอบกลับร้อยละ 88.96 การวิเคราะห์ข้อมูลจำแนกปัจจัยที่ศึกษาตามกลุ่มผู้รับผิดชอบงานที่ผ่านและไม่ผ่านเกณฑ์ การพรรณนาข้อมูลใช้สถิติพื้นฐานและการหาความสัมพันธ์ระหว่างตัวแปรใช้การทดสอบไค-สแควร์ ผลการวิจัยพบว่า (1) ลักษณะส่วนบุคคล ผู้รับผิดชอบงานส่วนใหญ่เป็นเพศหญิง อายุเฉลี่ย 39 ปี การศึกษาระดับปริญญาตรี สถานภาพสมรสคู่ ตำแหน่งเจ้าหน้าที่บริหารงานสาธารณสุข และอายุราชการน้อยกว่า 15 ปี สำหรับภาระงาน กลุ่มผ่านและไม่ผ่านเกณฑ์ส่วนใหญ่ไม่เห็นด้วยกับความเหมาะสมของสัดส่วนงาน ไม่แน่ใจกับความเหมาะสมของจำนวนประชากร จำนวนหมู่บ้าน และผู้รับบริการที่รับผิดชอบ แต่เห็นด้วยกับความเหมาะสมของการตั้งบ้านเรือน ผู้รับบริการ และความร่วมมือของชุมชน (2) กลุ่มผ่านและไม่ผ่านเกณฑ์ส่วนใหญ่เห็นด้วยกับความรู้ความสามารถตามมาตรฐานสุขลักษณะของตน (3) สำหรับปัจจัยการบริหารทรัพยากรสาธารณสุขกลุ่มผ่านและไม่ผ่านเกณฑ์ในสัดส่วนสูงสุดไม่แน่ใจกับความเพียงพอของจำนวนบุคลากร งบประมาณและวัสดุอุปกรณ์ขณะที่ในกลุ่มผ่านเกณฑ์ส่วนใหญ่เห็นด้วยกับความเพียงพอของการได้รับการนิเทศติดตาม แต่กลุ่มไม่ผ่านเกณฑ์ไม่แน่ใจ (4) สำหรับปัจจัยเชิงกลุ่มผ่านและไม่ผ่านเกณฑ์ส่วนใหญ่ไม่แน่ใจกับการได้รับการยกย่อง แต่เห็นด้วยกับความสำเร็จของงาน ลักษณะงาน ความรับผิดชอบ และโอกาสก้าวหน้าจากการดำเนินงาน สำหรับปัจจัยค้ำจุน กลุ่มผ่านและไม่ผ่านเกณฑ์ส่วนใหญ่ไม่แน่ใจกับความเป็นธรรมของการปกครองบังคับบัญชา สภาพการทำงาน แต่เห็นด้วยกับความเหมาะสมของสัมพันธภาพการทำงาน เงินเดือนและค่าตอบแทน ความมั่นคงในงาน นโยบายและการบริหาร และสถานภาพการทำงาน และ (5) ความคิดเห็นเกี่ยวกับการได้รับการนิเทศติดตามและการมีนโยบายและการบริหารอย่างจริงจังมีความสัมพันธ์กับผลการดำเนินงานตามมาตรฐานสุขศึกษาอย่างมีนัยสำคัญทางสถิติที่ระดับความเชื่อมั่น .05
The objectives of this research were to study (1) factors of personal characteristics, workload, and opinions of those who are responsible for health education standard; (2) knowledge and competency of health education standard; (3) Public Health resource management factors; (4) predisposing and supporting factors at work; and (5) factors relating to the performance according to health education criteria of primary care units (PCU) in the Public Health Inspection Region 3. This survey research was conducted among the population of 145 health officers who are responsible for health education standard in 4 provinces, namely Kampaengpetch, Nakom Sawan, Pichit, and Uthai Thani. The instrument used in the study was a questionnaire, with a good reliability values of 0.85- 0.93. Data collection was done by mailing questionnaires through the provincial health offices, with the return rate of 88.96%. Data were analyzed by means that studied factors were classified into groups of responsible persons, regardless their performance according to standard criteria. Descriptive statistics and Chi-square for investigating the relationships of variables were employed during data analyses. The findings of this research were that: (1) most responsible persons were female, average age of 39 years old, bachelor degree, married, less than 15 years of experience in public health administrative position. They disagreed with the questions regarding appropriate workload proportion. They felt uncertain about population and village numbers proportion to responsible persons while agreed with proportionately residential settlement, number of customers, and community co-operation; (2) regardless groups, officers agreed with their knowledge and competency on health education standard; (3) regarding Public Health resource factor, the highest ratio of responses on questionnaire was that they felt uncertain about adequate personnel numbers, budget, and materials. Most responsible persons, who accomplished the standard criteria, agreed with adequacy of being supervised whereas the unaccomplished ones rated uncertain; (4) most officers were uncertain about the admiration of being honored but agreed with work success, work characteristics, work responsibility, and opportunity to progress by performance. Most of them, both groups, were uncertain to the administrative unfairness and work condition but agreed with appropriate work relationship, salary and remuneration, work security, policy and administration, and work condition; and (5) opinions regarding being supervised and strong policy and administration application were related to the performance according to health education criteria with statistically significant level of 0.05
