Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อวิเคราะห์สภาพแวดล้อมการพัฒนาบุคลากรขององค์การบริหารส่วนจังหวัดเชียงใหม่ (2) เพื่อเสนอยุทธศาสตร์การพัฒนาบุคลากรขององค์การบริหารส่วนจังหวัดเชียงใหม่ รูปแบบการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ เครื่องมือที่ใช้ในการวิจัยคือแบบสัมภาษณ์แบบมีโครงสร้าง โดยทำการสัมภาษณ์บุคลากรที่ปฏิบัติงานประจำส่วนราชการภายในองค์การบริหารส่วนจังหวัดเชียงใหม่ จำนวน 25 คน และใช้วิธีการสนทนากลุ่ม ผู้เข้าร่วมสนทนากลุ่มได้แก่ ข้าราชการในตำแหน่งสายงานบริหารและตำแหน่งสายงานผู้ปฏิบัติ ที่มีส่วนเกี่ยวข้องกับการกำหนดนโยบายขององค์การบริหารส่วนจังหวัดเชียงใหม่ จำนวน 10 คน การวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหา โดยการวิเคราะห์สรุปข้อมูลที่ได้จากการศึกษาเอกสาร การสัมภาษณ์และการสนทนากลุ่ม ผลการวิจัยพบว่า (1) สภาพแวดล้อมการพัฒนาบุคลากรขององค์การบริหารส่วนจังหวัดเชียงใหม่ มีจุดแข็งคือเป็นหน่วยงานที่มีโครงสร้างมั่นคง มีสายการบังคับบัญชาภายในองค์กรอย่างชัดเจน จุดอ่อนคือ อัตรากำลังบุคลากรไม่เพียงพอต่อภารกิจอำนาจหน้าที่รับผิดชอบตามที่กฎหมายกำหนด รวมทั้งขาดการนำหลักการบริหารจัดการภาครัฐแนวใหม่มาใช้ ด้านโอกาสสังคมคาดหวังว่าบุคลากรขององค์การบริหารส่วนจังหวัดเชียงใหม่ สามารถแก้ไขปัญหาและตอบสนองความต้องการของประชาชนได้อย่างมีประสิทธิภาพ ด้านข้อจำกัด ความต้องการของประชาชนและปัญหาในพื้นที่มีเพิ่มมากขึ้น ทำให้ไม่สามารถให้บริการสาธารณะได้อย่างทั่วถึง (2) ข้อเสนอยุทธศาสตร์การพัฒนาบุคลากรขององค์การบริหารส่วนจังหวัดเชียงใหม่ ประกอบด้วย 4 ยุทธศาสตร์ ดังนี้ ยุทธศาสตร์ที่ 1 ส่งเสริมการพัฒนาความรู้อย่างต่อเนื่องและพัฒนาองค์กรให้เป็นองค์กรแห่งการเรียนรู้ ยุทธศาสตร์ ที่ 2 ส่งเสริมและพัฒนาคุณภาพชีวิตบุคลากร ยุทธศาสตร์ที่ 3 ส่งเสริมสนับสนุนการใช้เทคโนโลยีสารสนเทศ เพื่อเพิ่มประสิทธิภาพในการทำงาน ยุทธศาสตร์ที่ 4 การสร้างการมีส่วนร่วมอย่างบูรณาการเพื่อพัฒนาองค์กร
This research aimed to (1) analyze the environment of personnel development in Chiang Mai Provincial Administrative Organization, (2) suggest strategies for personnel development in Chiang Mai Provincial Administrative Organization. The research was qualitative researc. Research tool was a structured interview. The interviews were conducted with 25 staff who worked at Chiang Mai Provincial Administrative Organization. Focus group was also employed of which the attendees were 10 public servants in the management and operations fields relating to strategic appointment of Chiang Mai Provincial Administrative Organization. The data were analyzed using a content analysis method by summarizing the information gained from studying secondary data, the interviews, and the focus group. The study results found that (1) as for the environment of personnel development in Chiang Mai Provincial Administrative Organization, its strength was that it had a stable structure with clear lines of commands. Its weakness was the manpower, which was not sufficient to cover all tasks and responsibilities as appointed by the law. In addition, it also lacked the utilization of new public sector management principles. As for the opportunities, the society expected that Chiang Mai Provincial Administrative Organization staff would efficiently solve problems and meet the needs of the people. The limitations were that the needs of the people and the problems in the area had increased, and that the office could not serve the public thoroughly. (2) There were four suggestions for personnel development strategies of Chiang Mai Provincial Administrative Organization: Strategies 1, continuously promoting knowledge development and development of the organization to be a learning organization, Strategies 2, promoting and developing its staff’s quality of life, Strategies 3, promoting the use of information technology to increase work efficiency, and Strategies 4, building integrated participation among staff to enhancing the organization development.
