Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการให้บริการของสำนักวิทยบริการที่ตอบสนองความต้องการของนักศึกษามหาวิทยาลัยอุบลราชธานี
(2) การเพิ่มประสิทธิภาพในการบริหารจัดการด้านการให้บริการของสำนักวิทยบริการที่ตอบสนองความต้องการของนักศึกษามหาวิทยาลัยอุบลราชธานี และ (3) ยุทธศาสตร์การเพิ่มประสิทธิภาพในการบริหารจัดการด้านการให้บริการของสำนักวิทยบริการที่ตอบสนองความต้องการของนักศึกษามหาวิทยาลัยอุบลราชธานี การศึกษานี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.92 สำหรับกลุ่มตัวอย่าง ได้แก่นักศึกษามหาวิทยาลัยอุบลราชธานีที่มารับบริการฝ่ายหอสมุด สำนักวิทยบริการ จำนวน 1,110 คน ซึ่งได้มาจากการคำนวณโดยใช้สูตรการหาจำนวนกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ เก็บรวบรวมแบบสอบถามคืนมาได้ 1,013 ชุด คิดเป็นร้อยละ 91.26 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาสำคัญ คือ สำนักวิทยบริการพัฒนาคุณภาพของบุคลากรไม่มากเพียงพอ เช่น การฝึกอบรมบุคลากรด้านการให้บริการที่ตอบสนองความต้องการของนักศึกษา (2) การเพิ่มประสิทธิภาพในการบริหารจัดการที่สำคัญ คือ บุคลากรควรได้รับการฝึกอบรมด้านการให้บริการที่ตอบสนองความต้องการของนักศึกษาเพิ่มมากขึ้น นอกจากนี้ ผู้บริหารของสำนักวิทย
บริการควรเชิญผู้เชี่ยวชาญมาให้คำแนะนำและแลกเปลี่ยนประสบการณ์ด้านการให้บริการด้วย และ (3) ยุทธศาสตร์การเพิ่มประสิทธิภาพในการบริหารจัดการที่สำคัญ คือ การกำหนดเป็นยุทธศาสตร์ให้สำนักวิทยบริการจัดหาทรัพยากร เช่น คอมพิวเตอร์ และอินเทอร์เน็ต ให้เพียงพอสำหรับการให้บริการที่ตอบสนองความต้องการของนักศึกษา
The main objectives of this study were to study (1) problems which related to the management administration regarding services of the Instructional Resources Centre in response to the needs of the students of Ubon Ratchathani University, (2) the increase of management administration efficiencies regarding services of the Instructional Resources Centre in response to the needs of the students, and (3) strategies of the increase of management administration efficiencies regarding services of the Instructional Resources Centre in response to the needs of the students. This study was a survey research using questionnaires which passed pre-tested including validity check and reliability check at 0.92 level. Total samples of 1,110 were the Ubon Ratchathani University's students obtained the services of the Instructional Resources Centre, calculated by Taro Yamane's formula at the confidence level 95%. The amount of field data return was 1,013 making 91.26 % of the total samples. Statistics used for data analysis were percentage, arithmetic mean, standard deviation, and t-test. Moreover, in-dept interview of experts was also applied. The study results showed that (1) the major problem was the human quality development of the Instructional Resources Centre was insufficient, such as training officers in services in response to the needs of the students; (2) the major increase of management administration efficiencies were the officers should additionally be trained in services in response to the needs of the students and the executives of the Instructional Resources Centre should also invite experts to advise and share their experiences in services; and (3) the major strategy of the increase of management administration efficiency was to establish the strategy of the Instructional Resources Centre to provide sufficient resources, such as computers and internet, in response to the needs of the students.
