Abstract
การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาถึงบทบาทภาระหน้าที่ การมีส่วนร่วม และแนวทางการแก้ไขปัญหของเทศบาลเมืองสุไหงโก-ลก จังหวัดนราธิวาส ที่มีค่อการแก้ไขปัญหาความไม่สงบในพื้นที่ การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีการดำเนินการเก็บข้อมูลจากแหล่งต่าง ๆ ทั้งจากการศึกษาเอกสารที่เกี่ยวข้อง และการสัมภาษณ์แบบเจาะลึก โดยเลือกกลุ่มประชากรแบบเฉพาะเจาะจงทั้งหมด 9 กลุ่ม รวมทั้งสิ้น 20 คน จากนั้นถึงนำข้อมูลที่ได้มาวิเคราะห์ในเชิงพรรณนา เพื่อประกอบคำอธิบาย ผลการวิจัยพบว่า การป้องกันและการแก้ไขปัญหาความไม่สงบในพื้นที่อำเภอสุไหงโก-ลก จังหวัดนราธิวาส จะเป็นหน้าที่หลักของกองอำนวยการรักษาความมั่นคง (กอ.รมน.) ภาค 4 ส่วนกำลัง 3 ฝ่าย ซึ่งประกอบด้วยฝ่ายทหาร ฝ่ายตำรา และฝ่ายปกครอง มีหน้าที่ร่วมกันรับผิดชอบ องค์กรปกครองส่วนท้องถิ่นเทศบาลนั้นไม่ได้มีบทบาท ภาระหน้าที่ หรืออำนาจโดยตรงในการแก้ไขปัญหาความไม่สงบในพื้นที่ เป็นเพียงหน่วยงานเสริม ประสาน หรือสนับสนุนในการดำเนินงานของทั้งสามฝ่ายเท่านั้น ในด้านของการมีส่วนร่วมในการแก้ไขปัญหาความไม่สงบในพื้นที่พบว่า เทศบาลเมืองสุไหงโก-ลกได้เข้าไปมีส่วนร่วมในการแก้ไขปัญหาความไม่สงบมากมายในทุก ๆ ด้าน ทั้งในด้านเศรษฐกิจ ด้านสังคม ด้านวัฒนธรรม ด้านการศึกษา และด้านความมั่นคง โดยให้ความสำคัญในด้านความมั่นคง ความปลอดภัย และความสงบเรียบร้อยของประชาชนมากที่สุด เทศบาลได้มีการติดตั้งระบบกล้องวงจรปิด CCTV กระจายอยู่ทุกมุมทั่วเมือง การจัดตั้งศูนย์เฝ้าระวังเหตุและการจ้างเหมาผู้รักษาความปลอดภับในพื้นที่ มีการประสานงานและบูรณาการภารกิจด้านความมั่นคงกับหน่วยงานที่เกี่ยวข้อง อีกทั้งยังเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการแก้ไขปัญหาและพัฒนาความปลอดภัยในพื้นที่ สำหรับแนวทางการแก้ไขปัญหาของเทศบาลเมืองสุไหงโก-ลก ที่มีต่อการแก้ไขปัญหาความไม่สงบในพื้นที่ แบ่งออกเป็น 6 ด้าน คือ การพัฒนาด้านเศรษฐกิจ ด้านสังคม ด้านวัฒนธรรม ด้านการศึกษา ด้านความมั่นคง และด้านการข่าวเพื่อบรรเทาปัญหาการก่อความไม่สงบในพื้นที่ ข้อสนอแนะทางยุทธศาสตร์ด้านนโยบาย คือ (1) รัฐควรจัดให้มีการปกครองท้องถิ่นรูปแบบพิเศษขึ้น ในพื้นที่ 3 จังหวัดชายแดนภาคใต้ (2) รัฐต้องให้ความสำคัญในเรื่องการบริหารงานบุคคลและงบประมาณในพื้นที่ 3 จังหวัดชายแดนภาคใต้ (3) รัฐต้องให้ความสำคัญในเรื่องการจัดระบบการศึกษาในพื้นที่ 3 จังหวัดชายแดนภาคใต้ให้มากขึ้น
The objectives of this research were to study the role, the participation, and the solutions of SungaiKolok Town Municipality in solving the insurgency in SungaiKolok district Narathiwat province. The researcher utilized a qualitative research approach involving the study of documentarysources and in-dept interviews. The sample was purposively selected comprising 9 groups of 20 people. Data obtained were analyzed in descriptive analysis by logical context description. The research found that the prevention and solution of the insurgency in SungaiKolokdistrict Narathiwat province were the main duty of the Internal Security Operations Command (ISOC) Division 4 and three forces consisting of the military, police and administrative department. The SungaiKolok Town Municipality did not have a direct role in solving the insurgency. It was only served as the coordinative or supportive organization of those three forces. Regarding participation in the insurgency-solving in the area, it was found that SungaiKolok Town Municipalityhas been involved in solving all kinds of problems in terms of economy, society, culture, education and security. By giving highest priority to security, safety and public order. The Municipality has set up a CCTV system throughout the city, established a surveillance center and hired security guards. The coordination and integration of security mission were also applied between the Municipality itself and relevant agencies. Local people were also received the opportunity to participate in solving problems and improving safety in the area. The SungaiKolok Town Municipality’s solutions to the insurgency were divided into 6 areas which were the development of economy, society, culture, education, security, and news. Lastly, to alleviate the problem of insurgency, the strategic policy suggested that 1.The government should establish the special local government in the three southern border provinces 2. The government must give special attention to personal and budget management in the three southern border provinces 3. The government must give more importance to educational management in the three southern border provinces.
