Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทของคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (2) ศิกษาผลกระทบของบทบาทของคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติต่อการเมืองไทย ตั้งแต่ พ.ศ. 2549 ถึง พ.ศ. 2555 การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ศึกษาข้อมูลจากเอกสารที่เกี่ยวข้อง และ
สัมภาษณ์เจาะลึกกลุ่มตัวอย่าง คือ กรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ จำนวน 3
คน ผู้เชี่ยวชาญและผู้ทรงคุณวุฒิ จำนวน 4 คน ประกอบด้วยสาขารัฐศาสตร์ จำนวน 2 คน
สาขานิติศาสตร์ จำนวน 2 คน ผู้แทนองค์กรเอกชนจำนวน 1 คน ผู้แทนกลุ่มอาสาสมัคร จำนวน
1 คน และผู้บริหารท้องถิ่น จำนวน 1 คน เครื่องมือที่ใช้ในการวิชัยได้แก่ แบบสัมภาษณ์เจาะสึก
วิเคราะห์ข้อมูลโดยการวิเคราะห์เนี้อหาและนำเสนอผลการวิเคราะห์โดยการบรรยายเชิงพรรณนา
ผลการวิจัยพบว่า คณะกรรมการ ป.ป.ช. มีบทบาทที่สำคัญยิ่งในการป้องกันและ
ปราบปรามการทุจริต การตรวจสอบทรัพย์สินและหนี้สิน และการดำเนินคดีกับเจ้าหน้าที่ของรัฐ
การดำเนินบทบาทของคณะกรรมการ ป.ป.ช. ยังมีปัญหาในเรื่องข้อกฎหมาย การเผยแพร่ข้อมูล
ข่าวสาร และขาดการบูรณาการความร่วมมืออย่างเป็นระบบระหว่างภาครัฐ ภาคเอกชน และการมี
ส่วนร่วมของภาคประชาชน รวมตั้งได้ส่งผลกระทบทางการเมืองต่อความเชี่อมั่น ประสิทธิภาพ
ของคณะกรรมการ ป.ป.ช. การส่งเสริมการบริหารจัดการบ้านเมืองที่ดีของหน่วยงานภาครัฐ การ
แก้ไขปัญหาทุจริตที่เกิดจากสถาบันทางการเมืองหรือบุคลากรทางการเมือง การสร้างมาตรฐาน
คุณธรรมจริยธรรมให้แก่สถาบันทางการเมืองและบุคลากรทางการเมือง และเสถียรภาพของสถาบัน
ทางการเมือง รวมทั้งช่วยลดปัญหาความขัดแยังทางการเมือง
The objectives of this research were to study 1) the role of the National Anti-Corruption Commission, 2) the impact of the role of National Anti-Corruption Commission on Thai politics from 2006 to 2012. This qualitative research was based on the study of related documents and in-depth interviews with a sample group consisting of 3 the National Anti-Corruption Commission members, 2 political science experts, 2 legal experts, 1 representative of private organizations, 1 representative of voluntary groups and 1 the local executive Data was gathered by an in-depth interview as well as content and descriptive analysis. The results showed that the National Anti-Corruption Commission had an extremely important role in preventing and suppressing dishonesty, inspecting assets and debts and pursuing legal cases against government employees. The National AntiCorruption Commission still not only has problems in carrying out its role, including laws, dissemination of news and information and a lack of comprehensive and systematic cooperation among government agencies, private sector organizations and public participation. But also its role has affected confidence, efficiency and the promotion of good governance Furthermore The National Anti-Corruption Commission’s role had a political impact on preventing and suppressing corruption, setting moral and ethical standards promoting the stability of political institutions and reducing the political conflicts.
