Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์เปรียบเทียบ (1) ความพร้อมในการบริหารจัดการ (2) ปัญหา และ (3) แนวทางการพัฒนาความพร้อมในการบริหารจัดการด้านการให้บริการประชาชนตามแนวทางคุณธรรมระหว่างเทศบาลตำบลปากน้ำกับเทศบาลตำบลหงาว ในจังหวัดระนองแนวทางคุณธรรมซึ่งประกอบด้วย 10 ด้าน ได้แก่ การรักษาความสัจ การรู้จักข่มใจตนเอง ความอดทน การละความชั่ว การเสียสละ ความเมตตา ความสามัคคี ความสุจริต ความเที่ยงธรรม และการส่งเสริมคนดี ได้นำมาใช้เป็นกรอบแนวคิดในการศึกษาวิเคราะห์เปรียบเทียบครั้งนี้ การศึกษาครั้งนี้เป็นการวิจัยเชิงส่ารวจโดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 กลุ่มตัวอย่างมีจำนวน 1,112 คนแบ่งเป็น พนักงานเทศบาลทั้งฝ่ายการเมืองและฝ่ายประจำ รวมทั้งประชาชนในเขตพื้นที่ของเทศบาลตำบลทั้ง 2 แห่ง กลุ่มตัวอย่างได้ตอบแบบสอบถามซึ่งเก็บรวมรวบคืนมาได้ 1,022 คน ซึ่งเท่ากับร้อยละ 91.90 ของแบบสอบถามทั้งหมด (1,112) ในการวิเคราะห์ข้อมูล ได้ใช้คอมพิวเตอร์ และสถิติที่นำมาใช้ คีอค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการศึกษาเปรียบเทียบ คามความคิดเห็นของกลุ่มตัวอย่าง พบว่า (1) ความพร้อมในการบริหารจัดการด้านการให้บริการประชาชนตามแนวทางคุณธรรมทั้ง 10 ด้านของเทศบาลทั้ง 2 แห่ง อยู่ในระดับปานกลาง (2) ปัญหาที่ส่าคัญของเทศบาลทั้ง 2 แห่ง คือ เทศบาลขาดความพร้อมในการสนับสนุนพนักงานเทศบาลในเรึ่องประสิทธิภาคและคุณธรรม (3) แนวทางการพัฒนาความพร้อมในการบริหารจัดการด้านการให้บริการประชาชนที่สำคัญของเทศบาลทั้ง 2 แห่ง คือ เทศบาลควรนำการบริหารจัดการตามแนวทางคุณธรรมมาปรับใช้ในหน่วยงาน รวมทั้งควรกำหนดเป้าหมายเชิงคุณภาพในการให้บริการประชาชน โดยเฉพาะอย่างยิ่ง การกำหนดความต้องการ และการกำหนดเป้าหมายของบริการให้ชัดเจน
The purposes of this study were to comparatively analyze (1) the management administration readiness, (2) the problems, and (3) the procedures of development readiness in management administration in terms of public services according to the Morality Guideline between the Paknum and the Ngoa Subdistrict Municipalities in Ranong Province. The Guideline comprised of 10 factors was applied as the conceptual framework of this study; namely, keeping promises, self-restraint, tolerance, refraining from doing bad deeds, sacrifice, kindness, unity, honesty, fairness, and supporting decent people. This study was a survey research using questionnaires as instrument which had been pre-tested and checked for validity, and reliability at 0.91 level. Samples of 1,112 consisted of political and non-political municipality officers as well as residents in service areas of the Paknum and the Ngoa Subdistrict Municipalities. The questionnaires were retrieved at the amount of 1,022 (91.90%).Computer and statistics of percentage, mean, standard deviation, and t-test were employed.According to the opinions of the samples, the comparative study results showed that (1) the readiness of management administration in terms of people services according to the Morality Guideline of 10 factors, was at the moderate level; (2) the most important problem of both municipalities was the lack of readiness in supporting officers regarding efficiency and morality; and (3) the important procedure of development of management administration readiness in terms of people services was both municipalities should apply the management administration according to the Morality guideline in their organization management, and should identify qualitative goals of public services, especially the identification of needs and definite service goal.
