Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ศักยภาพการจัดการธุรกิจท่องเที่ยวของกลุ่มผู้ผลิต ไม้ดอกเมืองหนาวเบตง 2) จุดแข็ง จุดอ่อน โอกาส และอุปสรรคการบริหารจัดการธุรกิจท่องเที่ยวของกลุ่มผู้ผลิตไม้ดอกเมือง หนาวเบตงและ 3) เสนอแนวทางในการจัดการธุรกิจท่องเที่ยวของกลุ่มผู้ผลิตไม้ดอกเมืองหนาวเบตงจังหวัดยะลา ประชากรที่ศึกษาประกอบด้วยนักท่องเที่ยวที่เข้ามาเที่ยวในกลุ่มผู้ผลิตไม้ดอกเมืองหนาวเบตงโดยเจาะจง จำนวน 50 คน และ บุคคลที่เกี่ยวข้องกับธุรกิจท่องเที่ยวในกลุ่มผู้ผลิตไม้ดอกเมืองหนาวเบตง จำนวน 30 คน เครื่องมือที่ใช้ใน การศึกษา นักท่องเที่ยว ใช้แบบสอบถาม และการประชุมระดมความคิดแบบมีส่วนร่วม สถิติที่ใช้วิเคราะห์ข้อมูลคือ ค่าความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐานการจัดลำดับ และการวิเคราะห์เนื้อหา ผลการศึกษา พบว่า กลุ่มที่ 1) ศักยภาพการจัดการธุรกิจท่องเที่ยวของกลุ่มผู้ผลิตไม้ดอกเมืองหนาวเบตงใน มุมมองของนักท่องเที่ยว ด้านแหล่งท่องเที่ยวและด้านการนำเที่ยวค่าเฉลี่ยอยู่ในระดับมาก ด้านการคมนาคม ด้านสถานที่พัก ด้านความปลอดภัย เฉลี่ยอยู่ในระดับปานกลาง ด้านสินค้าพื้นเมือง/ของที่ระลึก เฉลี่ยอยู่ในระดับน้อยที่สุด ส่วนด้านความ เป็นมิตรของผู้คนในท้องถิ่น เฉลี่ยอยู่ในระดับมากที่สุด 2) จุดแข็ง คือสมาชิกและคณะกรรมการกลุ่มมีความพร้อมต่อการ พัฒนากลุ่ม มีทัศนคติที่ดีต่อการท่องเที่ยวในกลุ่ม สามารถพูดได้หลายภาษา และมีญาติ เพื่อนในประเทศที่เป็นกลุ่ม นักท่องเที่ยวหลัก จุดอ่อน คือ คณะกรรมการขาดประสบการณ์การบริหารจัดการธุรกิจท่องเที่ยว กลุ่มมีเงินทุนหมุนเวียนน้อย ขาดแคลนเทคโนโลยีที่ทันสมัยในการดำเนินธุรกิจ การประชาสัมพันธ์ยังไม่ต่อเนื่องและ สินค้าพื้นเมือง/ของที่ระลึกมีน้อย ไม่เป็นเอกลักษณ์ โอกาส คือ เป็นแผนแม่บทส่งเสริมการท่องเที่ยวของจังหวัด มีหน่วยงานภาครัฐและองค์กรต่างๆ ให้การ สนับสนุนอย่างต่อเนื่อง อุปสรรค คือ สถานการณ์ความไม่สงบในพื้นที่ ไม่มีรถประจำทางเข้าถึงกลุ่มผู้ผลิต กฎหมาย ขั้นตอน วิธีการเกี่ยวกับการประกอบอาชีพมัคคุเทศก์ และการติดต่อสื่อสารในพื้นที่กลุ่ม 3) แนวทางในการจัดการธุรกิจ ท่องเที่ยวของกลุ่มด้านการจัดการทรัพยากรท่องเที่ยว คือให้มีการอบรมและจัดกิจกรรมปลูกจิตสำนึกการอนุรักษ์ ทรัพยากรธรรมชาติให้กับผู้ที่เกี่ยวข้องและสมาชิก มีการทำแผนการท่องเที่ยว โดยกำหนดกิจกรรมการท่องเที่ยว ในกลุ่มผู้ผลิตไม้ดอกเมืองหนาวเบตงและเชื่อมโยงเครือข่ายกับสถานที่ท่องเที่ยวในบริเวณเดียวกัน มีแผนการ ส่งเสริมอาชีพให้กับสมาชิกกลุ่ม กำหนดแผนการรวบรวมผลผลิต สินค้าของสมาชิกกลุ่ม คนในชุมชน รวมทั้งการ ผลิตสินค้าและของที่ระลึก เพื่อจำหน่ายให้กับนักท่องเที่ยว มีแผนการจัดหาอุปกรณ์สนับสนุนการท่องเที่ยว เพื่อ ให้บริการแก่นักท่องเที่ยว มีแผนการประชาสัมพันธ์การท่องเที่ยว จัดทำเอกสารประชาสัมพันธ์ สร้างเว็บไซด์กลุ่ม เพื่อแจ้งข้อมูลการท่องเที่ยว และก่อตั้งศูนย์ประสานงานการท่องเที่ยว ด้านการจัดการกลุ่ม คือกลุ่มต้องจัดทำ แผนการบริหารจัดการการท่องเที่ยว การนำแผนสู่การปฏิบัติและการควบคุม ติดตาม ประเมินผล เพื่อปรับปรุง แก้ไขการบริหารจัดการธุรกิจท่องเที่ยวให้ประสิทธิภาพเพิ่มขึ้นอย่างต่อเนื่อง
The objectives of this research were to study 1) the potential for managing tourism business of the Betong Temperate Zone Flower Production Group; 2) the group’s strengths, weaknesses, opportunities and threats for managing tourism business; and 3) recommendations for how the group should manage its tourism business. The sample population consisted of two groups which were 1) 50 tourists who went to visit the Betong Temperate Zone Flower Production Group, chosen through purposive sampling; and 2) 30 people involved with the Betong Temperate Zone Flower Production Group’s tourism business. Data were collected from the first group using a questionnaire and from the second group through a participatory brainstorming session. Data were analyzed using frequency, percentage, standard deviation, ranking order and content analysis. The results showed that 1) on average, the tourists surveyed gave a “high” rating to the potential of the Betong Temperate Zone Flower Production Group as a tourist destination and for its tourism services. They gave only a “medium” rating for the categories of transportation, accommodation, and safety. The lowest ratings were given for souvenirs/local products for sale. The highest rating was given for friendliness of the local people. 2) For Strength, the group’s members and directors had readiness to develop the tourism business, the group had a good attitude toward tourism, members could speak several languages, and they had friends and relatives who are tourists. For Weaknesses, the group’s directors lacked experiences in man tourism business, the group had little working capital, the group lacked modern technology for undertaking business, its public relations efforts had been inconsistent, and the group lacked souvenirs or distinctive local products to sell. For Opportunities, the province had a master plan for developing tourism, several government agencies and organizations were poised to provide continuous support. For threats, there were unpeaceful situation in the area, no regular bus service to the group’s fields, laws and rules that regulate the tour guide business, and incomplete communications in the area. 3) Recommendations were to organize training and consciousness raising activities to promote conservation of natural resources; to make a tourism plan linked to other tourism resources in the vicinity; to promote career development within the group; to make a plan for consolidation of products for sale, and to have group members and people in the community produce souvenirs for sale; to make a plan to acquire more equipment to support tourism activities and services; to make a more complete public relations plan with informative pamphlets and a website; and to set up a tourism coordination center. In addition, for management, the group should write up a tourism business management plan, should implement it, control it, follow up on it, evaluate it, and continually revise it to make tourism management more efficient.
