Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ความต้องการจำเป็นของการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาในจังหวัดชุมพร สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุราษฎร์ธานี ชุมพร และ 2) แนวทางการส่งเสริมการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาในจังหวัดชุมพร กลุ่มตัวอย่าง คือ หัวหน้ากลุ่มสาระการเรียนรู้ของสถานศึกษามัธยมศึกษาในจังหวัดชุมพร สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุราษฎร์ธานี ชุมพร จำนวน 128 คน และผู้ให้ข้อมูลสำคัญ จำนวน 8 คน ประกอบด้วย ผู้บริหารสถานศึกษาและหัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 6 คน และศึกษานิเทศก์ จำนวน 2 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามชนิดมาตรประมาณค่าแบบตอบสนองคู่ เกี่ยวกับสภาพปัจจุบันและสภาพที่คาดหวังของการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษา มีค่าความเที่ยงเท่ากับ .99 และ .99 และแบบสัมภาษณ์กึ่งโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความต้องการจำเป็น และการวิเคราะห์เนื้อหา ผลการวิจัยปรากฏว่า 1) ความต้องการจำเป็นในการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาในจังหวัดชุมพร สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุราษฎร์ธานี ชุมพร มีลำดับความต้องการจำเป็นเรียงจากมากไปน้อย ดังนี้ ด้านวิสัยทัศน์ร่วม ด้านทีมร่วมแรงร่วมใจ ด้านภาวะผู้นำร่วม ด้านโครงสร้างสนับสนุนชุมชน ด้านชุมชนกัลยาณมิตรและด้านการเรียนรู้และการพัฒนาวิชาชีพ และ 2) แนวทางการส่งเสริมการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษา มีดังนี้ (1) หน่วยงานต้นสังกัดควรกำหนดนโยบายหรือแนวปฏิบัติในการสร้างวิสัยทัศน์ร่วมกันของบุคลากรในสถานศึกษาและกำหนดนโยบายการนิเทศแบบมีส่วนร่วม (2) ผู้บริหารสถานศึกษาควรกำหนดให้การสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพเป็นนโยบายหลักในการขับเคลื่อนและพัฒนาคุณภาพการจัดการศึกษาของสถานศึกษาอย่างเป็นรูปธรรม และ (3) ผู้บริหารสถาศึกษา ครู และผู้เกี่ยวข้องทุกๆ ฝ่ายควรร่วมกันกำหนดวิสัยทัศน์ พันธ์กิจและเป้าหมายในการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพของสถานศึกษาโดยการศึกษาบริบทและวัฒนธรรมองค์กรของสถานศึกษา
The purposes of this research were to study 1 ) a need assessment for promoting the professional learning community of secondary schools in Chumphon Province under the Secondary Educational Service Area Office Suratthani Chumphon; and 2 ) guidelines for promoting the professional learning community of secondary schools in Chumphon Province. The sample consisted of 128 learning subject - area heads of secondary schools in Chumphon Province under the Secondary Educational Service Area Office Suratthani Chumphon and 8 key informants, including 6 school administrators and learning subject- area heads and 2 supervisors. The employed research instruments were a rating scale questionnaire with a dual-response format, dealing with data on the present and expected conditions of promotion of the professional learning community, with the reliability coefficients of .99 and .99, respectively; and a semi-structure interview form. The statistics employed for data analysis were the frequency, percentage, mean, standard deviation, PNI modified, and content analysis. The research findings were as follows: 1 ) the promotion aspects of the professional learning community of secondary schools in Chumphon Province under the Secondary Educational Service Area Office Suratthani Chumphon were ranked based on their identified needs from the highest to the lowest as follows: the shared vision aspect, the collaborative teamwork aspect, the shared leadership aspect, the community supportive structure aspect, the friendly community aspect, and the learning and professional development aspect; and 2 ) the guidelines for promoting the professional learning community of secondary schools were the following: (1) the Secondary Educational Service Area Office Suratthani Chumphon should impose a policy or guidelines for building a shared vision of school personnel and formulate a participatory supervision policy; (2) school administrators should determine the building of a professional learning community as the main policy for concretely driving and developing the quality of educational management in schools; and (3) school administrators, teachers, and all people involved should jointly define the vision, mission, and goals for building professional learning community of schools through studying the context and organizational culture of schools.
