การศึกษาค้นคว้าอิสระ เรื่อง บทบาทของคณะกรรมาธิการสภาผู้แทนราษฎรกับการควบคุมงบประมาณรายจ่ายของฝ่ายบริหาร มีวัตถุประสงค์เพื่อศึกษา 1) แนวคิดและทฤษฎีเกี่ยวกับระบบคณะกรรมาธิการของไทยและต่างประเทศโดยเฉพาะการพิจารณางบประมาณรายจ่าย 2) บทบาทอำนาจหน้าที่ของคณะกรรมาธิการสภาผู้แทนราษฎร ในการวิเคราะห์และพิจารณางบประมาณรายจ่ายของฝ่ายบริหารของไทย 3) วิเคราะห์ปัญหาการเกี่ยวกับการพิจารณางบประมาณรายจ่ายประจำปี รวมถึงการ
บริหารตรวจสอบการใช้จ่ายงบประมาณประจำปีของฝ่ายบริหาร โดยคณะกรรมาธิการสภาผู้แทนราษฎร 4) แนวทางที่เหมาะสมในการแก้ไขเพิ่มเติมกฎหมายในส่วนที่เกี่ยวกับคณะกรรมาธิการสภาผู้แทนราษฎรในการพิจารณางบประมาณรายจ่ายประจําปี รวมถึงการตรวจสอบการใช้จ่ายงบประมาณประจําปีของฝ่าย การศึกษาค้นคว้าอิสระนี้เป็นการวิจัยเชิงคุณภาพ โดยวิธีวิจัยเอกสาร โดยศึกษาค้นคว้าจากตำรา บทบัญญัติของกฎหมาย รายงานวิจัย วิทยานิพนธ์ เอกสารทางวิชาการ และสื่ออิเล็กทรอนิกส์ต่าง ๆ ผลจากการได้ศึกษาพบว่า คณะกรรมาธิการของสภาผู้แทนราษฎรมีบทบาทสำคัญในการควบคุมการบริหารราชการแผ่นดินของฝ่ายบริหาร โดยเฉพาะการวิเคราะห์และพิจารณากฎหมายงบประมาณรายจ่ายประจำปี แต่เนื่องจากข้อบังคับการประชุมสภาผู้แทนราษฎร ไม่ได้กำหนดโครงสร้างและคุณสมบัติของคณะกรรมาธิการในการการวิเคราะห์และพิจารณากฎหมายงบประมาณรายจ่ายประจำปีไว้โดยเฉพาะ สภาผู้แทนราษฎรจึงได้ตั้งคณะกรรมาธิการวิสามัญที่มีลักษณะชั่วคราวทำหน้าที่โดยประกอบด้วยผู้แทนจากคณะรัฐมนตรีและผู้แทนจากสมาชิกของพรรคการเมืองตามสัดส่วนที่กำหนด
จึงไม่เป็นไปตามหลักการแบ่งแยกอำนาจ ดังนั้น จึงควรกำหนดหลักการไว้ในข้อบังคับการประชุมสภาผู้แทนราษฎรให้ลดบทบาทของฝ่ายบริหารในคณะกรรมาธิการวิสามัญและสร้างกลไกการเชื่องโยงข้อมูลระหว่างคณะกรรมาธิการที่เกี่ยวข้องกับการควบคุมงบประมาณรายจ่ายของฝ่ายบริหาร
This independence study aim to (1) to study concepts and theories concerning the committee system of Thailand and other countries with regards to the budget examination (2) to study roles and responsibilities of the committee of House of Representatives regarding government fiscal year budget analysis and examination (3) to analyze the committee of House of Representatives problems relating to government fiscal year budget examination and government budget spending monitoring (4) to propose the resolution in the matter of the Constitution of The Kingdom of Thailand and the Parliamentary Rules of Procedure amendment with respect to committee of the House of Representatives on the roles with regards to budgetary control and monitoring. The method of the study was qualitative study by documentary research, for instance, literatures, laws, research reports, thesis, and electronics media. The study shown that the committee of The House of Representatives carry vital role of checks and balances the governmental administration as to examine government fiscal year budget; nonetheless, due to the absence of structure and qualification of the committee about the budget examination and budget spending monitoring in the Parliamentary Rules of Procedure, The House of Representatives have had established a special committee to perform such jurisdiction. Howbeit, on the ground that the committee composes of members from the cabinet and proportional members from politics parties, it is against the separation of sovereignty power principle; after all, the study suggest that the parliament shall revise the Parliamentary Rules of Procedure by adding regulations to reduce the role of the executive branch in the committee and to create data system among budgetary committees.
