การเสริมสร้างศักยภาพในการบริหารจัดการของกองทัพเรือในเขตกรุงเทพมหานคร

Abstract

การศึกษาครั้งนี้มีวัตคถุประสงค์หลักเพื่อศึกษา (1) ศักยภาพในการบริหารจัดการของกองทัพเรือในเขตกรุงเทพมหานคร (2) ปัญหาการบริหารจัดการของกองทัพเรือในเขตกรุงเทพมหานคร และ (3) แนวทางการเสริมสร้างศักยภาพในการบริหารจัดการของกองทัพเรือในเขตกรุงเทพมหานคร ทั้งนี้ได้นำ แพ็มส-โพสคอร์บ มาใช้เป็นกรอบแนวคิดในการศึกษาครั้งนี้การศึกษาครั้งนี้เป็นการวิชัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งผ่านการทดสอบหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.89 กลุ่มตัวอย่าง คือ นายทหารสัญญาบัตรและนายทหารประทวนของกองทัพเรือในเขตกรุงเทพมหานคร รวม 1,141 คน การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 สิงหาคม 2551 ถึง วันที่ 30 กันยายน 2551 เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,026 ชุด คิดเป็นร้อยละ 89.92 ของกลุ่ม ตัวอย่างทั้งหมด สำหรับสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ รัอยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการทดสอบค่าที นอกจากนี้ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) กองทัพเรือในเขตกรุงเทพมหานครมีศักยภาพสูงในการบริหารจัดการด้านนโยบาย (2) ปัญหาการบริหารจัดการที่สำคัญคือกองทัพเรือในเขตกรุงเทพมหานครรวมอำนาจหนัาที่ไวัที่ผู้บริหารระดับสูง และ (3) แนวทางการเสริมสร้างศักยภาพในการบริหาร จัดการ ที่สำคัญคือ กองทัพเรือในเขตกรุงเทพมหานครควรสนับสนุนให้ข้าราชการปฏิบัติงานด้วยความชี่อสัตย์สุจริต และเสียสละ เพิ่มมากขึ้น โดยควรปลูกฝังคุณธรรมแก่ข้าราชการอย่างต่อเนื่อง

The purposes of this study were to study (1) management administration potentials of the Royal Thai Navy in Bangkok Metropolis; (2) problems of management administration potentials of the Royal Thai Navy in Bangkok Metropolis; and (3) promotion guidelines of management administration potentials of the Royal Thai Navy in Bangkok Metropolis. The conceptual framework of PAMS-POSDCoRB was applied in this study. This study was a survey research by using questionnaires. The questionnaires were pre-tested, including validity and reliability checked at 0.89 level. 1,141 sample groups divided into commissioned officers and noncommissioned officers of the Royal Thai Navy in Bangkok Metropolis. The field data was collected between August 1, to September 30, 2008 at the amount of 1,026. equal to 89.92% of total samples. Statistics used for data analysis were percentage, arithmetic mean, standard deviation, and t-test. The in-dept interview of experts was also applied. The study results showed that (1) the Royal Thai Navy in Bangkok Metropolis performed high potentials of management administration in terms of policy; (2) the important management administration problem was the centralization of authorities at the high- level executives; and (3) the important promotion of management administration potentials of the Royal Thai Navy in Bangkok Metropolis was to increasingly encourage the officers' performances of honesty and sacrifice by establishing continuously morality to officers .
