การพัฒนาระบบการจัดอัตรากำลังทางการพยาบาลด้วยอิเล็กทรอนิกส์โรงพยาบาลชลประทาน

Abstract

การวิจัยครั้งนี้เป็นการวิจัยและพัฒนา มีวัตถุประสงค์ (1) เพื่อพัฒนาระบบการจัดอัตรากำลังทางการพยาบาลด้วยอิเล็กทรอนิกส์ โรงพยาบาลชลประทานและ (2) เปรียบเทียบประโยชน์ของการใช้ระบบการจัดอัตรากำลังทางการพยาบาล ด้วยอิเล็กทรอนิกส์ก่อนและหลังการพัฒนา การวิจัยนี้ใช้หลักการวิเคราะห์และออกแบบพัฒนาระบบการจัดอัตรากำลังทางการพยาบาลด้วยอิเล็กทรอนิกส์ และใช้โปรแกรมวิชวลเบสิกสตูดิโอดอทเน็ต (2008 (Visual basic studio.net 2008) และวัดผลลัพธ์ ด้านประโยชน์ต่อการจัดอัตรากำลังจากการสอบถามความต้องการของพยาบาลวิชาชีพกลุ่มตัวอย่าง ซึ่งได้จากการคัดเลือกอย่างเจาะจง จำนวน 18 คน เครื่องมีอที่ใช้ในการวิจัยคือ (1) ระบบการจัดอัตรากำลังทางการพยาบาลด้วยอิเล็กทรอนิกส์ที่พัฒนาขึ้น ชึ่งได้ผ่านการทดสอบระบบตามมาตรฐาน Capability Maturity Model Integration (CMMI) (2) เครื่องมีอที่ใช้ในการเก็บรวมรวมข้อมูล ได้แก่ แบบสอบถามประโยชน์ของระบบการจัดอัตรากำลังด้วยอิเล็กทรอนิกส์ ชึ่งได้ผ่านการหาความตรงตามเนี้อหาและความเที่ยงของแบบสอบถามเท่ากับ 0.84 วิเคราะห์ข้อมูลโดยการหาความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติทดสอบ Paired t-test ผลการวิจัยสรุปได้ดังนี้ (1) ระบบที่สร้างขึ้นสามารถใช้จัดอัตรากำลังทางการพยาบาลได้อย่างมีประสิทธิภาพ ตั้งแต่การวางแผนอัตรากำลัง การจัดตารางเวรปฏิบัติงาน และการจัดสรรอัตรากำาลังมีความ สอดคล้องกับองค์ประกอบของกระบวนการจัดอัตรากำลังทางการพยาบาล โดยสามารถวิเคราะห์และวางแผนกาวจัดอัตรากำลังได้สะดวก เข้าถึงข้อมูลได้ง่าย ประหยัดเวลา ทรัพยากรและแรงงาน และตรวจสอบผลผลิตทางการพยาบาลได้อย่างถูกต้อง (2) ประโยชน์ของการจัดอัดรากำลังทางการพยาบาลด้วยระบบใหม่นี้ ทั้งโดยรวมและรายด้านหลังการพัฒนาสูงกว่าก่อนการพัฒนาอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01

The purposes of this research and development were: (1) to develop an electronic staffing system at Royal Irrigation Hospital and (2) to compare the advantages of the electronic staffing system before and after implementation. The design and development principles were used for developing the electronic staffing system, and visual basic studio.net 2008 was used as a development tool. The advantages of the system were assessed by 18 professional nurses who were subjects of this study. These subjects were selected by the purposive sampling technique. Two types of research tools were used. (1) An experimental tool was the electronic staffing system which was tested in accordance with Capability Maturity Model Integration (CMMI). (2) A data collection tool was questionnaires of advantages of the electronic staffing system. The validity of the tools was verified by five experts. The Cronbach’s alpha reliability coefficient of the second tool were 0.84. Research data were analyzed by using percentage, mean, standard deviation, and paired t-test. The major findings were as follows. (1) The new electronic nursing staffing system worked efficiently and included staffing planning, scheduling, and allocation which were relevant to the components of the nursing staffing process. The new system facilitated staffing analysis and planning. Data can be easily accessed. The new system helped to save time, resources, and energy. The new system also played a role in verifying staffing productivity accurately. (2) The advantages of the new staffing system were significantly higher than before applying the new system (p< 0.01).
