ชุมชนการเรียนรู้ทางวิชาชีพ หรือ PLC คือวิธีการในการพัฒนาครู โดยการจัดบรรยากาศให้ครูได้แลกเปลี่ยนเรียนรู้ซึ่งกันและกัน ส่งผลให้ครูไม่โดดเดี่ยวและมีเครือข่ายในการทำงานเพื่อพัฒนาการเรียนรู้ของผู้เรียน PLC มีลักษณะสำคัญ 4 ประการ คือ 1) เป็นชุมชนที่มีความสัมพันธ์อันดีและอยู่ร่วมกันอย่างมีความสุข 2) เป็นชุมชนที่มีฉันทะและความศรัทธาในการทำงาน 3) เป็นชุมชนที่เอื้ออาทร มีคุณธรรมและเป็นกัลยาณมิตรกันในทางวิชาการ และ 4) เป็นชุมชนที่สามารถขับเคลื่อนให้เกิดการเปลี่ยนแปลงทางวิชาชีพได้ การนำ PLC มาใช้ในสถานศึกษาสามารถดำเนินการได้ตามกระบวนการวิจัยเชิงปฏิบัติการ มี 4 ขั้นตอนคือ 1) ขั้นวางแผน ซึ่งมีขั้นตอนสำคัญ 2 ขั้นตอน คือ ขั้นการสร้างวิสัยทัศน์ พันธกิจและเป้าหมายร่วม และขั้นกำหนดกิจกรรมการพัฒนา 2) ขั้นลงมือปฏิบัติ เป็นขั้นตอนที่กลุ่มทำกิจกรรมตามแผนที่วางไว้ 3) ขั้นสังเกตผลการปฏิบัติงาน เป็นขั้นตอนที่สมาชิกแต่ละคนนำผลการปฏิบัติมาเสนอในวงสนทนาโดยเทียบกับเป้าหมายที่ตั้งไว้ โดยปกตินิยมใช้การทบทวนระหว่างปฏิบัติงาน เป็นเครื่องมือในการสังเกตผลการปฏิบัติงาน และ 4) ขั้นสะท้อนผล เป็นขั้นการรับฟังความคิดเห็นเกี่ยวกับผลการพัฒนาความสามารถในการจัดการเรียนการสอนของครูผ่านผู้มีส่วนได้ส่วนเสีย ซึ่งได้แก่ ผู้บริหารโรงเรียน ครู นักเรียน ผู้ปกครอง และกรรมการสถานศึกษา เป็นหลักการนำ PLC มาใช้ในโรงเรียนจะสำเร็จหรือไม่ขึ้นกับเงื่อนไข 5 ประการ ได้แก่ ความเป็นผู้นำที่สนับสนุนและแบ่งปัน การเรียนรู้ร่วมกันและการประยุกต์ใช้ความรู้ ค่านิยมร่วมและวิสัยทัศน์ร่วมของสมาชิก เงื่อนไขที่ช่วยผดุงความเป็นชุมชนแห่งการเรียนรู้ และการแบ่งปันการปฏิบัติ
The professional learning community or PLC is a method used in teacher development by fostering collaborative learning among colleagues within a particular work environment. PLC makes teachers feel that hey are not isolated but connected with the network to help improve students’ learning. PLC has 4 essential characteristics: 1) a community that has a good relationship and lives happily; 2) a community that has willingness to work and faith in work; 3) a community of generosity, virtue and academic friendship; and 4) a community that can move towards professional changes. To implement PLC in schools, the 4 steps in conducting action research can be applied. Step 1: Planning. This step comprises 2 activities: setting shared vision, mission and goal, and establishing development activities; 2) Implementing. This step is to put the planned activities into practice; 3) Observing. This step is the stage of the “After Action Review” that each member discusses the results of the actions by comparing them with the goals; and 4) Reflecting. It is the step which teachers listen to comments about their ability in managing the learning activities from all stakeholders, namely school administrators, teachers, students, parents and school board members. The success of applying PLC in school depends on 5 conditions: supportive and shared leader; collective learning and knowledge application; shared value and vision of all members; conditions for sustainable learning communities; and sharing in practice
