สมรรถนะด้านการบริหารงานสาธารณสุขของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดกาญจนบุรี

Abstract

การวิจัยเชิงพรรณนานี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับสมรรถนะด้านการบริหารงานสาธารณสุข 2) ปัจจัยด้านคุณลักษณะ 3) ปัจจัยเอื้อต่อการบริหาร 4) ปัจจัยสนับสนุนการบริหาร และ 5) ปัจจัยที่มีความสัมพันธ์กับระดับสมรรถนะด้านการบริหารงานสาธารณสุขของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล ในจังหวัดกาญจนบุรี ประชากรที่ศึกษา คือ ผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดกาญจนบุรี จำนวน 133 คน เครื่องมือในการศึกษา คือ แบบสอบถามที่ผ่านการตรวจสอบความตรงเชิงเนื้อหา และค่าความเที่ยง ทั้งฉบับเท่ากับ 0.96 วิเคราะห์ข้อมูลโดยใช้สถิตพรรณนา และใช้สถิติวิเคราะห์ ได้แก่ การทดสอบไคสแควร์และสัมประสิทธ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัยพบว่า 1) สมรรถนะการบริหารงานสาธารณสุขของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล 5 ด้าน ได้แก่ การกระทำและผลสัมฤทธิ์ การบริหารคนอื่นและการช่วยเหลือ การใช้อิทธิพลและผลกระทบการรู้คิด และประสิทธิผลส่วนตัว อยู่ในระดับมากทุกด้าน 2) ปัจจัยด้านคุณลักษณะส่วนบุคคล ส่วนใหญ่ เป็นเพศชาย อายุเฉลี่ย 46.57 ปี สถานภาพสมรสคู่ การศึกษาระดับปริญญาตรีขึ้นไป รายได้เฉลี่ย 31,093 บาท 3) ปัจจัยเอื้อต่อการบริหาร มีจำนวนเจ้าหน้าที่เฉลี่ย 4 คน ระยะเวลาการปฏิบัติงาน เฉลี่ย 11.48 ปี ส่วนใหญ่ได้รับการอบรมการบริหาร 4) ปัจจัยสนับสนุนการบริหารด้านกำลังคน และด้านการเงินอยู่ในระดับปานกลาง ส่วนด้านวัสดุอุปกรณ์อยู่ในระดับมาก และ 5) ปัจจัยที่มีความสัมพันธ์กับสมรรถนะด้านการบริหารงานสาธารณสุข คือ ปัจจัยด้านรายได้ ด้านกำลังคน ด้านการเงินและด้านวัสดุอุปกรณ์

This descriptive research aimed to study: (1) the levels of public health management competencies; (2) the personal characteristics; (3) the factors contributing to the management; (4) the factors supporting the management; and (5) the factors related to public health management competencies of the director of sub-district health promoting hospitals in Kanchanaburi province. The study was conducted among all 133 the directors of sub-district health promoting hospitals in the province, Using a questionnaire that had been checked for its content validity and with the reliability coefficient of 0.96. The data were analyzed with descriptive and analytical statistics using the chi-square test and for Pearson product-moment correlation coefficient. The results showed the following; (1) There were high levels of all five public health competencies of the directors of sub-district health promoting hospitals with respect to actions and achievements, management of and support for other personnel, the use of influence and impact, metacognition, and personal effectiveness; (2) Regarding respondents’ personal characteristics, most of them were married male and had an average age of 46.6 years, a bachelor’s degree or higher, and average monthly earnings of 31,093 baht; (3) The factors contributing to the management included an average number of 4 staff members at each hospital, the respondents’ 11.5 years of working experience and having attended a management training course; (4) The supporting factors involving workforce and budgeting were at a moderate level and materials at a high level; and (5) The factors related to public health management competencies were earnings, workforce, budgeting and materials
