Abstract
การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาบทบาทของผู้บริหารสถานศึกษาในการจัดการเทคโนโลยีตามหลักธรรมาภิบาล สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอปราณบุรี จังหวัดประจวบคีรีขันธ์ และ 2) เปรียบเทียบบทบาทของผู้บริหารสถานศึกษาในการจัดการเทคโนโลยีตามหลักธรรมาภิบาล สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอปราณบุรี จังหวัดประจวบคีรีขันธ์ จำแนกตามวุฒิการศึกษา และวิทยฐานะ กลุ่มตัวอย่างในการวิจัยเป็นข้าราชการครู จำนวน 136 คน ซึ่งแบ่งเป็นผู้บริหารสถานศึกษา 18 คน และครูผู้สอน 118 คน ที่ปฏิบัติงานอยู่ในสถานศึกษาสังกัดองค์กรปกครอง ส่วนท้องถิ่น อำเภอปราณบุรี จังหวัดประจวบคีรีขันธ์ เครื่องมือที่ใช้ในการวิจัยเป็นแบบ สอบถามแบบมาตรประมาณค่า มีค่าความเที่ยงเท่ากับ .98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว และการทดสอบความแตกต่างรายคู่ด้วยวิธีการของเชฟเฟ่ ผลการวิจัยปรากฏว่า (1) ผู้บริหารสถานศึกษามีบทบาทในการจัดการเทคโนโลยีตามหลักธรรมาภิบาล ในภาพรวมและเป็นรายด้านอยู่ในระดับมากโดยเรียงลำดับค่าเฉลี่ย ดังนี้ด้านหลักคุณธรรม ด้านหลักการมีส่วนร่วม ด้านหลักนิติธรรม ด้านหลักความรับผิดชอบ ด้านหลักความโปร่งใส และด้านหลักความคุ้มค่า และ (2) ผลการเปรียบเทียบบทบาทของผู้บริหารสถานศึกษาในการจัดการเทคโนโลยีตามหลักธรรมาภิบาล จำแนกตามวุฒิการศึกษา และวิทยฐานะ มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
The purposes of this research were (1) to study the roles in technological management based on the good governance principle of school administrators under local administrative organizations in Pran Buri District, Prachuap Khiri Khan Province; and (2) to compare the roles in technological management based on the good governance principle of school administrators under local administrative organizations in Pran Buri District, Prachuap Khiri Khan Province, as classified by educational qualification and academic rank status. The research sample consisted of 136 official school personnel classified into 18 school administrators and 118 teachers working in schools under local administrative organizations in Pran Buri District, Prachuap Khiri Khan Province. The employed research instrument was a rating scale questionnaire with reliability coefficient of .98. Statistics employed in data analysis were the percentage, mean, standard deviation, one-way analysis of variance, and Scheffé Method for pairwise comparison. The research results shows that (1) both the overall and specific roles in technological management based on the good governance principle of the school administrators were rated at the high level; with ranking of rating means: the morality principle, the participation principle, the legal principle, the responsibility principle, the transparency principle, and the cost worthiness principle, respectively; and (2) school administrators with different educational qualifications and academic rank statuses differed significantly in the performance of their roles in technological management based on the good governance principle at the .05 level of statistical significance.
