Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) การจัดบริการสาธารณะด้านการศึกษาแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดพังงา (2) การจัดบริการสาธารณะด้านการศึกษาแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดพังงาที่ส่งผลต่อความเสมอภาคทางการศึกษา และ (3) แนวทางการจัดบริการสาธารณะทางการศึกษาขององค์กรปกครองส่วนท้องถิ่นจังหวัดพังงาที่จะช่วยเพิ่มความเสมอภาคทางการศึกษาผู้สูงอายุ การวิจัยครั้งนี้เป็นแบบผสมวิธี เก็บข้อมูลเชิงปริมาณด้วยแบบสอบถามจากกลุ่มตัวอย่างจำนวน 375 คน ที่ได้จากการสุ่มแบบกลุ่ม ได้แก่ ผู้อำนวยการกองที่เกี่ยวข้องกับการจัดบริการสาธารณะทางการศึกษาผู้สูงอายุ และผู้สูงอายุ เก็บข้อมูลเชิงคุณภาพจากกลุ่มตัวอย่าง จำนวน 36 คน ที่ได้จากคัดเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง ด้วยการประชุมกลุ่มผู้อำนวยการกองที่เกี่ยวข้องกับการจัดบริการสาธารณะทางการศึกษาผู้สูงอายุ และการสัมภาษณ์เชิงลึกนายกเทศมนตรี และผู้สูงอายุ ผลการวิจัย พบว่า (1) การจัดบริการสาธารณะด้านการศึกษาแก่ผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดพังงามีค่าเฉลี่ยอยู่ในระดับปานกลาง โดยการจัดบริการสาธารณะด้านการศึกษาแก่ผู้สูงอายุ ในด้านความต้องการของผู้สูงอายุมีความสัมพันธ์กับความเสมอภาคของการจัดบริการสาธารณะทางการศึกษาผู้สูงอายุมากที่สุด (2) การศึกษาเชิงคุณภาพ พบว่า แนวทางการจัดบริการสาธารณะทางการศึกษาที่จะช่วยเพิ่มความเสมอภาคทางการศึกษาสำหรับผู้สูงอายุทำได้โดยจัดทำนโยบายและแผนการจัดการศึกษาผู้สูงอายุให้ชัดเจน (3) มีความจำเป็นที่จะต้องศึกษาความต้องการของผู้สูงอายุและเปิดโอกาสให้ผู้สูงอายุทุกคนเข้าร่วมอย่างทั่วถึง ด้วยการจัดบริการสาธารณะทางการศึกษาให้กับผู้สูงอายุในชุมชน รวมทั้งเปิดโอกาสให้ภาคส่วนต่างๆ เข้ามามีส่วนร่วมในการจัดการศึกษาผู้สูงอายุให้มากขึ้น ทั้งนี้ผู้บริหารองค์กรปกครองส่วนท้องถิ่นจังหวัดพังงาควรจัดทำแผนการพัฒนาบุคลากรทางด้านการจัดบริการสาธารณะด้านการศึกษาแก่ผู้สูงอายุ ทั้งทางด้านปริมาณบุคลากรที่ต้องเพียงพอต่อการดำเนินงาน และทางด้านคุณภาพของบุคลากรให้มีความรู้ความเข้าใจในการจัดการศึกษาผู้สูงอายุอย่างเพียงพอ
The objectives of this study were to study (1) the provision of educational public services for the elderly of the local administrative organizations in Phang-Nga province (2) organization of public service education for the elderly of the local administrative organization in Phang-Nga province affecting educational equity and (3) the guidelines for the provision of educational public services of the local administrative organizations in Phang-Nga province that will increase the equality of education for the elderly. This research was used a mixed method. Quantitative data were collected with questionnaires from the 375 samples consisted of the directors of the division related to the provision of educational public services for the elderly and the elderlies that obtained by cluster sampling. Qualitative data were collected by using group discussion techniques from the 36 samples consisted of the directors of the division related to the provision of educational public services for the elderly and in-depth interviews with the mayors and the elderlies that obtained by purposive sampling. The results of the quantitative study showed that (1) the public service provision of education to the elderly of the local administrative organizations in Phang-Nga province was at a moderate level. The provision of public services in education for the elderly in terms of the needs of the elderlies, it was most closely related to the equality. (2) according to the results of the qualitative study, it was found that the guidelines for the provision of educational public services that would increase the equality of education for the elderly could be done by clearly formulating policies and plans for the management of education for the elderly. (3) it is necessary to understand the needs of the elderly and provide opportunities for all seniors to participate thoroughly by providing educational public services for the elderly in the community as well as providing opportunities for various sectors to take part in the management of the education of the elderly. In this regard, the administrators should formulate a human resource development plan for the provision of educational public services for the elderly that include both in terms of the personnel amount that must be sufficient for operations and the quality of personnel to have sufficient knowledge and understanding in the management of the education of the elderly
