สภาพการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารของสถานศึกษาขั้นพื้นฐานในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุโขทัย เขต 2

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาและเปรียบเทียบสภาพการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารของสถานศึกษาขั้นพื้นฐานในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุโขทัย เขต 2 ที่ ผู้บริหารมีภูมิหลังแตกต่างด้านวิธีการเรียนรู้เทคโนโลยีสารสนเทศและประสบการณ์ การใช้คอมพิวเตอร์ และ (2) ศึกษาปัญหาและข้อเสนอแนะเกี่ยวกับการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารของสถานศึกษาขั้นพื้นฐานกลุ่มตัวอย่างในการวิจัย คือ สถานศึกษาระดับประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุโขทัย เขต 2 จำนวน 101 แห่ง ผู้ให้ข้อมูล คือผู้บริหารสถานศึกษา จำนวน 101 คน เครื่องมือการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่าที่ผู้วิจัยสร้างขั้นมีค่าความเที่ยง .95 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวน การเปรียบเทียบความแตกต่างรายคู่ด้วยวิธีของเชฟเฟ และการวิเคราะห์เนื้อหา การทดสอบสมมติฐานใช้ระดับความมีนัยสำคัญ .05ผลการวิจัยพบว่า (1) สภาพการใช้เทคโนโลยีสารสนเทศของสถานศึกษาขั้นพื้นฐาน โดยภาพรวมและรายด้านมีการปฏิบัติอยู่ในระดับบ่อยครั้ง (2) สภาพการใช้เทคโนโลยีสารสนเทศในสถานศึกษาที่ผู้บริหารสถานศึกษามีวิธีการเรียนรู้เทคโนโลยีสารสนเทศแตกต่างกันพบว่าไม่แตกต่างกัน แต่สถานศึกษาที่ผู้บริหารสถานศึกษามีประสบการณ์การใช้คอมพิวเตอร์แตกต่างกันมีสภาพการใช้เทคโนโลยีสารสนเทศแตกต่างกัน และ(3) ปัญหาการใช้เทคโนโลยีสารสนเทศของสถานศึกษา ได้แก่ ครูมีความจำกัดในการใช้เทคโนโลยีสารสนเทศในการเรียนการสอน ขาดงบประมาณในการสนับสนุนด้านเทคโนโลยีสารสนเทศ ขาดบุคลากรที่มีความรู้ ความสามารถในการดูแลระบบเทคโนโลยีสารสนเทศ รวมถึงขาดการวางแผนและพัฒนาระบบเทคโนโลยีสารสนเทศ อย่างต่อเนื่อง ส่วนข้อเสนอแนะได้แก่โรงเรียนควรจัดการอบรมเชิงปฏิบัติการให้กับบุคลากรเกี่ยวกับการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานทุกด้าน นอกจากนี้ หน่วยงานของรัฐควรจัดสรรงบประมาณด้านเทคโนโลยีสารสนเทศให้กับโรงเรียนอย่างเหมาะสมและควรมีแผนดำเนินการอย่างเป็นรูปธรรมพร้อมทั้งกำกับติดตามอย่างต่อเนื่อง

The purposes of this independent study were (1) to study and compare the states of application of information technology for educational management in basic education schools under the Office of Sukhothai Primary Education Service Area 2, as classified by the administrator’s background on learning method for information technology and computer usage experience; and (2) to study problems and recommendations concerning the application of information technology for educational management in the basic education schools. The sample consisted of 101 elementary schools under the Office of Sukhothai Primary Education Service Area 2. The research informants were 101 school administrators. The employed research instrument was a rating scale questionnaire, developed by the researcher, with reliability coefficient of .95. Statistics used for data analysis were the frequency, percentage, mean, standard deviation, one-way analysis of variance, and Scheffe' multiple comparison method. The .05 significance level was predetermined for hypothesis testing. The research findings were as follows: (1) the overall state of application of information technology in basic education schools and that for each aspect were at the frequently practiced level; (2) no significant difference was found regarding the states of application of information technology in schools under the administrators with different learning methods for information technology; while significant difference at the .05 level was found regarding the states of application of information technology in schools under the administrators with different levels of computer usage experience: and (3) the problems of application of information technology in schools were the following: the teachers having limitations in the use of information technology in their instructional process, the lack of school budget in support of information technology, the lack of competent school personnel in charge of the information technology system, and the lack of planning for and development of information technology system on a continuous basis; while recommendations for solving the problems were the following: the schools should provide workshop training programs to school personnel concerning the application of information technology for administration in all aspects: the supervising state agency should allocate appropriate budget in support of information technology usage to the schools; and there should be concrete operational plans on the matter with continuous monitoring and follow up actions.
